Issued for : Department of Posts reaffirms its commitment to the teachings and ideals of Mahatma Gandhi by issuing a Souvenir Sheet. On the occasion of ‘Philately Day’, Department of Posts is paying tribute to the most prominent and influential leader of our country, Mohandas Karamchand Gandhi, who has played a pivotal role in building a free and democratic India. His indelible contribution in India’s freedom struggle has inspired many generations and great leaders of humankind.

Design : The Souvenir sheet issued depicts Mahatma Gandhi with spinning wheel (Charkha) in the background as he propagated ‘Khadi’, a hand-woven cloth all through his life. The stamp on Souvenir sheet is a collage of two stamps issued by Department of Posts in 1948 and 1969. It also has in background a slightly modified version of a stamp issued on Mahatma Gandhi in 1969.

• Mahatma Gandhi dedicated his life to the wider purpose of discovering truth, or ‘Satya’. He tried to achieve this by learning from his own mistakes and conducting experiments on himself. He not only propagated the ideals of truth, non violence and ethical means but also lived his life following these ideals. Mahatma Gandhi’s greatness is unparalleled in history and is unlikely to be surpassed in the coming century.
• In the present era of globalization and technical revolution, the development of digitized communications system has affected every area of human life, in every part of the world. It has reshaped and transformed the ways in which people organize their lives, interact with each other and participate in the various spheres of society. In spite of the rapid growth of electronic communication services, the existence of physical communication infrastructure, as provided by postal services, remains an essential element in the exchange of information in both developed and developing countries. However, the customer is now more in control. Customers are now much more demanding and well informed about service standards. This control and power comes from their use of technology — new media, mobile, computers and new methods of interacting with each other.
• In such a scenario, where customer satisfaction is a key to survival for any organization, the words of Mahatma Gandhi regarding the importance of the customers hold great significance. He said, “A customer is the most important visitor on our premises. He is not dependent on us. We are dependent on him. He is not an interruption in our work. He is the purpose of it. He is not an outsider in our business. He is part of it. We are not doing him a favour by serving him. He is doing us a favour by giving us an opportunity to do so.”

Design : Department of Posts is issuing a Souvenir Sheet to commemorate philately, and mark the celebration of Philately Day by India Post. This souvenir sheet depicts the evolution of Indian postal system from ‘Dak Harkara’ to ‘Air Mail’ and show-cases two iconic postage stamps issued in pre and post-independence era. The first stamp ‘The Inverted Head Four Annas’ was issued in 1854. It was one of the world’s first multicolored stamps. The second stamp depicted in the Souvenir Sheet is one among the three stamps of Jai Hind series issued after independence. This stamp was issued in 1947 and depicts the national emblem of India.

• Philately is termed as collection and study of postage stamps. It is an extremely popular hobby and has millions of collectors worldwide. The first postage stamp, the Penny Black, was issued by Britain in 1840 picturing a young Queen Victoria. It was produced without perforations and consequently had to be cut from the sheet with scissors in order to be used. Postage stamp collecting began at the same time that stamps were first issued, and by 1860 thousands of collectors and stamp dealers were appearing around the world as this new study and hobby spread across Europe, European colonies, the United States and other parts of the world. At present, it is estimated that about 25 million people enjoy the hobby in the United States; while worldwide the estimated numbers of stamp collectors is around 200 million. There are numerous philatelic clubs and societies who are promoting philately as a hobby. Over the years, postage stamp has assumed additional dimensions. It is a mode of commemorating, celebrating and promoting national heritage and events; it plays a significant role as an ambassador, a brand image of postal administration and a statement of sovereignty of a nation.
  
• Postage stamps of India can be collected through 68 Philately Bureaux and 1111 Philatelic Counters across the country. Stamps can also be collected by opening a Philatelic Deposit Account in any of these Bureaux.

• India prior to 1947 consisted of – India under the British Rule and Princely States or Native India. A Princely State was generally a nominally sovereign entity under British rule in India that was not directly administered by the British, but rather by an Indian ruler under a form of indirect rule such as suzerainty or paramountcy.
• There were as many as 568 states in India before Independence. These native states ceased to exist after Independence as per the provisions of the India Independence Act, 1947.
• However, some of these Princely States left a legacy which is valuable in philatelic circles. The set of four commemorative postage stamps on Princely States depict the stamps issued by the Princely States – Sirmaur, Indore, Bamra and Cochin.
• The postage stamps issued by the states carried the portraits of the kings and princes, regal insignia or symbols. Printed using a variety of methods and colours, the stamps were sometimes overprinted too. The history of each state was inextricably linked with its postage stamps and stationery.
• Sirmaur :
  • The princely State of Sirmaur was founded in 1616. It was located in the region which is now the Sirmaur district of Himachal Pradesh. The state was also known as Nahan after its main city. It was ruled by Rajput chiefs who used the title Raja. The state was founded by Soba Rawal who assumed the name Raja Sobans Prakash. The new capital was founded in 1621 by Raja Karam Prakash who renamed the state Sirmaur.
  • The stamps of Sirmaur are sometimes considered the most attractive amongst the feudatory state stamps. Generally in denominations of pies and annas, they were issued from 1879 onwards.
• Indore :
  • Indore was an important princely state in Central India. Founded by the ancestors of present day land owners in the region, it spread from the banks of Narmada to the borders of Rajputana with headquarters at a village named Kampel. Their rulers were conferred different titles like Chaudhari during Mughal rule, Mandloi during the Peshwa rule and Raja Rao by the Holkars.
  • Rao Nandlal Chaudhary, the founder of Indore, was the Chief Zamindar (landlord). While visiting the temple of Indreshwar near the banks of river Saraswati, Rao Nandlal found the area to be safe and strategically located, so he constructed the fort of Shree Sansthan Bada Rawala there. The city was named lndrapur (after Lord Indreshwar), and eventually came to be known as Indore. 
  • Malhar Rao Holkar, in later years appointed as the Subedar of Indore, was succeeded by his daughter Ahilyabai Holkar who ruled from Maheshwar. After defeat at the hands of the British the capital of the Holkars shifted to Indore. Today, Indore is a part of Madhya Pradesh.
  • Stamps were issued from 1885 to 1906, when the state postal service was taken over by the British India Post Office. The stamps carried the denomination in annas.
• Bamra :
  • Bamra, one of the princely States, covered an area of 5149 square km. The state is one of the five Oriya feudatories, which were transferred from the Central Provinces to Bengal, on the reconstitution of that province in October 1905 with Deogarh as its capital.
  • According to a legend, the Raja of Bamra belonged to the Ganga Vanshi dynasty of Utkal, and was made the ruler of the state of Bamra around 1602. The last ruler of Bamra state was Raja Bamra Bhanuganga Tribhuban Deb, 1920-1947.
  • Stamps were issued by the state from 1888 to 1894 when its postal system was replaced by the British India Post Office. The state stamps were in denomination of annas.
• Cochin :
  • The Kingdom of Cochin included much of modern day Thrissur district, Chittoor taluk, Kochi taluk, parts of Kanayannur taluk, Aluva taluk and Paravur taluk which are today a part of Kerala.
  • Over the Centuries, the princely state of Cochin came under numerous empires. The original local rulers from time to time were controlled by the Portuguese, Dutch, British and even the Zamorin of Kozhikode (Calicut), Around 1530 AD, under the Portuguese, Cochin grew into a prosperous town. The first European fort, Fort Emmanuel, was built by them.
  • The Dutch emerged victorious over the Portuguese in 1663 and built Fort Williams here. They were defeated by Hyder Ali and Tipu Sultan of Mysore. In 1814, Kochi too became a part of the British empire. Later Cochin was the first Indian state to willingly join the Indian Union in 1947. In November, 1956 it was merged with the Malabar district of Madras state to form the present day Kerala state.
  • The Stamps were, issued from 1892 to 1949 in denominations of pies and puttans.

• The Philatelic Society of India was established in March 1897 at Calcutta by a band of fifty Englishmen stationed in India. The first President of the Society and Editor of this journal was Mr. C. Steward Wilson (later Sir) who later became the Director General of Posts & Telegraphs. It has a distinguished record of service to the cause of Indian Philately for a 100 years, being one of the ten oldest philatelic societies in the world and probably the oldest in Asia. The first Indian member of the Society was Mr. C.K. Dutt of Calcutta who joined in the year 1907.
• It has various activities in the field of philately, and publishes ‘The Philatelic Journal of India‘, devoted to philately. It holds regularly fortnightly meetings at present in the GPO, Bombay by the courtesy of the Deptt. of Post.
• As part of its Centenary celebrations, it is held a National Philatelic Exhibition – CENTIPEX–97, with the support of the Department of Post, the patronage of the Philatelic Congress of India, and the support of the leading Philatelic Societies in India.
• Five Presidents of India have been the Society’s patrons, and its Office Bearers included inter alia Sir Norman Macleod, Chief Justice of Bombay and Field Marshal Sir William Birdwood, the Commander-in-Chief. Its first Indian President was Shri Chunilal D. Desai, a distinguished philatelist, who took over the post in 1946.
• It is one of the founder members of the Philatelic Congress of India, the Apex body, and has always supported its various activities by the participation of its members in different capacities.
• It has brought out over thirty publications which have been acknowledged as standard works of reference. Most of the research work in the Indian Lithographs and the Indian States, both Convention and Feudatory, was published by the Society. While Exhibitions were held by the Society way back in Calcutta in the last century, an International Exhibition DIJUPEX–57 was organised to mark its Diamond Jubilee followed by PLAJUPEX–72 to mark its Platinum Jubilee. NAPEX, a National Exhibition and PHILEX–83, a competitive Exhibition for members, were also held. The Society held PHILEX–96 a non-competitive Exhibition on a modest scale restricted to its members in March 1997 to celebrate its Centenary in a befitting manner. Souvenirs containing articles of interest have also been published on these occasions.
• The Society’s members have participated in various World, International, National and State level Exhibitions, and earned high awards.
• The Society’s journal, the Philatelic Journal of India, has published many research articles by distinguished students of Indian Philately. Mr. L.E. Dawson, who held the editorial chair for about 34 years, nurtured the Journal by contributing many valuable articles.

• Born on 28 January, 1900 in Sanivara Santhai (Coorg), Late Field Marshal K.M. Cariappa, OBE received his formal education at the Central High School of Virajpet and Medikeri (Coorg) and Presidency College, Madras. He was among the first group of Indian Cadets to receive the King’s Commission in 1919 after passing out from the Daly College, Indore. He was the first Indian Officer to enter the Staff College, Quetta (Baluchistan) in 1933 and the first to be promoted to the rank of Lieutenant Colonel in 1942 when he raised 17^th Battalion, The Rajput Regiment.
• After being elevated as the first Indian Brigadier, he went to the United States of America and Canada for a conference with high ranking officers of the respective armies as a member of the Army Reorganisation Committee to evaluate training methods for the future Indian Army. He went to the United Kingdom as one of the first two Indian Students at the Imperial Defence College. With transfer of power and partition of the country, Brigadier Cariappa was recalled from the United Kingdom to serve as a member of the Army Sub Committee which achieved an amicable settlement of the division of the Army between India and Pakistan. In July, 1947, he was promoted to the rank of Major General.
• Immediately after Independence, there was rapid Indianisation of the Army. On 21^st November, 1947, Maj. Gen. Cariappa took over from Lieutenant General Sir Francies Tuker as the Army Commander, Eastern Command, in the rank of Lieutenant General. Soon after, on 20^th January, 1948, he succeeded Lieutenant General D. Rissell as the Army Commander, Delhi and East Punjab (now Western Command), responsible for conducting the operation in Kashmir. On 15^th January, 1949, General Roy Bucher, handed over the office of the Commander-in-Chief of the Army to General K.M. Cariappa. He was the only Commander-in-Chief of Indian Army.
• A Veteran soldier, he had served in Mesopotamia from 1920 to 1922, as Adjutant of the 2/125 Napier Rifles. He also served in Waziristan, with the 1/17 Dogras and the 1/7^th Rajputs from 1922 to 1925. Serving with the 10^th Division, he campaigned in Iraq, Syria and Iran from April, 1941 to March, 1942. In July, 1943, he went to the Arakans as the Assistant Adjutant and Quartermaster General, 26^th Indian Division, where he won the award of Order of the British Empire (OBE) in 1945. He also commanded the Banu Frontier. A man of crystal-clear character with courage of his convictions, Field Marshal K.M. Cariappa is fondly remembered by his comrades-in-arms as ‘Kipper’.
• Though he relinquished the office of Chief of the Army Staff on 14^th January, 1953, he had kept himself active in public life and represented the country as its High Commissioner to Australia for two and half years. He evinced a keen interest in physical education of the youth and extensively lectured on national integration and discipline. As founder of the Indian Ex–servicemen League, he has done yeoman service for the welfare of ex-servicemen.
• His exemplary services to the Army were recognised in 1986 when the rank of Field Marshal was conferred upon him.
• Apart from the OBE, the other best-known honours conferred on the Late Field Marshal were the Legion of Merit in the order of Chief Commander of the United States of America, Honorary General of the Nepalese Army and Doctor of Science by University of Agra.
• He breathed his last on 15^th May, 1993.
• Late Field Marshal K.M. Cariappa was in letter and spirit an exceptional captain of his team. He always held the ‘Jawan’ in his highest esteem and often said ‘Our Jawans are absolute gems’.
• His hobby was stamp collection.

Name : Stephen Hector Taylor Smith

• The first Indian Rocket Mail Experiment had taken place at sea, from ship (Pancy) to shore off Saugor island on 30^th September, 1934. It carried 143 letters, which owing to a mid-air burst scattered in many directions. 140 letters were salvaged and three were lost. Cover bears the post mark of “Saugor island”, “30 SE 34”.
• The first land rocket experiment took place on the same day as the sea experiment and the rocket was fired across a small creek by Mr. Walter Shenton, the keeper of the light house at Saugor island, 220 covers were flown which included 3 covers franked with “Dutch Rocket Stamps” and 8 covers which had been carried in the First Rocket Experiment, “SHIP TO SHORE”.
• The above cover was flown in the first shore to Ship Rocket Experimental Flight on 3^rd October 1934 from Saugor island to the survey vessel “Guide” plunged into the sea. It carried 135 letters which were salvaged by a boat and were handed over the next day at Muriganga post office.
• Stephen Hector Taylor Smith, the father of Indian Aero Philately, commonly known as Stephen Smith was born on 14^th February 1891 at Strawberry Hill, Shillong, Assam. Smith was a pioneer of Aero-philately and made several experiments with various types of balloon mail, rocket mail, air mail etc. Even as a boy, along with other school mates Smith attempted to transport live garden lizards as rockets over the swimming pool of St. Pratrick’s School, Asansol. Unfortunately only one rocket rose up in the air and burst killing the lizards tied to it. Smith was the first rocket experimenter to convey successfully in one of his rockets parcels of food stuff, medicine and livestock.
• Stephen Smith died on 15^th February 1951 and is now immortalised as the Father of Aero-philately.

Issued for : As a prelude to India 89 World Philatelic Exhibition the Department of Posts has issued four sets of stamps in 1987 and 1988. Today, as the exhibition opens, the Department is issuing a set of four stamps.

Design :
(i) The first stamp is on stamp collecting, a hobby requiring very little introduction. The hobby must have begun soon after issue of the Penny Black (1840). Confined initially to school-boys and enthusiasts, by 1863 it had attracted serious interest. People find in stamps, apart from their illustrative and pictorial value, sufficient interest to justify the study of their specialities. Each design’s history was worth tracing through various mutations of shade, paper, watermark and perforation. Thus stamp collecting moved towards a systematic study and grouping of stamps. It also acquired a new name, ‘Philately‘ (Greek ‘Philos’ meaning ‘fond of’ and ‘Atelia’ meaning ‘exempt from tax’.

(ii) The second stamp shows a Traveller’s Coach and Post Office, better known as Dawk Gharee (mailcart). The first wheeled cart was used in 1841 in Meerut by one Mr. Smith. Thereafter post offices hired wheel carts. In 1842, the service was introduced between “Mynpooree“ and “Allyghur“ and later from Aligarh to Delhi and Meerut. The illustrated Dawk Gharree belonged to Mr. Beacon of M/s. Greenway and Company, Calcutta. The Company held a license to carry the Royal Mail/Foreign Mail between Calcutta, Diamond Harbour and Barrackpore. They also carried mail and passengers on the Calcutta–Banaras–Patna route. The coachman announced his approach whirling his bell-studded whip and sounding his bugle. (Design for stamp and text courtesy Manik Jain, who has drawn on G.F. (iii) The third is a reproduction of the Travancore Anchel Stamp of 2 Chuckrams denomination. The former Indian Sate of Travancore had an independent postal or Anchal System with a mail transport service including a boat mail service and the Railway Anchel Service. The first adhesive Anchel Stamp was introduced on 16.10.1888 in denominations of 1, 2 & 4 Chuckrams (1 Chuckram = 3.57 paise) in ultramarine, red and green printed on laid paper bearing a large sheet watermark showing a conch shell surmounted by “GOVERNMENT” in an arch with “OF TRAVANCORE” below in a straight line. These were the earliest feudatory stamps surviving till 1953.

(iv) The fourth stamp depicts Early Philatelic Magazines. Philatelic literature, especially periodicals, played a vital role in disseminating news and information and bringing together philatelists. A few early efforts, such magazines as “The Philatelic World“ and “The Indian Philatelists“, both started in 1894, were short lived. ‘The Philatelic Journal of India‘, issued by the Philatelic Society of India, was first published at Calcutta in 1897 and is still current. ‘India’s Stamp Journal‘ has seen over 50 years of publication and ‘Signet‘ and ‘Ind Dak‘, a decade. Other magazines like ‘Top Phil‘, ‘Stamp World‘, ‘Digest‘, etc. are steadily contributing their efforts to Philately. The stamp depicts the mast heads of some of the early philatelic magazines. • Philately Week was established in 1977 for the purpose of nurturing of philatelists and promoting cultural understanding and appreciation through postage stamps. Since then, the issuance of postage stamps for this special week and a variety of events such as the Postage Stamp Exhibitions have been conducted. In 1981, the All-Japan Postage Stamp Fair was newly established as the main event for the Week and has been held every year since then, the designer for the stamp is Kotondo TORII who belongs to the Torii School of Ukiyoe artists which was first started by Kiyonobu TORII. He was born in Tokyo in 1900. He first studied Yamato-e, a Japanese-style type of painting, from Tomone KOBORI, Japanese-style artist, and then became a student of Kiyokata KABURAGI, another Japanese-style artist. His work in the painting of beauty was qualified by the 8^th NITTEN. Both before and after the War, he worked in creating stage arts and artistic billboards for Teigeki, Zenshinza, Meijiza, Embujo and Kabukiza, all well-known theatrical halls. In his latter years he took a tutorship at the Theatrical Study of Art Department of Nippon University and in 1940, he became the 8^th houselord of the TORII Family and later Kiyotada, V. However, he always used the signature of “Kotondo” for all his paintings of beauty and for his wood-block printings.

Issued for : To herald the announcement of this prestigious exhibition, the Department of Posts is proud to bring out two special stamps.

Description of Designs : The first stamp depicts the Logo of the exhibition and the second the Venue of the exhibition. The Logo is a stylised Swan adapted from a stone motif of the 14^th century Lepakshi temple in Andhra Pradesh. The Swan has traditionally been regarded as a messenger and harbinger of good news. The other stamp on the Venue is an artist’s impression of the Hall of Nations which is the most prestigious building in the sprawling Pragati Maidan exhibition ground of New Delhi. Both the stamps had been printed in 1986 by the ISP, Nashik and kept in readiness for release. The Logo has been designed by Mrs. Alka Sharma. The multicolour stamps in the denomination of 50 P and 500 P depicting the Logo and the venue have been designed by Sh. Pulak Biswas. The First Day Cover has been designed by Smt. Alka Sharma. The Cancellation and the Miniature sheet have been designed by Miss Nenu Bagga.

• India–89, World Philatelic Exhibition is being hosted at New Delhi from 20.1.89 to 29.1.89. This exhibition is being organised by the Department of Posts, Govt of India in co-operation with the Philatelic Congress of India. It is being held under the patronage of the Federation Internationale de Philatelie (FIP), granted to the exhibition during the 55^th Congress of the FIP held at Stockholm.
• The first of such international exhibitions was organised by the Department of Posts in a small way in 1954 as a part of the centenary celebrations of the Indian Postage Stamp. This was followed by INDIPEX-73, India International Philatelic Exhibition organised by the Department of Posts and held in New Delhi from 14^th to 23^rd November, 1973. In 1977, the Philatelic Congress of India organised ASIANA 77 at Bangalore from 19^th October to 23^rd October, 1977. In 1980, the Department of Posts and the Philatelic Congress of India jointly hosted India-80 International Stamp Exhibition in New Delhi from 25^th January to 3^rd February, 1980. This exhibition marked the centenary of the Post Card Service in India as also the 125^th anniversary of the First Indian Postage Stamp and was the first International Stamp Exhibition to be held in Asia under the patronage of the Federation Internationale de Philatelie. The stage is now set for India-89 World Philatelic Exhibition which is being planned in a spectacular way with all conveniences and facilities which accompany such exhibitions.
• Objectives
  For the Department of Posts and the Philatelic Congress of India, the common objective in organising India 89 is to promote and disseminate information about the fascinating hobby of philately. It will give an opportunity to the world philatelic community to display their collections to a discerning international audience. India-89 will provide yet another occasion for the philatelists the world over to establish new contacts, renew friendships and for fostering healthy competition amongst themselves in the colourful and festive atmosphere of New Delhi at the peak of the tourist season. It will also be an opportunity for learning about the latest techniques in designing and printing of stamps. Last, but not the least, it will be an occasion to enjoy the beauty of man’s creativeness, of progress, of civilisation, of nature in all its myriad forms, because, ultimately we believe that these small pieces of paper, which we call stamps, depict a country’s ethos.
