• For most Mongolians, India is a “spiritual neighbour,” a declared ‘third neighbour, a ‘strategic partner’, and a centre for pilgrimage. Lately, the 4 Ds Dharma, Democracy, Development Partnership, and Digital Development Cooperation have become pillars of the Mongolian relationship. Historically, India and Mongolia have interacted through the shared heritage of Buddhism.
• It is believed that some tribes from the Kangra kingdom migrated to Mongolian territory 4300 years ago with Mangaldev, son of the Kangra king, and the majority of them returned to India after staying there for about 2000 years, though there is no historical evidence yet to prove this. In 1924, Mongolian PM A. Amar proposed in his book that Mongolian ancestors could have come from the Himalayas.
• The ‘Ganga Nuur’ lake is believed to have derived its name from the Ganga River in India. As per the popular legends some Mongolian Lamas brought water from Ganga and poured it into the lake in Sukhbaatar Province and named it so. As for Buddhism, it appears to have traversed to Mongolian steppes through Tibet and the Himalayan region. During the Hunnu State and Great Mongol Empire periods, Buddhist monks and Indian traders visited Mongolia. In 552 BC, a Lama Narendrayash from the State of Udayana (Northern India) with some others visited Nirun state. Since India is regarded as the land of Buddha, Lamas and students from Mongolia used to travel to Nalanda, once the largest residential University in India, to study Buddhism.
• These accounts confirm that both India and Mongolia were in close direct contact especially during 5-7 centuries AD and it seems that Buddhism in Mongolia accelerated the process of further spread of Indian culture in Mongolia. The intellectual development of Mongolia is ostensibly influenced by the Mahayana school of Buddhism, its philosophy and the philosophical treaties of Nagarjuna used in simplified expression and terminology.
• Mongolian Buddhism is predominantly the Yellow Hat sect of Buddhism practiced in Tibet and China, but over the centuries, it has evolved into its own version, having incorporated the pre-Buddhist religion of ‘Tengarism’ as well as ‘Shamanistic’ influences.
• Over the last few decades, India–Mongolia relations have been on upward trajectory with several high-level visits further consolidating the relations. Late Ambassador 19^th Bakula Rimpoche, during his 10 years’ tenure in Mongolia from 1990-2000, contributed immensely to consolidating this legacy of Buddhist connection with India and was instrumental in reviving hundreds of Buddhist monasteries in Mongolia and setting up of revered Pethub Monastery in Ulaanbaatar city. The relations have deepened, intensified and consolidated our shared heritage of Buddhism with Mongolia.
• The diplomatic relations with Mongolia were established on 24^th December 1955 and in January 1956, the first Mongolian Ambassador was posted to New Delhi. However, the Resident Mission of India in Ulaanbaatar was opened on 22 February 1971 and before that Indian Ambassador in Moscow (T.N. Kaul) was concurrently accredited. In 2020, the Embassy of India marked the 65^th anniversary of India–Mongolia diplomatic relations during which a special commemorative stamp by Mongol Post on the 65^th anniversary was released in Dec 2020 by Hon. External Affairs Minister of India.

• From the first recorded settlers – Giraavaaru people from South India to the footprints left by the Chola empire, during their broader naval campaigns in the 10^th century in the Maldives, the roots of the India–Maldives relations run deep in shared soil. India and Maldives share a common heritage of ancient Hindu ritualistic tradition of Srauta, venerating the sun god, and spiritual Buddhist traditions, with Buddhist stupas & viharas excavated across islands like Male, Fuvahmulah, Gan, and Thoddoo. The common heritage in Hinduism, Buddhism, and later Islam, bound both nations together in the timeless values of harmony, empathy, peaceful co-existence and reciprocal respect.
• India and Maldives share a long and multifaceted relationship, marked by ethnic, linguistic, cultural, religious, and commercial ties that stretch back centuries. After Maldives gained independence from British protectorate status on 26 July, 1965, India was among the first to recognize Maldives as an independent and sovereign nation. In the same year, on November 01, formal diplomatic relations were officially established between India and Maldives.
• India was the first country to establish its resident High Commission in Maldives in 1978. Between 1965-1978, the Maldives was accredited to the High Commission of India, Colombo in Sri Lanka. Maldives opened its first Resident High Commission at New Delhi in 2004 before which diplomatic representation was managed from the Maldivian High Commission in Colombo and its Permanent Mission in New York (for conducting broader international diplomacy).
• India’s role as a ‘First Responder’ in crises have been firmly established with the launch of ‘Operation Cactus’ – a swift military intervention in response to an attempted coup against President Gayoom, in 1988, followed by the launch of ‘Operation Castor’ providing significant relief and assistance to the Maldives amid devastating Indian Ocean Tsunami of December 2004, and ‘Operation Neer’ in 2014 during water crisis in Male. Later, during Covid times, pandemic solidarity through Operation Sanjeevani and Vaccine Maitri further reinforced India’s role as the first responder for Maldives during any crisis.
• India formally adopted the ‘Neighborhood First’ policy in May 2014, with Maldives occupying a place of prominence due to its geographical proximity and strategic relevance. The relationship was further upgraded with SAGAR (Security and Growth for All in the Region) and expanded into a broader MAHASAGAR vision in post-2020, with India firmly establishing its credentials of a “first responder” in times of crisis.
• India is among the top trading partners of Maldives, and bilateral trade has grown steadily, with new shipping and air connectivity links facilitating business and commerce. Indian tourists contribute significantly to the Maldivian tourism sector, while Indian enterprises and professionals are actively involved in the country’s key sectors.
• At the heart of this vibrant partnership lies a deep cultural and people-to-people connection. The proximity of the two countries has enabled centuries of exchange of language, art, craftsmanship, culinary traditions, and shared experiences that continue to shape the collective identities of both peoples.
• Maritime Heritage: The Uru and the Vadhu Dhoni: This Commemorative Postage Stamp, featuring the Indian boat Uru and the Maldivian boat Vadhu Dhoni, is a tribute to the age-old maritime traditions that have long connected India and the Maldives. These traditional boats reflect the shared oceanic legacy and enduring craftsmanship of both nations.
• The Uru – India’s Mastercraft from Beypore: The Uru, also known as the “Fat Boat”, is a large wooden dhow handcrafted in the historic boatyards of Beypore, Kerala. These boats have been part of the Indian Ocean trade for centuries, traditionally used by Arab merchants for transporting goods. Made primarily of teak wood, Urus are renowned for their durability, elegance, and impressive scale. Even today, Uru-building is an artisanal tradition preserved by skilled craftsmen, passed down through generations without blueprints or manuals. The Uru is a proud symbol of India’s maritime heritage and the long-standing commercial exchanges between the Indian subcontinent and island nations such as the Maldives.
• The Vadhu Dhoni – Pride of the Maldivian Seas: A traditional Maldivian fishing boat, the Vadhu Dhoni is locally crafted for reef and coastal fishing. Built with a narrow wooden hull, it allows smooth navigation through lagoons and seas. Most are powered by inboard motors today, though some still retain their traditional sailing capabilities. Often used for handline fishing, it symbolizes the Maldives’ rich maritime heritage and the close bond between island life and the ocean.

• India and Portugal share warm and friendly bilateral relations, based on longstanding historical and maritime linkages and close cultural connections. Relations between India and Portugal date back to over 500 years when the Portuguese explorer Vasco da Gama led a sea-faring expedition to Calicut (present day Kozhikode) in Kerala in May 1498, becoming the first in the world to discover a direct sea route between Europe and South Asia, across the Atlantic Ocean and the African continent. This gave Portugal direct access to the highly profitable Indian spice market, which contributed to its later emergence as a dominant colonial trading power.
• The Portuguese colonial era in India began in 1502 when they established their first trading centre in Quilon (present day Kollam) in Kerala. Later they acquired several other enclaves on the western coast including Diu, Daman, Dadra & Nagar Haveli and Goa in 1510. Subsequently Goa became the capital of the Portuguese Empire in the Orient, which stretched from Malacca (Malaysia) in the east to Mozambique in the west.
• Bilateral relations between independent India and Portugal began amicably in 1947 and diplomatic ties were established in 1949. The diplomatic relations saw a new dawn after the Carnation Revolution in April 1974, which toppled Salazar’s Estado Novo regime and ultimately restored democratic rule in Portugal. On 31 December 1974, India and Portugal signed a treaty recognising Indian sovereignty over Goa, Daman & Diu, Dadra & Nagar Haveli, which came into effect on 3 June 1975.
• There was rapid progress in bilateral relations from the 1990s, marking the beginning of an era of mutual interest in forging close ties. The ties deepened when António Costa took charge as the Prime Minister of Portugal in November 2015. PM Costa was the first Indian-origin Head of Government in the Western world. Bilateral relations gathered momentum with the reciprocal visits by PM António Costa and PM Narendra Modi in January and June 2017 respectively, followed by the visit of PM Costa to India in December 2019 and the State Visit of President Marcelo Rebelo de Sousa to India in February 2020.
• The year 2025 marks the 50^th anniversary of the revival of diplomatic relations between India and Portugal. To mark this special occasion, commemorative stamps on traditional attires that celebrate the rich cultural heritage of the two countries are released. The attires share some stark similarities, much like the partnership between India and Portugal.
• Viano do Castelo traditional costume
  • Among Viana do Castelo’s costumes, the holiday ladies’ outfit is the most iconic and impressive. This costume is worn by young girls during the Lady of Agony festivals and other important celebrations and is characterized by its wealth and ostentation. This very special Viana do Castelo attire includes a velvet or wool skirt, a vest embroidered with intricate patterns, a linen shirt with delicate embroidery and the most eye-catching element- the gold pieces that adorn the girls’ neck, chest, and hands.
  • Viana’s young girls are the guardians of traditions, and their attire is a symbol of the region’s cultural heritage and wealth. The gold pieces worn by them are often inherited from previous generations and are passed down from mother to daughter as a family treasure.
• Kalbelia traditional costume
  • The Kalbelia costume is the traditional attire of the Kalbelia tribe of Rajasthan, India, known for their vibrant dance and music. Women wear a Ghagra (long, flowing skirt) adorned with intricate embroidery, mirror work and bright colors like black, red, and yellow. The Choli (blouse) is fitted and heavily decorated, often paired with an Odhani (veil or dupatta) draped over the head and shoulders. The costume is designed to enhance the graceful, swirling movements of the Kalbelia dance.
  • Jewelry plays a significant role, with silver bangles, anklets, necklaces, and large earrings adding to the costume’s elegance. The ensemble reflects the community’s nomadic heritage, drawing inspiration from snake charmers, as the Kalbelia people traditionally worked with snakes. The dress not only represents their cultural identity but also enhances the hypnotic, serpentine movements of their world-famous dance, which is recognized as an Intangible Cultural Heritage by UNESCO.
• The Postage stamps pay tribute to India and Portugal’s cultural richness, signifying a beautiful confluence of art and history. Portugal remains a key partner of India in the EU region and the commemorative release of the stamps will reflect the strong relationship.

• The bilateral ties between India and Israel have evolved significantly since the establishment of diplomatic relations in 1992. The relationship received a major boost with the visits of high-level dignitaries from both countries that includes historic visit by Hon’ble Prime Minister Narendra Modi’s to Israel in 2017 and reciprocal visit by Hon’ble Prime Minister of Israel Benjamin Netanyahu in 2018.
• India and Israel have made significant strides in enhancing bilateral cooperation across various sectors such as defence, technology, agriculture and water cooperation. India’s growing stature on the global stage and Israel’s technological prowess has created avenues for deeper collaboration in these sectors. Israel’s expertise in precision farming, drip irrigation, desalination and agricultural technology has proven invaluable to India especially in addressing the challenges of water scarcity and increasing agricultural productivity. India and Israel have established 31 Agriculture Centres of Excellence in 13 Indian states that aim to benefit farmers in increasing quality and quantity of horticultural produce by innovative technologies.
• Similarly in the field of technology and innovation, Israel’s reputation as start-up nation has paved way for extensive collaboration in emerging strategic technologies that includes artificial intelligence, smart solutions, cyber security, quantum technology contributing to our ‘Make in India initiative’. India–Israel bilateral trade and economic ties have progressed rapidly from around US$ 200 million in 1992 to around US$ 10.77 billion in FY 2022-23.
• The historical link between India and Israel dates back to several centuries. Since then, Jewish community in India thrived and flourished and today the Jewish community is vital part of our composite cultural mosaic and India is proud of their contributions. Our rich Indian diaspora in Israel serves as an organic link between the two countries that includes caregivers, students, professionals and business community.
• India and Israel have deep sense of mutual admiration and curiosity in cultural sphere that transcends geographical boundaries. Indian movies, Cuisine, Ayurveda and Yoga is very popular in Israel. International Day of Yoga event is well attended and celebrated with great enthusiasm by Israelis. Israelis particularly the youth visit India in large numbers for tourism purposes. Most of the Hindu and Jewish religious festivals share remarkable similarities and their celebrations coincides around the same time (Diwali-Hanukkah and Holi–Purim). These cultural parallels foster a sense of connection and understanding between the people of India and Israel.
• As India and Israel look to the future, the trajectory of our relationship appears promising. Both countries are committed to deepening cooperation and exploring new frontiers of collaboration that is driven by mutual benefits and prosperity. By fostering greater diplomatic engagement, expanding trade and investment ties, and harnessing the potential of innovation and technology, India and Israel forge an enduring partnership for the 21^st century.
• The joint stamp, designed on the theme of Purim and Holi is indicative of the ideological similarities between the two societies. While Purim is the Jewish festival commemorating the survival of the Jews due to the efforts of Esther against the diabolical plot of Haman the chief minister of the Persian King Ahaseurus, to annihilate them in the Persian empire; Holi is a Hindu festival commemorating the survival of Prahlada a God loving prince from the diabolical plan of his father Hiranyakashyap plotting with his sister Holika to murder Prahlada for his devotion to God.

• Established in 1948 and upgraded to ambassadorial level in 1968, the India–Romania diplomatic relationship has grown into a strong partnership with deep political, economic, and cultural ties. Both nations have supported each other in multilateral issues and international organizations including the UN. Bilateral visits have further solidified these ties. Economic relations are expanding, with significant growth in trade for 2023-24. Several agreements have been signed over the years to enhance cooperation in sectors such as tourism, defense, and diplomatic visa exemptions. Romania‘s commitment to global initiatives, including the International Solar Alliance, highlights their shared focus on sustainable development.
• Cultural cooperation is a key element of the India–Romania relationship. A Cultural Agreement signed in 1957 laid the groundwork for exchanges in culture, science, and the arts, which continue with the 2022-2027 Cultural Exchange Programme. Educational and cultural exchanges are vibrant, with ICCR-sponsored dance troupes regularly performing in Romania and events like the “Namaste India” festival and International Day of Yoga becoming annual highlights. The Cluj Centre for India Studies and the Romania–India Study Center at the Romanian-American University further enhance academic and cultural ties. In August 2023, an ICCR troupe visited Targu Jiu for the International Folklore Festival, showcasing cultural performances and workshops.
• Folk art reflects the life and traditions of rural communities, with costumes serving as cultural “identity cards” developed over generations.
• The joint stamp features traditional folk costumes from both countries. The Romanian costume from Bihor County showcases vibrant embroidery in red, green, and black on a white shirt, complemented by a long sheepskin coat for women and a simple black hat for men. Women’s attire also includes a black kerchief with red floral motifs.
• For India, the stamp depicts the ‘Lehenga–Choli’ and ‘Dhoti–Kurta.’ The lehenga choli, a pleated skirt and blouse, is worn during festivals and ceremonies, while the dhoti and kurta represent traditional attire for men. These costumes highlight the rich cultural heritage of both nations and their shared traditions.
• This stamp embodies the lasting partnership and shared history of India and Romania, and celebrates their continued collaboration and future growth.

• India and Oman are linked by geography, history, and culture and enjoy warm and cordial relations. While people-to-people contact between India and Oman can be traced back to 5000 years, diplomatic relations were established in 1955, which got upgraded to a Strategic Partnership in 2008. After that, the political engagement between the two countries has taken on a more strategic shape.
• As a mark of this special friendship, India has extended an invitation to the Sultanate of Oman to participate as a guest country during India’s Presidency of the Group of 20 nations (G-20). This is a symbol of the time-tested friendship between India and Oman and opens up new possibilities for deepening cooperation between the two countries.
• To commemorate the long historic friendship and cultural similarities between India and Oman, India Post and Oman Post agreed to the issuance of India-Oman Joint Stamp. An MOU in this regard was signed by the Department of Posts, Ministry of Communications, Government of India and Oman Post on 21 March 2022. The two sides agreed on the theme of traditional dance forms of India and Oman for this joint stamp issue.
• The artwork for the joint stamp has been created by Mrs. Soni Budhia, an Indian artist living in Oman over the past 12 years. The artwork showcases the traditional dance forms of India and Oman and the iconic architectural symbols of both countries. The Indian image is showcased with Hawa Mahal, a well-known landmark from the city of Jaipur, while the Omani image is showcased on the backdrop with the iconic Fort Nizwa, which is one of the most identifiable landmarks of Oman.
• The launch of India–Oman Joint Stamp marks a historic milestone in the long-standing relationship between India and Oman and will be cherished by both philatelists and art enthusiasts in both countries.
• Dandiya Raas is a popular folk dance from the state of Gujarat in India. Dandiya Raas is a rhythmic dance performed by young people moving around in a circle in measured steps to the beat of dandiya or sticks that they carry in their hands. The rhythm is maintained by the clacking sticks, with clapping hands keeping pace. The Dandiya Raas is performed with traditional songs and folk tunes to the beat of the dhol and the wind instrument Shehnai. It is associated with the autumn festival of Navaratri.
• As precious gems rooted deep in Omani heritage, various folk arts are passed from generation to the next in the Sultanate of Oman. They are living manifestations of the nation’s values, norms and behaviors that Omanis so proudly exhibit and celebrate in breathtaking spectacles brimming with national pride.
• A key component of Oman’s artistic heritage is Al Razha, an ancient folk art widely known across the Sultanate. It is a choreographed duel between two fighters, called Zavenin, armed with swords and shields and accompanied by passages recited by great poets.
• This magnificent performance is considered an artistic display of people’s celebration and happiness. It was primarily used as a call to arms, a declaration of victory or was a form of traditional celebration and entertainment during holidays and gatherings.

• India and Mauritius share a longstanding bilateral relationship that spans several decades. While formal diplomatic relations began 75 years ago in 1948, the arrival of Indians in Mauritius dates back to the early 18^th century, when Indian artisans and masons were brought to Mauritius under French Colonial rule.
• In the 19^th and early 20^th century, about half a million Indian indentured workers were brought to Mauritius under British rule, out of which, about two-thirds settled down in Mauritius. The first batch of 36 indentured workers arrived in Mauritius on 2^nd November 1834 and 2^nd November is now celebrated every year as ‘Aapravasi Diwas’.
• Mahatma Gandhi visited Mauritius in 1901 and exhorted Indian workers to educate themselves and become politically empowered. During the struggle for independence from British rule, Indian and Mauritian leaders were in regular contact. Soon after India became independent, India deputed Shri Dharam Yash Dev as the first Indian Commissioner to Mauritius in September 1948. The spirit of Indian nationalism became a source of inspiration for Mauritius and when Mauritius became independent 20 years later, India’s diplomatic representation was upgraded to a High Commission. There have been 27 Commissioners/High Commissioners of India to Mauritius in the last 75 years. In a lasting tribute to these close ties, 12^th March, the date on which Gandhiji began his Dandi March, was chosen as the Mauritian Independence Day.
• Since independence, both India and Mauritius have been walking hand-in-hand in their journey of nation building, economic growth and development. From being a low-income, monocrop economy, Mauritius has emerged as a beacon of democracy, pluralism and prosperity. The bonds between the two countries have grown stronger over the decades with close operation in maritime security, development partnership, capacity-building, culture, people-to-people ties, and cooperation in international fora.
• The close bonds between India and Mauritius are evident in the numerous India-assisted development projects that dot the Mauritian landscape, such as the Metro Express, the Social Housing Project, the Cyber Tower, the ENT Hospital, the new Supreme Court building, Jawaharlal Nehru Hospital, Rabindranath Tagore Institute, Upadhyay Training Centre, Swami Vivekananda Conference Centre, etc. New projects like Civil Services College, Police Academy, Forensic Sciences Laboratory, the National Library & Archives, the 8MW Solar Power Project, continue to contribute to Mauritius’ economic and social development. Mauritius is also one of the largest beneficiaries of the Indian Technical and Economic Cooperation (ITEC) capacity building programme, with more than 365 Mauritians trained every year in India.
• The two countries have traditionally enjoyed close economic ties. Mauritius has been a top source of Foreign Direct Investment into India, while India has been one of Mauritius’ top trade partners. To further boost economic exchanges, the two countries signed the Comprehensive Economic Cooperation and Partnership Agreement (CECPA) in 2021, which is India’s first such trade agreement with any African country. With this, Mauritius stands uniquely poised to attract Indian investment and serve as a gateway for investments into Africa.
• Indian music, dance, and cuisine are an integral part of Mauritian culture. Hindi is also widely spoken in Mauritius, and Bollywood movies have a significant following. The enduring cultural and people-to-people ties between India and Mauritius are nurtured by the Indira Gandhi Centre for Indian Culture (India’s largest cultural center abroad) and the World Hindi Secretariat, a bilateral organization set up in Mauritius to promote Hindi globally. The Government of India has also helped set up the Mahatma Gandhi Institute in Mauritius, which is dedicated to promoting Indian culture and language as well as the Rajiv Gandhi Science Centre to promote Science.
• People-to-people exchanges are at the heart of India–Mauritius bilateral relations. Several thousand Mauritians visit India every year for tourism, shopping and medical treatment. Likewise, Mauritius is a popular destination for Indian tourists, with its pristine beaches and luxury resorts. Over 500 scholarships were provided to Mauritian students to study in Indian universities last year, and there are several Indian educational institutions operating in Mauritius. Through initiatives such as the ‘Know India Programme’ and the ‘NCC Youth Exchange Programme’, there is an ongoing effort to establish a connect between the younger generations of both countries.
• Reflecting the special bilateral relationship between the two countries, Mauritius has been invited as a ‘Guest Country’ to participate in the G20 Summit during India’s G20 Presidency, starting from 01 December 2022. With several new partnership initiatives and development projects in the pipeline, Mauritius–India relations are set to further strengthen in the years to come. The joint issue of this postage stamp to mark 75 years of diplomatic relations is a testament to the strong ties between India and Mauritius and a symbol of their enduring friendship.
• The Mauritius Kestrel, Falco punctatus, was declared as the National Bird of Mauritius on the occasion of the 30^th Anniversary of the Republic of Mauritius on 12 March 2022. An endangered species, the Mauritius Kestrel is endemic to the island of Mauritius. It usually nests in natural cavities on cliffs, ravines and trees in the south-eastern and south western regions of the island. The upper part of the Kestrel’s plumage is brown with black barring, while the under part is white with dark spots.
• The ‘Mauritius Kestrel Recovery Programme’ being implemented since 1973, under which, Kestrel chicks have been hand reared and successfully translocated to endemic regions of Mauritius, is hailed today as one of the world’s most successful initiatives to save a bird species from extinction.
• The Indian peacock, Pavo cristatus, is a colourful, swan-sized bird, with a fan-shaped crest of feathers, a white patch under the eye and a long, slender neck. The male of the species is more vibrantly colourful than the female, with a glistening blue neck and chest, and a spectacular bronze-green tail comprising around 200 elongated feathers.
• In 1963, the Indian Peacock was declared the National Bird of India, since it embodies India’s rich fauna and is considered sacred in Indian mythology and culture. With its magnificent iridescent blue-green plumage, and attributes such as joy, beauty and grace, the Indian Peacock embodies the vibrant spirit of India.

• India and Vietnam share traditionally close and cordial bilateral relations. Mahatma Gandhi and President Ho Chi Minh, regarded as the Father of Nation in India and Vietnam respectively, led people in their heroic struggle against colonialism in their respective countries. India was the Chairman of the International Commission for Supervision and Control formed pursuant to the Geneva Accord of 1954 to facilitate the peace process in Vietnam. India established full diplomatic relations with unified Vietnam on 7 January 1972.
• Bilateral relations between the two countries have been elevated to the level of “Comprehensive Strategic Partnership” during Indian Prime Minister Mr. Narendra Modi’s visit to Vietnam in 2016. The current development of India–Vietnam relations are guided by a historic ‘Joint Vision for Peace Prosperity and People’ adopted by Prime Minister Mr. Narendra Modi and Prime Minister Mr. Nguyen Xuan Phuc during the Virtual Summit held on 21 December 2020. On the sidelines of the Virtual Summit, the Foreign Ministers of the two countries also signed a Plan of Action for the period 2021-23 to implement the Joint Vision. In 2022-23, the two countries are celebrating the 50 years of the establishment of diplomatic relations that also coincides with the 75^th anniversary of India’s independence “Azadi Ka Amrit Mahotsav”.
• India has a long-standing development partnership with Vietnam that has made positive contributions towards capacity building, sustainable development goals (SDGs) and socioeconomic development under bilateral and ASEAN framework. Under the Mekong Ganga Cooperation Framework, India has been taking up Quick Impact Projects (QIPs) in various provinces of Vietnam for development of community infrastructure at grassroot levels. Vietnam is an active participant of the Indian Technical and Economic Cooperation (ITEC) programme and other scholarships.
• India and Vietnam share historical and civilizational links, including through their shared heritage of Buddhism and Cham traditions. The Government of India commissioned the Archaeological Survey of India for restoration and conservation of 3 Group of temples in My Son sanctuary of Vietnam. The restoration work has been completed following all specifications, quality and international standards and norms and in accordance to the MoU signed between India and Vietnam. Yoga is another link between the people of India and Vietnam and is very popular among the people of Vietnam. Thousands of Vietnamese people participate in the International Day of Yoga at multiple locations in Vietnam in June every year. Launching direct flights between the two countries in 2019 and implementation of a simplified visa regime travel have boosted travel for leisure, business and cultural purposes between the two countries.
• India & Vietnam has a lot of affinity in sports also. A martial art with a legacy of more than 3000 years, Kalaripayattu, the traditional martial art form of Kerala, India is regarded as the oldest and most scientific of all martial arts in the world. Kalaripayattu combines a wide range of combat techniques from empty hand combat to a wide range of weaponry including long staff, short stick, curved stick, sword and shield, spear, mace and flexible sword (urumi). A blend of yoga, meditation, relaxation and self-defense techniques, Kalaripayattu these days is gaining prominence and popularity.
• In Vietnam, (Vovinam Viet Vo Dao) was founded by Grand Master Nguyen Loc in 1936, with the desire to improve the self-defense and fighting ability of Vietnamese people in the fight to expel the French colonialists and to gain national independence. Vovinam combines the quintessence of traditional Vietnamese martial arts and the world’s martial arts, being famous for high-flying and neck-clamping blows. So far, Vovinam has been developed with more than 2 million students in many countries and territories around the world. In 2011, Vovinam was first included in the official competition program at the 26^th SEA Games held in Indonesia.
• A Joint Postage Stamp depicting Kalaripayattu and Vovinam is an opportunity to promote the national identity of India & Vietnam. This Joint Postage Stamp also celebrates the strong cultural, social & political links between these two national allies of the region.

• The diplomatic relations between India and Luxembourg were established in 1948. The two countries are celebrating 75 years of diplomatic relations during 2023. India and Luxembourg have traditionally enjoyed warm and friendly bilateral relations with cooperation extending to various multilateral and international forums. Amar Nath Sehgal, renowned sculptor, represents the strong bonds of friendship and cultural connect between India and Luxembourg. He is a unique symbol of the friendship between the two countries and has contributed significantly to the people-to-people ties. His birth centenary was commemorated during 2022. In recognition of his body of work which also personifies India-Luxembourg Friendship, the Postal Departments of two countries have come up with a Joint Issue to commemorate the occasion. The sculpture of artist Sehgal named ‘The Friends’ is an impressive & poignant work of art and a beautiful example of artist’s close relationship and friendship with Luxembourg. The sculpture ‘Flute Player’ is another remarkable work of art representing the spirit of Lord Krishna.
• Amar Nath Sehgal, renowned worldwide for his contribution to modern Indian art, was born in pre-partition India, in Campbellpur, on 5^th February 1922. He studied Industrial Chemistry at Banaras Hindu University and worked briefly as an engineer in Lahore. Following India’s Independence in 1947, he migrated to Delhi. His interest in art since childhood encouraged him to pursue art as a career and he moved to USA in 1948 to study art education at the New York University. On his return, he joined the College of Art, Delhi, as faculty.
• Amar Nath Sehgal’s oeuvre of works spanned over six decades of his life. His artistic versatility extends to sculptures, paintings, poetry, graphics and tapestries. In 1955, the artist was appointed by UNESCO to study and survey folk arts in India. He was awarded the Lalit Kala Academy Fellowship in 1993, the highest honour in Fine Arts conferred by the Government of India. He was bestowed Padma Bhushan by Government of India posthumously in 2008 for his outstanding contributions to the field of art.
• In 1979, Sehgal established a studio in the Grand Duchy of Luxembourg and for next 24 years, he lived between India and Luxembourg. In Luxembourg, Sehgal’s works are exhibited in the public collections of the National Museum of History and Art, the City of Luxembourg, the Central Bank of Luxembourg as well as in numerous private collections.
• In 1986, Sehgal founded “The Creative Fund” in Luxembourg in the presence of Prime Minister Jacques Santer, the objective of which was to help artists from the Grand Duchy and India to discover and be inspired by the rich history and culture of both countries. The Creative Fund became a unique exchange to help young and talented artists pursuing their passion in art.
• Sehgal’s iconic bronze bust of Mahatma Gandhi, commissioned by the philanthropist Henry Leir, was inaugurated in the Municipal Park in Luxembourg City in 1978 in the presence of the then Minister for Foreign Affairs, Mr. Gaston Thorn. In 1980, the bronze bust was stolen and the artist offered a copy of the original to the City of Luxembourg which was inaugurated on 2 October 1982, on the 113^th birth anniversary of Mahatma Gandhi. Today, it is a popular public sculpture, in the centre of the city, celebrated by the local community and the Indian diaspora as a reminder of the messenger of peace, Mahatma Gandhi, and his values of tolerance and non-violence.
• On the occasion of the 150^th birth anniversary of Mahatma Gandhi, on 2^nd October 2019, the Luxembourg Post & Telecommunications in cooperation with the Department of Posts – Philately of the Government of India released special commemorative stamp featuring Sehgal’s statue of the Mahatma.
• The sculpture Friends, in Bronze, is a unique piece of art created by Sehgal in 1988. The two bronze figures placed directly opposite each other signify not just two strong beings, but also resonates a sense of equality, respect and honour. The photograph of the artist with the work leaves a deep impact on every viewer as it relays the history of an Indian artist who moved alone to a distant country in search of inspiration. While India was his biggest inspiration, Luxembourg, with its warm people and welcoming environment, was like a home away from home. Luxembourg served as a catalyst between Sehgal’s creativity and his roots. The image here is a celebration of the bond of two nations with strong cultural values and historic ties brought together by one artist – Amar Nath Sehgal. The sculpture was loaned to the Embassy of The Grand Duchy of Luxembourg, New Delhi in 2019.
• The sculpture Flute Player is a form to represent the spirit of Lord Krishna. The deity is worshipped across the Indian subcontinent as a supreme God. The source of Lord Krishna’s mythology comes from the Mahabharata and the very essence of the birth of the Bhagvad Gita. Lord Krishna’s personality is meant to be composite, wise yet youthful, strong yet tender, with an abundance of love. The flute he carried with him is a significant part of his personality. Some would derive it to be representative of the human heart and Lord Krishna the giver of love, filling the hollow flute as he plays it. The echoes of the music transpire as a medium of his showers of blessings. The bronze sculpture made in 1958 is an edition of 5, part of multiple private and public collections like the MOMA in Paris, and MNHA in Luxem-bourg, and was presented to UNICEF on behalf of the Children of India.
