• President’s Fleet Review (PFR) is a ceremonial occasion traditionally held by the Indian Navy to showcase its prowess. The review is a grand and formal occasion when all operational naval vessels and aircrafts are spruced up in a spirit of loyalty and allegiance to the Nation and the Supreme Commander. The President’s Fleet Review is a symbolic display of a nation’s maritime capabilities and adroitness. It is meant to convey to the Commander-in-Chief and to the Nation that the Country’s maritime forces are fighting fit and ready to meet any challenge. Post-Independence, traditionally, the President, as the Supreme Commander of the Indian Armed Forces reviews the Fleet once during his tenure. After a 21-gun salute, the President embarks on the Presidential Yacht, distinguished by the Ashoka Emblem on his side and reviews all the ships by cruising past them.
• On the grand occasion of PFR 2022, the world would witness the proud display of the readiness of the Indian Navy for any battle at sea. The event would showcase the three dimensional display of operational surface warships, subsurface submarine and airborne assets in its company with the ethos of steadfastness and devotion to the country.
• The theme for this PFR is “Indian Navy – 75 Years in Service to the Nation”. • A Naval Fleet Review is a long-standing tradition of navies world-over. The Review was conceived as a show of naval might and readiness for battle. In India, ten Reviews have been held so far, with the first in 1953 and the latest in 2011. The Review aims at assuring the country of the Indian Navy‘s preparedness, its high moral and discipline.
  
• Assembling of warships without any belligerent intentions is now the norm. Leading nations of the world, occasionally invite their maritime neighbours, to participate with their ships in the review. Normally called ‘International Fleet Review’, the event then allows the host nation an occasion to display its maritime capabilities and mutual trust amongst maritime nations.
  
• The only previous International Fleet Review in India was conducted in February 2001, off Mumbai. This earned the country widespread appreciation and goodwill. On 06^th February 2016, the President of India, is scheduled to review the fleet of participating Indian and foreign warships off Vishakhapatnam. The International Fleet Review 2016 logo depicts the 3 operating dimensions of the Navy, with a ship, submarine and an aircraft, and also letters I-F-R form an integral part of the logo. The Dolphin has been chosen as the mascot, depicting friendship across oceans, and the theme is ‘United through Oceans‘.
  
• The President of India being the Supreme Commander of the Armed Forces, once in his term, reviews the Indian Naval Fleet as part of the ‘President’s Fleet Review‘ (PFR). This review aims at assuring the country of the Indian Navy’s preparedness, its high morale and discipline. Many leading nations of the world use the opportunity provided by a Fleet Review to enhance mutual trust and confidence with their maritime neighbours and partners by inviting their ships to participate in the Review. Normally called the ‘International Fleet Review’ (IFR), this event then provides the host nation an occasion to display its own naval prowess, and the bridges of friendship and trust it has built with other maritime nations. Design : The stamps depict the multidimensional role of the Navy, the air power by the aircraft carrier (INS Viraat) and fighter plane (Sea Harrier); the surface force through warships (Talwar and Brahmaputra class frigates) and anti-submarine Seaking Helicopter; supported by Sandhayak class Survey Vessel and an Off-shore Patrol Vessel Vigraha of the Indian Coast Guard along with a Dornier aircraft and the third dimension – underwater by submarines (Sindhughosh and Shishumar class). The First Day Cover displays the fluttering Naval Ensign with the anchorage plan off Visakhapatnam Harbour with the ships lined up and showing the President’s Yacht and her route for the 9^th President’s Fleet Review. The special cancellation is an adaptation of two masted ship from the inscription of a 2^nd century AD Satavahana period lead coin.

• A Naval Fleet Review is a long-standing tradition followed by navies all over the world. It is a grand occasion when every operational ship is spruced up, proudly displaying its crest and its company in a spirit of loyalty and allegiance to the country. The idea of a Review was perhaps conceived as a show of naval might or an inspection of readiness for battle at sea. It still has the same connotation, but assembling of warships for peaceful purposes is now the norm in modern times. Later reviews were used as a celebratory demonstration for victories in battle or for other special occasions. Sometimes ships have sailed across the seas to participate in fleet reviews of friendly nations. These reviews inspired the sailors to avow their allegiance to their country and preserve its sovereignty. It is indeed a strong bond which links seafarers of the world and often follows exactly the same drill even on different continents.
• Post independence, traditionally, the President, as the Supreme Commander of the Indian Armed Forces reviews the Fleet once during his tenure. In this most formal of naval ceremonies, ships, submarines and aircrafts from all the Naval Commands, ships from the Indian Coast Guard and vessels from the merchant navy (during war/adversities, some of the merchant ships also join to support the Naval effort in fighting the enemy), are ceremonially dressed up with families embarked, and anchored in lines at the precise spot allotted to them. After a 21 gun salute, the President embarks on the Presidential yacht, distinguishable by the Ashoka emblem on her side and reviews all the ships by cruising past them. Each ship is manned by her ship’s company, dressed in sparkling white ceremonial uniforms. In a moment that stands still in time, white caps are doffed in unison in a grand salutation. The resounding sound of three “jais” echoes over the waves, carrying the promise of the allegiance of each and every sailor and officer to the Nation and the President, their Supreme Commander. It is this bond that will carry them through the adversity of war and make the supreme sacrifice, if needed.
• The present Fleet Review, which is the 9^th review, is being held on the East Coast for the first time, all earlier being off Mumbai on the West Coast. The last was an International Fleet Review in 2001 in which, 97 warships and submarines including 24 foreign Navy ships and one submarine and fly past by 56 aircrafts, paid their mark of respect to the then President of India, Dr. K.R. Narayanan. For the present Review, all the ships, submarines and vessels will be anchored in the Bay of Bengal off Visakhapatnam harbour and will be reviewed by President APJ Abdul Kalam on 12 Feb 2006.

Design : The first stamp depicting the potsherd painting of a boat belonging to Mohanjodaro period, is part of the official logo of IFR-2001. The Pal and Galbat, two types of ships which have participated in the fleet Reviews of the Maratha Navy in the 18^th century in the port of Ratnagiri are depicted in two of the stamps. The portrayals are from the painting of “Ships of the Maratha Period”, c. 18^th Century. The ‘Pal’ was a three masted fighter with guns peeping on the broadsides. The fourth stamp shows the Sail training ship, Tarangini, of the Indian Navy, which will participate in the present review.

The First Day Cover has a symbolic representation of the wide participation of ships in the Review. The cancellation is the crest of the Indian Navy, the host of the IFR 2001, with its motto “Shan-no-Varuna” meaning “May the Ocean God – Varuna – be auspicious unto us”. The First Day Cover symbolically depicts various ships from different directions, a ‘Compass Rose’, the Colaba Light House of Mumbai as also the theme of the review.

• The review of a Nation’s fleet of Warships, by the Head of State is along prevalent Naval tradition. It is an opportunity for the Head of State to satisfy himself on the operational readiness of his ships. Reviews are also held to mark events of historical importance.
• The President of India, in his capacity as the Supreme Commander of the Armed Forces, usually reviews the Indian fleet as the Head of the Republic, once during his term in office. The present review is thus the 8^th review of the Indian Fleet. To commemorate the Golden Jubilee of the Indian Republic, the present review is being given a wider scope and will be an International Fleet Review (IFR-2001). A number of foreign countries have been invited on behalf of the Government of India to participate, by sending their warships. For the Review, the ships and submarines will be anchored in the harbour in designated static columns. The Presidential Yacht will sail past these. In addition, a mobile column of ships will also sail past the yacht.
• The Review will be a grand ceremonial occasion following a time honoured tradition, uniquely Naval and all the more historical due to the presence of ships from all over the world. It is expected to foster a lasting relationship among all the maritime nations participating in the event. Typically the Review has the theme “Bridges of Friendship“.

Description of Designs : The stamp depicts a naval task force heading towards its mission and has the Naval ensign on the top left corner. The stamp has adopted a photograph taken by Cdr DS Brar of the Indian Navy.

The First Day Cover carries the logo of the 7^th Review, depicting the Naval crest and a composite group of five silhouettes of some of the Indian Navy’s prized possessions symbolizing its three dimensional role viz., on the sea board, in the air and in the ocean depths. In the far horizon is the Navy’s 2^nd Aircraft Carrier Viraat and Sea–king class anti-sub-marine attack helicopter. In the middle distance is a Rajput Class, guided missile destroyer. The nearest silhouette is that of the indigenously designed and built Godavari Class guided missile frigate – the only frigate-sized ship in the world to carry two Sea-king helicopters. In the fore-ground is a Shishumar class SSK submarine. The co-authors of the stamp & cover are Commodore Anil Dhir and Captain Arun Sachdeva of the Indian Navy.

The three circular segments on the top of the cancellation represent three arms of the Indian Navy, namely, the Naval Aviation, the Surface Forces and the Submarine Arm. The President of India is represented by our emblem at the centre. Seven anchors around the national emblem represent the 7^th President’s Review of our Fleet. It has been designed by Commodore Anil Dhir of the Indian Navy.

• The Review of the Indian Naval Fleet by the President of India, Shri R. Venkataraman, off the Gateway of India at Bombay on 15^th February 1989 was the 7^th Naval Review since Independence. This great honour, being done to the ‘Silent Service’ by the Head of the State follows a time-honoured tradition uniquely naval, historical and ceremonial.
  
• The earliest known record of Naval Reviews is that of the British Fleet by King Edward III, which goes back to the year 1415. In those days, such Reviews were held primarily for the Head of the State to satisfy him on the operational readiness of his ships to wage war at sea. Time gradually changed this concept from solely operational to impressive ceremonial with a view to highlight the importance of such historical land marks.
  
• The President of India in his capacity as the Supreme Commander of the Armed Forces, usually reviews the Indian Fleet once during his tenure as Head of the Republic. The first such Review was by our first President, Dr. Rajendra Prasad on 10 October, 1953.
  
• This Review is a clear indicator of the achievements in self-reliance in ship–building industry – particularly do for the warships. We have come a long way from the total foreign acquisitions of the sixties to self-reliance in conceiving, designing and building sophisticated warships and submarines in the eighties.
  
• The Review 89 put on display an impressive array of ships, aircrafts and submarines which signify the growth of the Indian Navy from a mere fledgling into a mature and capable three dimensional fighting force, ready to meet any challenge ahead.

Description of Designs : The se-tenant set is a composite picture depicting the three dimensional strike capability of the Indian Navy, silhouettes of an aircraft carrier and a vertical Take Off and Landing aircraft, a missile destroyer and a submarine. The three elements viz, the sky, the surface and the ocean depths are represented by a circular band in three shades of blue. The Naval Ensign is repeated in each of the four stamps of the se-tenant. The co-authors of the se-tenant are Captain Anil Dhir, IN and Sudarshan Dheer.

The First Day Cover depicts a warship bristling with deadly weapons, the Naval Ensign fluttering proudly in the breeze and the naval crest. The cancellation is an adaptation of the logo of the President’s Review representing “Power at Sea”. Both the First Day Cover and the cancellation have been designed by Commander S. Shekar, IN.

• The review of a Nation’s fleet of warships, by the Heads of the State, is a ceremonial occasion, originating many centuries ago. The earliest record available is that of the Review of the Royal Navy by King Edward III as early as in 1415. Originally, the Review was an opportunity for the Head of State to satisfy himself on the operational readiness of his ships to wage war at sea. With the passage of time, Reviews were held to mark important events like a coronation, notable anniversaries, visits of important state guests etc.
  
• The Indian Navy is normally reviewed by the President, in his capacity as Supreme Commander of the Armed Forces, once during his tenure in office. Dr. Rajendra Prasad, the first President of the Republic of India, was also the first to review the Indian Fleet on 10 October 1953. Dr. Radhakrishnan, who was scheduled to do so on 20 April 1964, could not review the Fleet because of an eye ailment, and the Review was conducted instead by the then Defence Minister, Shri Y. B. Chavan. Dr. Radhakrishnan, however, reviewed the Fleet at Sea in 1966. The next Review took place, during the Presidency of Shri V. V. Giri, on 28 December 1969. Shri F. A. Ahmed reviewed the Fleet on 11 January 1976. The sixth Review was held on 12^th February 1984, off the Gateway of India, Bombay.
