• On 14 September 2024, India will celebrate a significant milestone: the 75^th anniversary of Hindi designated as the official language of the Union. This occasion, known as Hindi Day, commemorates a crucial decision made by the Constituent Assembly on this date in 1949. The decision was taken after rigorous debates about the official language and script, culminating in the choice of Hindi written in the Devanagari script.
• The debate on the official language began on 12 September 1949 and concluded on 14 September 1949. During this period, members of the Constituent Assembly engaged in a series of discussions but the majority favored the Devanagari script. This preference was solidified in the final agreement, which established Hindi as the official language of the Union in Devanagari script.
• The decision was later formalized with the enactment of the Official Languages Act, 1963. This Act was designed to facilitate the use of Hindi in official transactions of the Union. This was further supported by the Official Language Resolution adopted in December 1968 and the Official Language Rules, 1976. These legislative measures were aimed at ensuring the progressive implementation of Hindi for various official purposes of the Union.
• The Department of Official Language was established in June 1975 as an independent department within the Ministry of Home Affairs. Its primary mandate is to ensure compliance with constitutional and legal provisions regarding the use of Hindi and to promote its use in official matters based on the policy of motivation, encouragement and goodwill. Since its inception, the Department has been dedicated to advancing the progressive use of Hindi. In recent years, the Department has undertaken several significant initiatives:
  • Development of “Kanthastha” Software: A notable achievement is the creation of “Kanthastha,” a software developed with the help of the Center for Development of Advanced Computing (C-DAC) in Pune. This software leverages memory and artificial intelligence to assist in translating new documents. Kanthastha utilizes both local and global translation memory to improve accuracy and efficiency. An advanced version, Kanthastha-2.0 was launched on the occasion of Hindi Diwas on September 14, 2022. It features enhanced capabilities and tools, reflecting the Department’s commitment to technological advancement in language translation.
  • Creation of Digital Dictionary “Hindi Shabd Sindhu”: Another significant initiative is the development of a digital dictionary named “Hindi Shabd Sindhu.” This comprehensive resource includes terms from various domains such as health, technology, media, and law. It also integrates popular words from different Indian languages, showcasing the richness and diversity of the linguistic landscape in India. This dictionary aims to enhance the accessibility and usability of Hindi in various professional and academic fields.
  • Establishment of Bhartiya Bhasha Anubhag: The Bhartiya Bhasha Anubhag is an ambitious project initiated by the Department also to have the official correspondence between the Central and State Governments in the respective official languages of the States. This initiative is designed to facilitate more efficient and effective communication within the framework of India’s federal structure.
  • Hindi Diwas and Official Language Conferences: The Department has organized a series of events to promote Hindi, including the Hindi Diwas celebrations and All India Official Language Conferences. The first conference took place in Varanasi, Uttar Pradesh, on 13-14 November 2021, under the guidance of the Hon’ble Home Minister. It saw participation from over 2,500 Hindi enthusiasts from across the country. The second and third conferences were held in Surat (2022) and Pune (2023), respectively, with each event drawing over 8000 participants. The fourth conference is scheduled for 14-15 September 2024 at Bharat Mandapam, New Delhi, coinciding with this year’s Hindi Day celebrations. This event is also expected to attract more than 8,000 central government officials.
• To honor the 75^th anniversary of Hindi as the official language, the Department of Official Language has declared 2024-25 as the Official Language Diamond Jubilee Year. This special designation reflects the Department’s efforts to recognize and celebrate the significance of the official language Hindi in India’s official and cultural spheres.

• Dr. Shambhunath Singh enriched the Post CHHAYAVAD Hindi literature through his multidimensional creative vision. His literary works reflect the struggle arising out of the conflicts among the social and cultural ethos, inherent in society. His prolonged fifty years literary career was solely aimed at Integral Humanism.
• Born on 17 June 1916 at Rawatpar Amethian village in Deoria district of eastern Uttar Pradesh as the middle son of Thakur Ram Dev Singh, Late Dr. Shambhunath Singh started his poetic career at the tender age of 13 years in 1930. By the year 1940, his poetic abilities were noticed by all. In the meantime, on arrival of Mahatma Gandhi at Kashi in 1934, on an evening in Prarthana Sabha, he presented him the poem titled “Harijan” which was framed in glass. It got instantly auctioned by Bapu and a sum of Rs. 50 was received in Harijan fund. In 1938, as a student of Allahabad University, during the golden jubilee celebrations, he was invited to participate in a “Kavi Sammelan” where his poem “Krishak Bala” was widely appreciated. His genius and talents drew the attention of Late Smt. Mahadevi Verma and Dr. Ram Kumar Verma. He came in close contacts with them and got their blessings.
• His poetic talents were further refined even after the year 1940. His poetry collections “Roop Rashmi” and “Chhaya lok” were published during the year 1940 to 1945. His famous poetry “Samay Ki Shila Par” was published in 1944. Dr. Shambhunath Singh wrote about grass root realities of Indian society which got published later on, as collection of poems like “Udayachal” and “Manvantar”. Depicting the social and economic conditions of Indian rural life, he published the collection of his poems in “Diva Lok”, “Maadhyam Main” and “Khandit Setu” after the year 1950.
• “Maadhyam Main” and “Khandit Setu” are the collections of neo-Hindi poetry written by him, but due to his deep love and affection for Indian natural and cultural consciousness he did not like the imported modernity of neo Hindi poetry. Therefore, he invented a new cult in Hindi poetic traditions, namely, the “Nav Geet”.
• During the 50 years of his literary career from 1940 to 1990, apart from the publications of his eleven collections of poetry he published many valuable research works and treatises too, such as “Hindi Mahakavya kaa Swaroop Vikas”, “Goswami Tulasi Das Jeevan aur Vyaktitwa”, “Chhayawaad Yug”, “Prayog Vaad aur Nai Kavita”, “Moolya aur Uplabdhi”, “Hindi Kavya kee Samajik Bhoomika”, “Hindi Alochana ke Jyoti Stambha”, “Vaidik Jaati Ka Nivas Sthan”, “Bhartiya Sanskriti ka Swaroop” and “Samkaleen Hindi Kavita ka Pariprekshya va Navgeet” etc. With publications of “Dharatee aur Aakash”, “Akela Shahar”, “Adrishya Champa” and “Deewar kee Wapasee” he successfully introduced the experiment of absurd drama in Hindi writing.
• His invaluable works on review, research, drama, essay and stories have glorified and immensely enriched the contemporary Hindi literature. He continuously kept himself abreast of the changes that were taking place in the circles of Hindi poetry. After the decline of Chhaya Vaad, he associated himself with the developing streams of Hindi poetry like Yatharthvaad, Prayogvaad, Pragativaad, Neo Poetry and Nav Geet.
• The renowned critic Dr. Prabhakar Machave has described him as “Prince of Songs”. Folk culture, society, nature, love and sensitivity are the central themes in the poetry of Dr. Shambhunath Singh and through its pursuance he established himself as the exponent of modernity and elevator of Indian cultural consciousness. Deeply engrossed in his relentless literary pursuits, he breathed his last on 3^rd September 1991 in Varanasi.

Department of Posts is bringing stamps on five such authors who have contributed significantly in this arena.
  • The stamp is being brought out on Pandit Shrilal Shukla. Born on 31 December 1925 in Atrauli, Uttar Pradesh, Shrilal Shukla was a famous Hindi writer, notable for his satire. He has written over 25 books, including Raag Darbari, Makaan, Sooni Ghaati Ka Sooraj, Pehla Padaav and Bisrampur Ka Sant. He worked as a Provincial Civil Services (PCS) officer for the state government of Uttar Pradesh, later inducted into the IAS.
  • Shukla has highlighted the falling moral values in the Indian society in the post-independence era through his novels. His writings expose the negative aspects of life in rural and urban India in a satirical manner. His best known work Raag Darbari has been translated into English and 15 Indian languages. It is one of those books whose popularity and literary status continues to go up and up with the passage of time. A television serial based on this continued for several months on the national network in the 1980s. It is a little-known fact that he also wrote a detective novel entitled Aadmi Ka Zahar which was serialised in the weekly magazine ‘Hindustan’.
  • Shukla received the Jnanpith Award, the highest Indian literary award, in 2011. His first major award was the Sahitya Akademi Award for his novel Raag Darbari in 1969. He received the Vyas Samman award in 1999 for the novel Bisrampur Ka Sant. In 2008, he was awarded the Padma Bhushan for his contribution to Indian literature and culture. He passed away on 28 October 2011.

  • Krishan Chander is considered as one of the great pillars of the Progressive Writers’ Association and one of the leading short story writers of the Indian subcontinent in the second half of the 20^th century. Krishan Chander belonged to a family originally hailing from Wazirabad, now in Pakistani Punjab. He was born in Bharatpur, Rajasthan in 1914. His father was a doctor, who later shifted to Jammu and Kashmir as physician of Maharaja of Poonch. His work “Mitti ke Sanam” recounts his childhood memories of Kashmir. Krishan Chander not only produced an astonishing oeuvre of about 30 collections of short stories and 20 novels, but was also a brilliant essayist and involved in the film industry.
  • Chander was also one of those few to realise the progressive ideals in literature. He believed in the ascendancy of a socialist society and throughout his life dedicated his efforts to help the marginalised, the peasants and the workers, as well as writers and artists.
  • Krishan Chander’s creative life can be understood as having passed through three phases. In 1939 he was in the grip of romantic ideas; from 1940 onwards he makes it a priority to encapsulate the realities of life in his work and from 1945, he begins to be influenced by the great wars of national liberation against colonialism in India and across the world.
  • He was awarded Padma Bhushan in 1969 as the most respected and eminent Urdu writer. He was also honoured with ‘Soviet land Nehru Award’ by then Soviet Government for his contribution to literature. He passed away on 8^th March 1977 in Mumbai.

  • Another author on which the stamp is being brought out is Bhisham Sahni. Bhisham Sahni was one of the most prolific writers of Hindi literature. He was born on 8 August 1915 in Rawalpindi. His immense popularity was a reward for his literary merits – his sharp wit, his gentle irony, his all-pervasive humour, his penetrating insight into character, his mastery as raconteur, and his profound grasp of the yearnings of the human heart. With his high-spirits and passion for life of the common people, he travelled through villages and towns of Punjab with the Indian People’s Theatre Association (IPTA) theatre group in 1948; then began to teach to earn a living; and then lived in the USSR for seven years as a Hindi translator. This sprawling reservoir of experience collected in the hustle-bustle of various occupations ultimately filtered down into his stories and novels. The ‘simplicity’ of his work comes from hard layers of experience.
  • He is known as a progressive writer, influenced by Marxism, and yet he does not seem to be engrossed with political themes. He explores the human condition with kindness and understanding.
  • Bhisham Sahni’s last published book, was an autobiography with the title Aaj Ke Ateet (The Pasts of the Present). He was associated with several literary and cultural organizations. He was General Secretary of the All India Progressive Writers Association (1975-85) and Acting General Secretary of the Afro-Asian Writers Association and was also associated with the editing of their journal Lotus.
  • He was awarded the Padma Bhushan for literature in 1998 for his contribution in Literature. He passed away on 11 July 2003.

Geeta Dutt was blessed with a rich voice that was like an interesting instrument that at once mesmerized and charmed her listeners. Manna Dey established his versatility between 1948 to 1954 by singing not only classical based film songs but also such film songs which were a fusion of Indian classical music and pop music. His experimentation with western music too produced many unforgettable melodies resulting in an increase in singing offers in films from 1955. He had begun singing ghazals in Hindi films from 1953. He turned into an independent music composer in Hindi films with Maha Pooja in 1954. His peak period in Hindi film industry is considered to be from 1953 to 1969 where he is said to have recorded 758 Hindi songs of which 631 came between 1957 and 1969. His music has enthralled the audience throughout the world. He was honoured with the Padma Shri in 1971, the Padma Bhushan in 2005, and the Dadasaheb Phalke Award in 2007.

• Mukesh (22 July 1923 – 27 August 1976) is known for his rendition of soulful and melodious songs and was one of Hindi film industry’s most celebrated figures in the field of playback singing. Mukesh Chand Mathur, popularly known as Mukesh created his own singing style. He delivered many songs which became popular when he sang for films like Anokhi Ada (1948), Mela (1948), Andaz (1949). Mukesh is best known for the songs that he sung for actor Raj Kapoor. He remained active as a singer for two decades spanning the 1950s to 1970s which saw the rise of the man who is immortalized in the pages of playback singing. Mukesh received Filmfare Best Male Playback Singer awards for films ‘Anari’, ‘Pehchan’, ‘Beimaan’ and ‘Kabhie Kabhie’.
