Issued for : The Department of Posts has the proud privilege of honouring India‘s great heroes who have made the advent of a free India possible. Two postage stamps have earlier been issued to commemorate the 67^th birth anniversary of Netaji Subhas Chandra Bose in January 1964. With the present release, the Department salutes the India National Army for its glorious contribution to India’s prestige and honour.

Design : The stamp design by the artist Shri Shankha Samantha is based on photographs of Subhas Chandra Bose reviewing the troops of the Indian National Army.

• INA occupies an important place in the history of India‘s freedom struggle. Formation of this force and its heroic expertise proved beyond doubt that the British could no longer rely upon the Indian sepoys to maintain their hold on India. The universal sympathy expressed all over India for the INA officers when they were tried for treason in the Red Fort Delhi gave a rude shock to Britishers, in as much as it clearly demonstrated that Indians of all shades of opinion put a premium on the disloyalty of Indian troops to their foreign masters and looked upon it as true and welcome sign of nationalism. So the members of the INA did not die or serve in vain and their supreme leader Netaji Subhas Bose has secured a place of exalted honour in the history of India‘s struggle for freedom.

About : 

• Nargis Dutt, was a legendary figure even in her lifetime as a film artiste, and social worker. She had acted in more than 50 films and almost all her films received both critical and popular acclaim. She entered the film world as a child artiste and progressed towards a variety of roles, the most memorable being her role in ‘Mother India‘.
• To Nargis Dutt goes the credit of many firsts — She was the first Indian artiste to receive the International award for the best actress at the Karlovy Vary Film Festival, Czechoslovakia in 1958. She was also the first actress to receive the Urvashi Award, India‘s highest acting honour, in 1968. She was the first actress to be the President of the Indian Motion Picture Producer’s Association (IMPPA). She was also the first actress to be decorated with the title Padma Shri in 1958. Added to all these, Mrs. Nargis Dutt was the first film actress to be nominated by the President of India to the Rajya Sabha in 1980.
• After ‘RAAT AUR DIN‘ and the national Urvashi Award, Nargis Dutt‘s illustrious career moved on to the world of social welfare. Nargis Dutt, along with Smt. Mithu Alur, started the First Society and School of Spastics in 1972 with only three children. The Spastic Society has branches now in Bombay, Delhi, Bangalore, Calcutta and Madras for education and rehabilitation of spastic children and adults. Today, the Society she started is taking care of ten thousand families all over India. Nargis Dutt was also vice-president of the Ajanta Arts Troupe, and she accompanied this troupe to entertain the wounded officers and jawans, during the border conflicts in 1965 and 1971, in far-off places such as Ladakh, NEFA, and to the other areas of the western & eastern sectors.
• In recognition of her service in the field of social welfare including the welfare of the physically handicapped and backward classes, the Government of Maharashtra honoured her posthumously as ‘DALIT MITRA‘ in 1983. The Government of India also instituted the Nargis Dutt award to be given to the best film on national integration. A ‘Nargis Dutt Memorial Cancer Hospital‘ has come up in the Barsi district of rural Maharashtra and a ‘Nargis Dutt Memorial Foundation‘ for raising funds for cancer treatment was started in 1982. This Organisation has branches in various parts of America, U.K., Germany and Hongkong and has sent more than 1 million dollar worth of equipment to hospitals in India.
  
• The ‘Lady in White‘ as she was known popularly, is no longer with us but her spirit lives on, in her remarkable films, in the Spastic Society of India and in mankind’s fight against cancer. Nargis Dutt has carved for herself a prominent niche amongst the eminent Indian women of our time.

About : 

• Shri Dinanath Mangeshkar was a staunch nationalist and was opposed to the continuance of the British rule in India. He showed his love for the independence of his country by popularising plays ‘Rana–Dundubhi‘, written by Veer Wamanarao Joshi and ‘Sanyasta–Khadga‘, written by Swatantryaveer Savarkar. Some of the patriotic songs penned in those plays sung with a touching fervour by Shri Dinanath invoked the wrath of the British Government.
  
• During the period 1935 he produced three films in Marathi. Shri Dinanath Mangeshkar was well-versed not only in Indian classical music, but also in Sanskrit and Astrology. He become famous for his exceptionally sonorous voice.
  
• Unfortunately, Shri Dinanath Mangeshkar breathed his last on 24.4.1942 prematurely at the age of 41. He has, however, left behind a legacy of great talent; four daughters including Lata Mangeshkar and Asha Bhonsle, and one son, Hridaynath Mangeshkar, who are regaling the Indian public by their unforgettable music.

• The city of Calcutta, more than three hundred years old, continues to live through the sketches, lithographs, engravings and paintings of artists of the bygone era. Many of the civil servants during the British administration and even before, showed artistic gifts of high quality and their works provide useful historical records of the old city.
• Ganga, the river of life, has been inextricably associated with the founding of Calcutta on its bank and its growth into an important shipping port of the orient.
• Sir Charles D’ Oyly, poet and artist, spent forty years in India (1798-1838) as a civil servant under the East India Company. His Views of Calcutta and its Environs was published in 1848 after his death. Included in these Views is a picturesque scene of the shipping on the river Hooghly, viz., “Custom-House, Wharf” (since 1835). The Journal of Bishop Reginald-Heber records that “Vessels of all descriptions, to the burden of 600 tons, may lie almost close up to this quay, and there is always a crowd of ships and barks”.
• Sir Charles D’ Oyly’s depiction of the old custom-house wharf brings to life the vibrant trade and commerce that flourished through the tall-masted sea-facing vessels which sailed the waters from the port of Calcutta.
• The Victoria Memorial as a museum of medieval and modern Indian history was conceived by Lord Curzon at the turn of the century. The Indian aristocracy responded liberally to Curzon’s appeal the construction of this stately building surrounded by an exquisite garden was entirely funded by Indian subscriptions. Sir William Emerson, President of the British Institute of Architect of designed this building adopting Italian Renaissance style with a touch of orientalism in the arrangement of the domes.
• The work of construction was entrusted to Martin & Co. of Calcutta. While the marble used for the building (338′ x 228′ and soaring to a height of 184′) was quarried at Makrana in the princely State of Jodhpur, the groups of the statues ornamenting the memorial porches and the central dome were executed in Italy. A bronze Angel of Victory crowns the dome. The foundation stone was laid by the Queen‘s grandson, the Prince of Wales (later King George V) on January 4, 1906, but it was not before December 28, 1921 that the Memorial became open to the public. The Memorial houses a fine collection of paintings, sculptures and various other memorabilia of the Raj. Since January 1988, the monuments has been illuminated investing it with an aura of mystery as the photograph on the First Day Cover shows.

• Express Mail Service (EMS) is the generic name used universally for high speed premier and guaranteed mail delivery service. India joined the network when Speed Post was launched by the Department of Posts on 1^st August, 1986. Commercial and industrial expansion here has generated a new customer need to have the correct documents, samples and specimens on time. The Speed Post, a specialised service of the Department of Posts, has provided this need and has witnessed a remarkable growth in terms of network development in traffic and revenue and has become the market leader in the domestic sector.
• Speed Post provides Inland and International Speed Post Service and Inland Speed Post Money Order service. The domestic Speed Post Service links a large number of cities and towns having commonality of interest with one another. Under its contractual services, Speed Post Service is provided to any place in India, be it a town or a tiny village and its network is envied by many a courier around the world. The National Speed Post Service connects 62 important centres with six extension counters. The point-to-point Speed Post service links 737 pairs of specific cities. Added to this, the personalised contractual Speed Post service for regular customers to specific stations has been introduced. The network is manned by a branch of specially selected and trained officials and their performance is judged and monitored according to well-defined parameters. The Speed Post in fact follows a distinct mail network, bagging and transmission pattern quite different from the ordinary post to ensure its desired, speedier and guaranteed delivery standard. All important Speed Post Centres have a marketing wing to provide help and assistance and to cater to any type of urgent communication needs of the customer. The Speed Post has geared itself up to meet the present day demands and has added on:
  • – free pick up services for regular users.
  • – round the clock service at selected booking centres.
  • – book now, pay later scheme for the regular users.
  • – self-booking facilities for the bulk customers to eliminate delay and queuing at booking counters.
    
• Every article and bag is documented, tracked and traced at each stage of handling and transmission point to ensure its prompt sorting, transmission and delivery within the assured time-frame. Because of this strict quality control, the cases of delay are kept to the inescapable minimum. In its bid to provide after sales service, each Speed Post centre has a separate customer-service wing to process enquiries and grievances. These customer-service centres have a well designed MIS on every article booked and the customer wing services at the four metros are easily accessible through fax and telex. The marketing wing in the department ensures monitoring the pulse of the customers by regular market survey, and on assessing the courier needs and the various segments of the customer so that existing services could be redesigned and more value added services be provided. These market surveys are utilised also to assess the quality of systems designed and the service as actually provided and help take the necessary remedial actions.

About : 

• Professor Meghnad Saha belongs to an outstanding group of Indian Scientists whose contributions revolutionised specific branches of knowledge and earned global recognition. A man with undaunted spirit, unshakable determination and dedication, he rose from amongst the weakest sections of the society and established himself as one of the intellectual giants of the period. He lived through an epoch that witnessed great social and intellectual upheavals and persistently endeavoured to remain in the forefront of the contemporary movements, both scientific and social.
• Prof. M.N. Saha‘s greatest contribution in the field of science is the theory of thermal ionisation. The theory, which afterwards was to bear his name, is one of the cornerstones of theoretical astrophysics. The impetus given to astrophysics by Prof. Saha‘s work can scarcely be overestimated; nearly all later progress in this field has been influenced by it. He also made notable contributions in the field of magnetism, statistical physics, ionospheric physics, nuclear physics etc. He was one of the earliest contributors to the concept of monopoles and its physical consequences. The fellowship of Royal Society was bestowed upon him for his outstanding scientific contributions.
• In the context of building scientific schools and science organisations, Prof. Saha surpassed most of his contemporaries. He built a strong group of nuclear physicists while he was Palit Professor of the Physics Department, Calcutta University. The effort ultimately culminated in the founding of the Institute of Nuclear Physics, where his students in later years earned international reputation. Here, he initiated pioneering activities in three frontline fields of research, viz. particle accelerator, nuclear magnetic resonance and modern biophysics. Prof. Saha took over the leadership of the prestigious Indian Association for the Cultivation of Science in 1953 and created new facilities and infrastructures for this institution. Though he was a theoretician, he always emphasised the importance of experimental research, as revealed by his action programmes. In all his efforts, both scientific and social, he demonstrated the quality of harnessing the initiative of the common people. Aptly therefore, a critic in the renowned journal ‘New Scientist‘ described him as a “prophet of Indian Science“.
• Prof. Saha was an avowed supporter of National Planning. It was through his ardent efforts that a National Planning Committee came into being under the aegis of the Indian National Congress in the pre-independence era.

• The Papal Seminary, Pune, celebrated its centenary year in 1993. The history of the Seminary goes back to the year 1893 when Pope Leo XIII, with farsighted vision, aspired to establish a Seminary to train indigenous priests in India. It was opened in Kandy in Ceylon (now Sri Lanka) in May 1893. In 1955 the Seminary was moved to Pune in India.
• The Papal Seminary is an all-India institution, catering to students from various parts of the country, with their different cultures and languages. The Pontifical Athenaeum, today known as “Jnana-Deepa Vidyapeeth”, attached to the Papal Seminary has, in the course of its long history, trained some 5560 priests and religious. In 1968 it opened its doors to men and women of different faiths. The Papal Seminary has the distinction of having given our country its first two Indian Cardinals (in Bombay and Ernakulam) and some 65 Bishops or Church leaders. The Papal Seminary is run by the Jesuit Order, which is famous all over the world for its educational institutions.
• For a better service of our countrymen and woman, the Seminary’s over-all programme embraces spiritual, intellectual and cultural training. The academic courses go from undergraduate to doctorate levels in Philosophy and Theology. The syllabus offers a wide variety of courses on Indian subjects, such as the Vedas, the Upanishads, the Bhagavad-Gita, the Darshanas, Vedanta, Vaishnavism, Shaivism, Jainism, Buddhism, Islam, Modern Hinduism and Modern Indian Thought. Mush emphasis is laid also on Indian spirituality, inter-religious dialogue and integration as well as social involvement.
• The Centenary of the Papal Seminary was a significant event for both the Church and our country because, over the years, our students have reached out, in all India’s States, to thousands of our countrymen and woman through involvement in the work for justice and uplift of the poor, for peace, dialogue and national integration – both religious and cultural – in order to help build a new and better India tomorrow. Indeed the Centenary Theme of the Papal Seminary, depicted in the form of a mandala design is : Sarva–jiva–sukham; sarva–dharma sakhyam – the happiness of all living beings and friendship among all religions. This design appears on the First-Day cover being issued.

• For over 1,500 years a cup of tea has brought cheer and joy to people throughout the world. It was the ancient Chinese who first drank tea for its medicinal value and later adapted it as a beverage from the 4^th century. The Japanese raised tea drinking to a fine art in their tea ceremonies. The Tartars, the Moghuls, the Tibetans – all of them fell for the taste of this beverage and drank it in the fashion most suited to them. Tea drinking in Europe and England began in the middle of the 17^th century. Strange but true, in India, apart from certain tribes of Assam, tea was not used as a beverage until the British introduced it. Though tea was a subject of controversy in the 17^th century, it gradually became the subject of inspired poetry when William Cowper sang “The cup that cheers but not inebriate“. Tea had arrived in a big way in the drawing-rooms of the elite and the streets of the market place.
• Tea industry today employs a million workers in various estates spread over north east and south India. It also generates gainful employment to a large segment of people engaged in ancillary and supporting services. Tea estates have been historically located in industrially backward areas and continue to play a pivotal role in supporting the tribal communities in those areas. The spread of tea estates was instrumental in the opening up of remote parts of India in terms of infrastructure such as roads and railways. Tea is substantial foreign exchange earner and nets around Rs. 1200 crores annually. It also provides large revenues to the Central and State exchequers.
• Indian tea, like the country itself, represents unity in the midst of diversity. The varying agro climatic conditions of growth spanning the snowy peaks of Darjeeling up in the north to the sea levels of south Travancore; and the wide spectrum of the product ranging from the traditional black tea to the modern convenience beverage inherent in tea bags and instant tea, contribute to the uniqueness of Indian tea.
• A specific thrust is being given in the year 1993 towards promoting the Indian tea in the world market. As part of its promotion thrust, trade fairs, buyer-seller meets etc. have been organised by the Indian Tea Industry.
