About : 

  • Seva Teerth is a government office campus within the Central Vista, designed to consolidate India’s highest executive functions into a secure, modern, and efficient environment. Spread across Plot Nos. 36 and 38, the campus covers an area of approximately 20.12 acres with a total built-up area of about 90,000 square metres. It brings together the Prime Minister’s Office (PMO), the Cabinet Secretariat (Cab Sec), and the National Security Council Secretariat (NSCS) – institutions that currently operate from multiple locations across New Delhi – into a single, unified campus.
  • Plot No. 36 has been developed as the Prime Minister’s Office complex, consolidating existing facilities presently dispersed across 7, Lok Kalyan Marg and the PMO at South Block into one integrated campus. The project comprises a basement, ground floor, and three upper floors, designed to meet functional, operational, and sustainability requirements. The building façade features sandstone cladding complemented by aluminium jali and curtain wall glazing, imparting a dignified yet contemporary architectural character, while the curved roof is finished with zinc cladding. The design incorporates eight internal courtyards to ensure ample natural daylight. The complex provides dedicated offices for the Principal Secretary, Additional Secretary, and Director, along with their respective support staff.
  • The development at Plot No. 38 comprises two institutional buildings housing the National Security Council Secretariat and the Cabinet Secretariat. At present, the NSCS operates from Sardar Patel Bhawan, while the Cabinet Secretariat functions from multiple locations, including Rashtrapati Bhavan, North Block, Shivaji Stadium, Vigyan Bhavan Annexe, and Chanakya Bhavan.
  • The NSCS and Cabinet Secretariat buildings are planned as structures with a basement, ground floor, and three upper floors. An interconnected basement across the building’s houses shared facilities and common services, ensuring efficient space utilisation and seamless operational coordination. The complex includes dedicated offices for the National Security Advisor and the Cabinet Secretary, along with adequate accommodation for their respective support staff. Offices are also provided for the Secretary, Additional Secretary, and Director, supported by the requisite infrastructure.
  • These new buildings are designed with a future-ready outlook. Building systems function in an integrated manner using the latest technologies to optimise energy consumption. These green buildings symbolise India’s commitment to environmental sustainability. Key infrastructural systems – including air-conditioning, lighting, and electrical services – are designed for ease of operation, maintenance, and future upgrading. A separate utility block has also been developed to facilitate efficient service management and maintenance, thereby enhancing the overall functionality and operational efficiency of the complex.
