• Constitution Day, celebrated every year on November 26, marks the adoption of the Constitution of India in 1949. As we approach its 75^th anniversary, this day not only commemorates the foundational legal framework of the country but also serves as a moment for reflection on the core principles of justice, liberty, equality, and fraternity that it embodies.
• The journey towards a constitutional framework began long before India’s independence. The need for such a framework emerged from the socio-political challenges posed by British colonial rule. Various reforms, including the Government of India Act of 1935, set the stage for self-governance and democratic ideals. Following independence in 1947, the Constituent Assembly, which included prominent leaders such as Dr. B.R. Ambedkar, Jawaharlal Nehru, and Sardar Vallabhbhai Patel, worked tirelessly to draft a Constitution reflective of India’s diverse aspirations. The draft was officially adopted on November 26, 1949, establishing India as a sovereign democratic republic.
• The Constitution of India stands as the supreme law of the land, detailing the governance structure, fundamental rights, and duties of citizens. It enshrines a system of checks and balances among the executive, legislature, and judiciary, ensuring no single entity can dominate. Its comprehensive nature draws from various legal traditions, making it one of the longest written constitutions globally, comprising 448 articles and 12 schedules. In 2015, the Government of India officially declared November 26 as Constitution Day, emphasizing its importance in the nation’s democratic framework.   • The stamp is being brought out on Pandit Shrilal Shukla. Born on 31 December 1925 in Atrauli, Uttar Pradesh, Shrilal Shukla was a famous Hindi writer, notable for his satire. He has written over 25 books, including Raag Darbari, Makaan, Sooni Ghaati Ka Sooraj, Pehla Padaav and Bisrampur Ka Sant. He worked as a Provincial Civil Services (PCS) officer for the state government of Uttar Pradesh, later inducted into the IAS.
  • Shukla has highlighted the falling moral values in the Indian society in the post-independence era through his novels. His writings expose the negative aspects of life in rural and urban India in a satirical manner. His best known work Raag Darbari has been translated into English and 15 Indian languages. It is one of those books whose popularity and literary status continues to go up and up with the passage of time. A television serial based on this continued for several months on the national network in the 1980s. It is a little-known fact that he also wrote a detective novel entitled Aadmi Ka Zahar which was serialised in the weekly magazine ‘Hindustan’.
  • Shukla received the Jnanpith Award, the highest Indian literary award, in 2011. His first major award was the Sahitya Akademi Award for his novel Raag Darbari in 1969. He received the Vyas Samman award in 1999 for the novel Bisrampur Ka Sant. In 2008, he was awarded the Padma Bhushan for his contribution to Indian literature and culture. He passed away on 28 October 2011.

  • Krishan Chander is considered as one of the great pillars of the Progressive Writers’ Association and one of the leading short story writers of the Indian subcontinent in the second half of the 20^th century. Krishan Chander belonged to a family originally hailing from Wazirabad, now in Pakistani Punjab. He was born in Bharatpur, Rajasthan in 1914. His father was a doctor, who later shifted to Jammu and Kashmir as physician of Maharaja of Poonch. His work “Mitti ke Sanam” recounts his childhood memories of Kashmir. Krishan Chander not only produced an astonishing oeuvre of about 30 collections of short stories and 20 novels, but was also a brilliant essayist and involved in the film industry.
  • Chander was also one of those few to realise the progressive ideals in literature. He believed in the ascendancy of a socialist society and throughout his life dedicated his efforts to help the marginalised, the peasants and the workers, as well as writers and artists.
  • Krishan Chander’s creative life can be understood as having passed through three phases. In 1939 he was in the grip of romantic ideas; from 1940 onwards he makes it a priority to encapsulate the realities of life in his work and from 1945, he begins to be influenced by the great wars of national liberation against colonialism in India and across the world.
  • He was awarded Padma Bhushan in 1969 as the most respected and eminent Urdu writer. He was also honoured with ‘Soviet land Nehru Award’ by then Soviet Government for his contribution to literature. He passed away on 8^th March 1977 in Mumbai.

  • The fourth stamp is on K V Puttappa. Kuppali Venkatappa Puttappa (29 December 1904 – 11 November 1994), popularly known by the pen name Kuvempu or by K. V. Puttappa, was born in Chikmagalur district of Karnataka. He was a Kannada novelist, poet, playwright, critic and thinker, who penned the State anthem Jaya Bharata Jananiya Tanujate. He is widely regarded as the greatest Kannada poet of the 20^th century. Kuvempu began his literary work in English and later shifted to Kannada. His major work in English is a collection of poems called the Beginner’s Muse. He was the forbearer of the idea that education should be provided in children’s mother tongues and in his pursuit he opened the Institute of Kannada Studies in Mysore University.
  • Kuvempu was actively against the caste system and many of his writings reflected his views. He is considered to be one of the major contributors to the modernist literary movement in Kannada literature. His writings and his contribution to “Universal Humanism” gives him a unique place in modern Indian literature. His major achievement was his extremely different take on the characters of Ramayana written by Valmiki, which fetched him the honor of being the first Kannada writer to be decorated with the prestigious Jnanpith Award. His epic narrative Sri Ramayana Darshanam, is regarded as the revival of the era of Mahakavya (Great Epic poetry) in contemporary form and charm. Besides Jnanpith, Kuvempu has also won the Padma Bhushan, Sahitya Academy Award, Padma Vibhushan and recently the Karnataka Ratna awards.

  • Another author on which the stamp is being brought out is Bhisham Sahni. Bhisham Sahni was one of the most prolific writers of Hindi literature. He was born on 8 August 1915 in Rawalpindi. His immense popularity was a reward for his literary merits – his sharp wit, his gentle irony, his all-pervasive humour, his penetrating insight into character, his mastery as raconteur, and his profound grasp of the yearnings of the human heart. With his high-spirits and passion for life of the common people, he travelled through villages and towns of Punjab with the Indian People’s Theatre Association (IPTA) theatre group in 1948; then began to teach to earn a living; and then lived in the USSR for seven years as a Hindi translator. This sprawling reservoir of experience collected in the hustle-bustle of various occupations ultimately filtered down into his stories and novels. The ‘simplicity’ of his work comes from hard layers of experience.
  • He is known as a progressive writer, influenced by Marxism, and yet he does not seem to be engrossed with political themes. He explores the human condition with kindness and understanding.
  • Bhisham Sahni’s last published book, was an autobiography with the title Aaj Ke Ateet (The Pasts of the Present). He was associated with several literary and cultural organizations. He was General Secretary of the All India Progressive Writers Association (1975-85) and Acting General Secretary of the Afro-Asian Writers Association and was also associated with the editing of their journal Lotus.
  • He was awarded the Padma Bhushan for literature in 1998 for his contribution in Literature. He passed away on 11 July 2003.

  • The Department is bringing out stamp on Professor Balwant Gargi. Shri Balwant Gargi, playwright, director, theatre personality, novelist, teacher and chronicler of folk theatre, was among the pioneers of playwriting in Punjabi. He was born on 4 December 1916 in Bhatinda Punjab. He was founder Professor Director of the Department of Indian Theatre which was founded in 1972 by the Punjab University Chandigarh. The establishment of the Department was the culmination of the years of creativity that began from Gargi’s years of study at Government College Lahore. He completed his M.A. (English) and M.A. (Political Science) from FC College in Lahore. He also studied theatre with pioneering theatre personality Norah Richards at her school in Kangra Valley, from which emerged the famous names of Panjabi drama, including Ishwar Chandra Nanda, Gurcharan Singh and Gargi himself. His interaction with Richards gave him an insight into the realistic theatre of Henrik Ibsen as well as the Irish playwright Synge. From studying the work of these two masters, he got an understanding of the inner impulses and motivations to how to create living and palpable characters for the stage.
  • For subject matter Gargi moved freely over social milieu, mythology, history, and folklore. In the composition and performance of his dozen full-length plays and five collections of one-act drama, he traveled from the realistic to the mythopoeic mode. Balwant Gargi taught for two years (1966-67) at the University of Washington, where he met his wife Jeanne Henry. This period was the basis of his autobiography The Naked Triangle. The Naked Triangle brought him to the forefront of cosmopolitan attention. Balwant Gargi was among the pioneers of playwriting in Punjabi and the production and telecast of his plays like Sanjha Chulha on Doordarshan received countrywide appreciation.
  • Gargi was awarded the Sahitya Academy award, the highest Indian literary award, in 1962 for his book Rang Manch. This was followed by the Padma Shri and the Sangeet Natak Akademi Award in Punjabi Playwriting. Gargi is one of the few artists to win both the Sahitya Akademi and Sangeet Natak Akademi awards. He passed away on 22 April 2003.

• Situated in the heart of Chandni Chowk, Hardayal Municipal Public Library (HMPL) is one of the very few oldest buildings that have been able to withstand the onslaught of modern times. This is the oldest public library of Delhi, named after the great revolutionary and freedom fighter Lala Hardayal, who was a resident of Old Delhi.
  
• The library was set up in 1862, as part of reading club meant for the British. Englishmen coming to India used to carry a lot of books with them to read in the several month long sea journey. These books were given to the reading room called the Institute Library, which was a part of the Lawrence Institute, named after the then Viceroy of India. The building was built between 1861 and 1866. Today the building is called the Town Hall and houses the offices of the erstwhile Municipal Corporation of Delhi.
  
• In 1902, the Library was renamed as the Delhi Public Library and shifted to the small Kaccha Bagh building with a staff of one Librarian, one clerk, one peon. It wasn’t enough to accommodate its readers.
  
• On 23^rd December 1912, a bomb was hurled at Lord Hardinge while he was going on an elephant in a procession through Company Bagh, (Now known as Gandhi Maidan) but he escaped unharmed. To commemorate Hardinge’s escape, a committee was formed soon after to construct a building for the Delhi Public Library under the President-ship of Rai Bahadur Lala Sheo Prasad. The committee is said to have collected Rs. 70,000/-, Khan Sahib Haji Baksh Elahi donated Rs. 14,000/-, the Maharaja of Kashmir Rs. 10,000/-, and there were various other donors. The Library was renamed as Hardinge Municipal Public Library in 1916 when it shifted to the new building with its old collection and furniture.
  
• The name ‘Hardinge Municipal Public Library’ was further shortened as Hardinge Library in 1942 consequent upon an agreement between the Library and the erstwhile Municipal Committee which gave the Library the status of an autonomous body with 100% grant-in-aid from Municipal Corporation. In 1970 Hardinge Library become Hardayal Municipal Public Library.
  
• The governance of the Library vests in a Governing body called the Managing Committee. The Mayor of the North Delhi Municipal Corporation is the ex-officio-President of the Managing Committee of the Library. There are six elected sitting members of the North Delhi Municipal Corporation and one each from south & east DMC, nominated by it to the Managing Committee. Four persons elected by the subscribers of the Library.
  
• There are about 3123 Gazettes of India & Delhi Gazettes: those are quite useful for Govt. notifications since 1917 to 1998 and ten years five newspapers i.e. 1) Times of India, 2) The Hindustan Times, 3) Nav Bharat Times (Hindi), 4) Hindustan (Hindi), 5) Jansatta.
  
• The library décor is antique with ancient book shelves and almirahs. It has a unique collection of more than 1,70,000 books in Hindi, English, Urdu, Arabic, Persian and Sanskrit. This is one of the few Libraries in the world with a collection of at least 8,000 rare books. The oldest book in the library is block-printed. Some of the oldest books are “A Relation of Some years, by Travaile Begvenne, 1634”, “History of the World, by Sir Walter Raleigh, (1676 to 1677)”, “Mahabharata” in Persian written by Abul Fazal Faizi etc.

• Cannankaraveetil Velayudhan Raman Pillai was a playwright of Malayalam literature born on 19 May 1858 to middle class parents. His early education included learning Sanskrit and Ayurveda. He graduated from the University of Madras.
  
• C.V. Raman Pillai is considered a pioneer in the field of Malayalam journalism. He worked with many Malayalam and English dailies. The gifted Pillai edited news papers and wrote novels and plays in Malayalam. His sharp and incisive pen first brought forth the news paper “The Kerala Patriot” (1882), followed by the “Malayali” in 1886, “Vanchiraj” in 1901 and finally “Mitabhashi” in 1920.
  
• Pillai‘s works are classed with the greats in Indian literature like Bankim Chandra Chatterjee and Harinarayan Apte. The novels “Marthanda Varma“, “Dharmaraja” and “Ramarajabahadur” are classics that undoubtedly put him in the ranks of world literary genius. He drew inspiration from his roots enriched with tradition and wove them into unforgettable epics.
  
• Modern Malayalam drama traces its origins to Pillai‘s work. Malayalam in prose form began with his eleven farces. They set the tone and paved the way for present day Kerala theatre.
  
• He used history as a means to unfold the intricacies of human life, both on the sociopolitical and on the psychological planes. The first book published by C.V. Raman Pillai was a satire called “Chandramukhivilasam“. He has to his credit a number of novels and satirical plays including “Marthanda Varma“, “Premamritam“, “Dharma Raja” and “Ramaraja Bahadur“. “Kuruppillaakkalari“, “Tentanamkotu Harischandran“, “Doctorkku Kittiya Micham” are among his humorous plays.
  
• This towering literary personality passed away on 21 March 1922 leaving behind a rich legacy of Malayalam literature.

• The Bible Society of India (BSI) is a body authorised to translate, produce, distribute and market the Holy Bible. The Central office of the BSI is located at Bengaluru and has a network of fifteen auxiliary offices all over the country with a promotional centre at the Andaman & Nicobar Islands and a translation centre at Shillong.
• The object of the society is to encourage the wider circulation of the Holy Bible throughout India. The Bible Society movement started in India in the year 1811 at Kolkata to serve the Church and Society as well as its affiliated organisations with a vision to make the Holy Bible available to all people in India.
• The translation work of the Bible, which is a priority of the BSI, has been helping in the literacy development in our nation. The BSI holds awareness programmes in partnership with their affiliated organizations in order to help the non-literates to learn languages. The Society has already translated the Holy Bible into 203 languages of our country. Currently, the Society is engaged itself in translation of the Holy Bible into another 102 languages and dialects of our nation. Today the Bible is available in about 1000 languages spoken around the world.
• The Bible Society of India is a national, autonomous and independent body. It is a member society of the United Bible Societies (UBS). Bible societies are not affiliated to any one Christian denomination. The United Bible Societies is a World Fellowship of Bible Societies was incorporated in 1946 and BSI was one of its founding members. 
• They work to serve all and develop products and services appropriate to local needs. This includes literacy development programme for those who cannot read, audio-products for those who are visually challenged and for helping people living with HIV/AIDS. The work is often done in partnerships with other Christian NGOs. Special programmes are developed for those with challenges such as women facing domestic violence and children living without parents and people in prison.
