Description of Designs : The 50 P. denomination stamp, designed by C. R. Pakrashi, shows a vintage composite rail coach comprising Railway Mail Service Van in the middle with passenger sections on either side. An early steam engine of Indian Railway is shown in silhouette. The 200 P. denomination stamp, designed by C. R. Pakrashi and India Security Press, depicts the first India Postage stamp, the blue Half Anna 1854, Lithograph bearing Queen Victoria’s effigy, and the 3½ Anna stamp carrying India’s national flag, one of the set of three stamps issued in 1947 to commemorate India’s Independence.

The first day cover, designed by Badar Makhmoor, depicts a royal procession in Mughal Delhi. The first day special cancellation designed by Charanjit Lal shows a sketch of Indraprastha Stadium, the venue of the Exhibition.

About : 

• The essence of philately is the study of philatelic material and presentation of the results of the research in a meaningful fashion. Thus an important aspect of philately is periodic exhibitions to provide opportunity to the serious collectors to present their collections with the result of their research to the experts as well as the laity. The exhibition also enables the novice to learn from the display of the experts.
• Since Independence, Indian P & T Department has made pioneering efforts in promoting philately through exhibitions. To celebrate the centenary of Indian postage stamp, the first International Stamp Exhibition was held in New Delhi in 1954. The first national exhibition was held in 1970 in New Delhi, the second in Calcutta (1975) and the third one at Bangalore (1977). An international exhibition, INDIPEX 73 was held in New Delhi in 1973. The first international exhibition under the aegis of the Federation Internationale de Philatelic was INDIA 80, held in New Delhi in 1980. The first and perhaps the only all Asia exhibition, ASIANA 77 was held in 1977 in Bangalore. Besides these national and international exhibitions, the Postmasters General have been organising exhibitions from time to time at the state, region and district levels all over the country. All these activities have generated a strong philatelic movement in the country and the Indian collectors are gaining increasing recognition in the International arena.
• The Fourth India National Exhibition, INPEX-82 to be held in New Delhi from 30^th December 1982 to 5^th January 1983 by the P & T Department, in co-operation with the Philatelic Congress of India, is an ambitious venture. It is being held in the prestigious landmark of New Delhi, the Indraprastha Stadium, which ranks among the world’s first three covered stadia. The response has been overwhelming. A total of 409 collectors will display their exhibits spread over 1500 frames, the largest ever put up in any national exhibition.

About : 

• Scouting originated in England in 1907, based upon Lord Bden-Powell‘s ideas contained in his book “Scouting for Boys” which proved to have great appeal for youngsters the world-over. While purpose, promise and law of Scouting are universal, its programme is adaptable in needs of the youth wherever they live.
• Scouting is an educational movement for young people and contributes to their personal and social development. It is a voluntary, non-political and democratic movement which is open to all. Today there are more than 16 million Scouts in the world. About 200 million people have been Scouts during their lifetime, including many prominent personalities.
• The success of the book produced a Movement that quickly adopted the name of “Boy Scouts” and necessitated the establishment of a headquarters to administer it. By 1909 the Movement had taken firm roots as evident from the fact that a Scout Rally in London attracted more than 11,000 Scouts. The book “Scouting for Boys” had been translated into five languages.
• The first world jamboree took place in 1920 in London and proved that young people of different nations could meet to share common interests and ideals. Since then there had been 13 World Jamborees at various places.
• Between the two World Wars Scouting Movement continued to flourish almost in all parts of the world. Today scouting is a growing Movement with members in nearly every country in the free world.
• In Pakistan scouting was founded soon after the country came into existence in August, 1947. It has rendered invaluable services in evacuation of marooned people, collection and distribution of clothes and food during floods, providing First Aid in refugee camps and giving inoculations against small pox and cholera during epidemics in the country.
• The purpose and principles of Scouting in Pakistan are as follows:–Motto: Almustaid (Be Prepared). Promise: To do my duty to God and my Country, to help other people at all times, to obey the Scout Law. Law (1) A Scout’s honour is to be trusted, (2) A Scout is loyal to his country, his Scouters, his parents, his employers and to those under him, (3) A Scout’s duty is to be useful and to help others, (4) A Scout is a friend to all and a brother to every other Scout, no matter, in what country, class or creed the other may belong, (5) A Scout is courteous, (6) A Scout is kind to animals, (7) A Scout obeys his parents and Patrol Leaders without question, (8) A Scout smiles under all difficulties, (9) A Scout is thrifty, (10) A Scout is clean in thought, word and deed.

About : 

• The snowy peaks of the magnificent Himalayas have since time immemorial enchanted saints, pilgrims and tourists for various reasons. Railways, in their own way, have tried to ‘ascend’ the hills.
• The ethereal Darjeeling-Himalayan Railway line having a two feet wide track, conceived by Franklin Prestage, the agent of the Eastern Bengal Railway, links Darjeeling to Siliguri, a distance of 87.48 kms. A unique engineering feat passing through different climatic zones offers a picturesque and scenic beauty. Laid on the famous Hill Cart Road, the Railway line appears to be playing hide and seek with the road as they criss-cross each other at several places. The line between Sukna and Darjeeling is almost all along located on the road-bench, either skirting hill side or on the far edge of the road. The alignment passes through hills and gradually climbs up to the maximum altitude of 2,258 metres at Ghum.
• The honour of blazing the trail of the first railway train across the Alps, the first experiment for constructing a hill railway, goes to Chega, an Austrian. He was the first to apply the principle of artificially lengthening the line by looping in order to flatten the gradient. The engineers of Indian Railways successfully applied the principle in constructing Darjeeling-Himalayan line thereby completely obviating the necessity of expensive tunnels. Another method adopted on the route is reversing a zig-zag movement, each leg of this move being utilised to gain additional height, although this means the train moving backward on the central leg. The need for tunnels was completely obviated by means of ‘loops’ and ‘reverses’. There are 4 loops of which the most renowned one is the Batasia loop, 5 reverses in the shape of ‘Z’, 5 major and 498 minor bridges and 177 unmanned level crossings on the section. Around 90% of the length of track is on curves, the sharpest curve having a radius of 59 feet and steepest gradient of 1 in 22.
• The construction of the section began in 1878 and could be completed only in July, 1881. It was purchased by Government of India in October, 1948 with a view to fit it in the system of New Assam Link Project. This narrow gauge line was extended from Siliguri to New Jalpaiguri in 1962.
• The oldest steam loco, a ‘B’ class engine, used for this Railway celebrated its centenary in 1985. The youngest of the engine fleet has already completed 50 years of age.

Name : Purushottam Das Tandon

About : 

• Purushottamdas Tandon was born at Allahabad on 1 August 1882. He graduated from the Muir Central College, Allahabad in 1904, subsequently qualifying for a degree in Law and a Master’s Degree in History. He entered the legal profession in 1906 and joined the Bar of the Allahabad High Court in 1908 as the junior of Sir Tej Bahadur Sapru. For some time, he worked as the Law Minister of the Nabha State but resigned in 1917. He also gave up his practice in 1921 on account of his involvement in public affairs.
  
• He joined the Indian National Congress in 1899 while a student and represented Allahabad at the All India Congress Committee in 1906. He had been imprisoned in 1921 for active participation in the Non-cooperation Movement. Earlier, in 1918 he had organised the Allahabad District Peasants’ Committee to improve the working conditions of the agriculturists. He also gave the lead in stating ‘No Tax‘ campaign in 1930 which was appreciated by Jawaharlal Nehru. During his active participation in the freedom struggle, he was arrested several times. His contribution was specially notable in the field of organising Kisan Sabhas to secure the cooperation of the peasantry to the cause of India’s independence.
• He worked for long years as the speaker of the Legislative assembly of U.P. He was also elected to the Constituent Assembly in 1946, to the Lok Sabha in 1952 and to the Rajya Sabha in 1956. He retired from active public life after 1956 due to indifferent health though he continued to do constructive work for many years. He was intimately associated with many institutions like the Servants of the People Society, the Hindi Sahitya Sammelan and the Rashtrabhasha Prachar Samiti.
• He devoted major part of his energies to the propagation of Hindi and for the development of its literature. His contribution to the cause of Hindi is really momentous. He regarded the knowledge of the ancient cultural heritage of the country as essential to the education of students. He favoured the view of imparting education through the mother-tongue of the students.
• His life was a saga of courage and sacrifice for the national cause and of resolute attachment to his beliefs even under the most adverse circumstances. Shri Tandon was fondly called ‘Rajarshi‘ by Mahatma Gandhi. In 1961, the title of ‘Bharat Ratna‘ was conferred upon him. He passed away on 1 July 1962.

• The Indian Military Academy, Dehra Dun was inaugurated on 10 December 1932. It has on its rolls today over 1200 Gentlemen Cadets. Of these, some 400 are commissioned every six months as regular officers of the Indian Army. These are the young officers who, with their valiant ‘Jawans’, guard our nation’s frontiers.
• The list of alumni of the Indian Military Academy includes a Field Marshal, a galaxy of Generals, winners of the Nation’s highest gallantry awards and others who have brought glory to the country by their prowess in sports. The Academy’s Roll of Honour is equally impressive and testifies to the dauntless courage and fidelity of India‘s bravest sons.
• Situated amidst sylvan surroundings in the Doon Valley, the Academy, with its imposing buildings, tree lined avenues and carefully tended gardens, presents a spectacle of rare beauty and orderliness. The training of Gentlemen Cadets is tough and fills the whole day with meaningful activity. Physical training, Drill, Weapon training, Riding, Study of Tactics and Strategy, Post-graduate studies in the Humanities and Sciences – these along with games and sports, combine to provide its Gentlemen Cadets with healthy bodies and healthy soldierly minds. Quite appropriately the motto of the Academy reads ‘वीरता और विवेक‘ i.e. ‘Valour and Wisdom’.
• The Academy teaches its alumni to live by a credo given to it in 1932 by its founding father, Field Marshal Sir Philip Chetwode. Emblazoned in golden letters on the East panel of Chetwode Hall, the credo calls upon the alumni of the Academy to put the Nation first, the troops next and ones own self last in all that they do.
• The Academy has now embarked on an ambitious plan of expansion and modernisation. A master plan providing for future requirements is under finalisation. The syllabus has been modernised and training methods up-dated to meet future needs. Competition to gain admission to the Academy is fierce and more and more young men seek the privilege of training under the steel-grey and blood-red colours of the Academy. All this augurs well for the future.
• The Academy looks back with pride on its fifty years of glory and achievement and looks forward with confidence to centuries of service to the Nation.

• Having returned to the city of its birth, Asiad has also reached out to enliven the Pink City of Jaipur and the bustling metropolis of Bombay.
• Rowing, which was one of the four new events added to the IX Asiad, is being hosted at Ramgarh lake about 30 km from the historic Pink City. The Rowing Regatta comprises of Coxed Fours, Coxed Pairs, Coxswainless Pairs and Single Sculls. The tranquil waters of the lake have been the scene of excitement ever since the commencement of the event on 21^st November. The concluding competitions today promise a thrilling finale.
• As the rowing boats are racing to the finish line at Ramgarh, an array of multi-coloured sporting yachts are afloat off the shores of Bombay. Their splendorous sails billowing in cool November winds, the yachts are gracefully gliding over the gentle waves towards the finish line near the harbour. Yachting event of the IX Asiad commenced on 20^th November in Bombay, India’s premier gateway to the west. The competitions are in the international classes of Fire Ball, Enterprise, OK Dinghy and Wind Glider (Surf Board). A series of seven races are being held from 21^st to 27^th November, one race a day. Good Winds and Fair sailing to them.

Design :

(A) The Sarasvati (property of the Munakata Block Print Museum)

Shiko Munakata (1903-1975), born in Aomori, came up to Tokyo in 1924 and studied block print under Unichi Hiratsuka.

He won many prizes and awards at various exhibitions both at home and abroad, including the Lugano International Exhibition of Block Prints of 1952 and the Venice Biennale which awarded him with the grand-prix in block prints. The Japanese Government award him with a Culture Order in 1970.

“The Sarasvati” was produced in 1974.

(B) Saltimbanque (property of the Tokyo National Museum of Modern Art)

Seiji Togo (1897-1978), born in Kagoshima, obtained the Nika Prize at the 3^rd Nika Exhibition in 1916 with “The Woman with a Parasol“.

After World War II, he reconstructed the Nika Group and took active part in the group activities, assuming the chairmanship in 1961.

“Saltimbanque” was one of 23 works which he produced during his stay in Europe exhibited at the 15^th Nika Exhibition of 1928 and was awarded with a prize.
