The Indian Bishop Mark in the denomination of Rs. 2/-.
An early Mail Cart in the denomination of 25 Paise.

The letter with the Bishop Mark used on the stamp of Rs. 2/- was sent from Calcutta to Dacca in 1775, stamped “CALCUTTA” and “POSTPAD” in addition to the Bishop Mark “2 FEB”. This letter is unique as it bears the earliest of the only four “Indian Bishop Marks” known.

The picture of an early Mail Cart has been adopted as the motif of the stamp in 25 P. The mail cart of early days was drawn by one or more horses. It dashed past at a tremendous pace uphill and downhill and through the plains carrying mail.

  • The India National Philatelic Exhibition (INPEX-75) being organised by the Posts and Telegraphs Department from December 25-31 at Calcutta is the second one of its kind, the first having been held in New Delhi in 1970. India has also staged two International Philatelic Exhibitions (INDIPEX) – in 1954 and 1973. Besides, a series of Regional Exhibitions have also been held in various Postal Circles.
  • There is no doubt that the Philatelic Exhibitions, held periodically, have gone a long way in creating a new awareness about this educative and fascinating hobby. It has, indeed, enthused more and more people, particularly from the younger generation to take to this hobby.
  • The Exhibition which had a capacity of 1,000 frames displayed some of the rare and outstanding collections in the country. These will include Indian Classics, proofs and essays of stamps, Indian stamps used abroad, Indian States, Air Mails, Indian Cancellations, Postal stationery and literature. A good collection of stamps of other countries was also shown by some collectors and philatelists. The Thematic Section of the Exhibition will have various eye-catching themes like animals, flowers, trees, aviation and space flights.
  • INPEX75 Stamps :
    • On this occasion of INPEX-75 more attention had been given for the reproduction of the early postmarks used in India both on stamps, first day cancellations and special cancellations.
    • The earliest use of handstruck postmarks anywhere in the world had been in 1661 in Great Britain when Col. Henry Bishop was the Postmaster General there. This postmark has been named as “Bishop Mark” after his name. This is very simple in design consisting of a circle divided horizontally in half. The upper half bears a number to indicate the date of the month and the lower half the name of the month in an abbreviated form. The earliest recorded examples of Bishop Mark are those of April, 1661 used in London GPO. Later on, however, they were used in places hike DublinQuebec, Calcutta, etc. Examples of such “Bishop Marks” are extremely rare.

About : 

  • The India Meteorological Department was organised in 1875 as a centralised agency for the whole of India with the object of systematic study of climate and meteorology and application of the knowledge thus acquired to issue weather forecasts and storm and other warnings.
  • Though meteorological observation with the aid of instruments was in vogue from 1796, its application for economic activities began only later with the issue of first seasonal forecast of monsoon rainfall in 1886. Towards the end of 19th century, geomagnetic, astrophysical and seismological observations were also amalgamated with the Department of Meteorology. This Department has grown steadily and now has a highly improved cyclone warning arrangement. Its service to the cause of aviation, agriculture, shipping, irrigation and town planning is also praiseworthy. About 500 surface observatories and a large number of upper air stations, radars and other sophisticated equipments enable the Department to discharge its functions. Most of the instruments required are manufactured in the workshops of the Department.
  • As a member of the World Meteorological Organisation, the Indian Meteorological Department has made significant contribution to its activities and has made available to other countries the services of experts in weather services.

  • The Theosophical Society was founded in New York in 1875 jointly by Madame H. P. Blavatsky, a Russian, and Col. Henry Steel Olcott, an American, assisted by others. In 1879, the World Headquarters was shifted to Bombay and later in 1882 to Adyar, Madras. Adyar, in South Madras, is at the confluence of the river of that name with the Bay of Bengal and is a place of beauty and great peace.
  • The Theosophical Society is an international organisation with members in more than 56 countries. The members are united by their approval of the objects of the Theosophical Society, by their wish to promote harmony and understanding at all levels, to draw together men of goodwill whatever their religious opinions, and by their desire to study truths and to share the results of their studies with others. Their bond of union is not the profession of common belief, but a common search and aspiration for Truth.
  • The three declared objects of the Theosophical Society are:

The Centenary World Convention of the Society met at Adyar from December 20 to December 30, 1975.

  • Guru Tegh Bahadur is revered as the ninth Guru of the Sikh faith. Youngest of the five sons of Guru Hargobind, the sixth Guru of the Sikhs, he was born at Amritsar on April 1, 1621. For over two decades, he had lived in seclusion and meditation when, in 1661, he was anointed the ninth spiritual successor to Guru Nanak.
  • In 1665, Guru Tegh Bahadur founded in the foothills of Shivaliks a town which came to be known as Anandpur. This town became the fountain-head of a regenerating inspiration and scene of memorable deeds of sacrifice and daring. Guru Tegh Bahadur travelled extensively across the country spreading his message of love, faith and universal brotherhood. One of his journeys took him as far as Assam in the East. He was sensitive to the people’s sufferings and taught them to be fearless.
  • Guru Tegh Bahadur assumed the Apostolic Office when the country was experiencing growing religious intolerance and persecution. He felt deeply the need to do something to ameliorate the situation and to bring harmony to the land torn by conflict. Soon after, some leading Brahmins of Kashmir came in a deputation to Guru Tegh Bahadur to seek his help and protection. His youngest son who later became Guru Gobind Singh also pleaded the case of the depressed people. Guru Tegh Bahadur then offered to sacrifice himself to defend the oppressed. He resolved to go to Delhi to create among the people the spirit of courage and boldness.
  • While he was on his way, Guru Tegh Bahadur was arrested and taken to Delhi where he was put in an iron cage and asked to perform some miracles and prove the divinity of his mission or otherwise to abandon his faith. He declined to show any miracle saying that it was not proper to intervene in the Will of God. On November 11, 1675, he was beheaded in public in the Chandni Chowk in Delhi. This was a most moving event in the history of India.
  • Guru Tegh Bahadur symbolised in his life the noblest values of moral courage, self-sacrifice and tolerance. Guru Tegh Bahadur had a deep spiritual insight and his compositions are preserved in the Guru Granth Sahib, the Sikh Scripture.

  • The origin, growth and expansion of the India Security Press, Nasik Road (Maharashtra) are all epitomized in its “Golden Jubilee” which is being celebrated on completion of the 50th year of its eventful record of service and existence.
  • The India Security Press is a commercial department of the Government of India under the Ministry of Finance (Department of Economic Affairs), and is headed by a General Manager. It is engaged in the production of postage stamps and postal stationery for the Indian Posts & Telegraphs Deptt., Non-postal stamps (nonjudicial and judicial), adhesive stamps, etc. for the State Governments and other security forms such as cheques, promissory notes, passport booklets, State Government Bonds, National Savings Certificates etc. etc. for the Central and State Governments and Public Bodies and Currency and Bank Notes required by the Reserve Bank of India.
  • Upto 1862, the Indian Postage Stamps were printed by the Survey of India from plates made at the Calcutta Mint. In 1862, M/s Thomas De La Rue & Co., London, obtained a contract for the printing of Indian Stamps (Postal, fiscal, Court fee, etc.); they continued printing them until 1924. It was in view of the impending termination of this contract that the Government of India decided to set up a Press for the printing of stamps in India as a result of this decision, the India Security Press was established at Nasik Road in November, 1925 for producing all security documents i.e., documents representing money value required by the Posts & Telegraphs, Law Courts, Taxation Departments etc. The Central Stamp Store which came to be added as a wing of the Stamp Press in 1928, distributes the products of the Stamp Press to more than 600 treasuries and sub-treasuries in the country.
  • Prior to 1860, there was no Government of India currency notes. In 1861 the Bank of England printed the first currency notes for India and they were issued for the first time in March, 1862. The Currency Note Press of the India Security Press was commissioned for printing currency notes on April 14, 1928. The first notes printed there were issued from Kanpur in October, 1928. Since then this Press has the proud privilege of meeting the growing demand of currency and bank notes arising from the growth of the economy. In order to meet the growing demand for currency and bank notes, the Currency Press was further expanded by adding a New Currency Note Press in July, 1961. The currency and Bank Notes of all denominations are printed in the Currency Note Press and New Currency Note Press according to the indents of the Reserve Bank of India. There has been a phenomenal growth in its sphere of activities; it has an increasingly important role to play in the years to come.

  • The processes of progress and development in human society over the past few generations have resulted not only in a considerable rise in living standards, but also in radical changes in the composition and quality of the environment in which we live. The main causes of these changes are:
    • The rapid increase in world population.
    • The speed of industrial development and the application of new technologies.
    • Urban growth and sprawl.
    • The intensification of agriculture.
  • The combination of these has led, in many parts of the world, to the serious and ever-increasing pollution of our air, rivers and land and has created problems of waste disposal, noise, and radiation. As a result of this pollution, the health and welfare of Man, as well as his natural resources, have all been adversely affected and in those instances in which damage has been caused to nature, disagreeable living environments have resulted.
  • Water pollution
    • The factors principally responsible for water pollution are urban, agricultural and industrial waste.
    • In any one year, the volume of urban waste amounts to some 300 million cubic meters. These wastes which are untreated, or at best, partially treated, flow from the towns for many kilometers along wadis (dried-up river beds), pollute the under-ground water supply and provide a source of unpleasant odours and breeding-grounds for mosquitoes. Only 20% of our urban waste undergoes a proper process of treatment at purification plants and is recycled for irrigation purposes.
    • Industrial wastes create a serious problem of water pollution, particularly the wastes excreted by the food, textile, paper, leather, chemical and petro-chemical industries. The increasing use of chemical fertilizers, pesticides and weed-killers in agriculture also have dangerous side-effects on the environment.
  • Air pollution
    • The main sources of air pollution in Israel are caused by transportation, industry, power-generation and domestic heating.
    • The chief pollutants in our urban atmosphere are carbon monoxide, nitrogen oxides, sulphur oxides, ozone, hydrocarbons and particulates. Air pollution creates health hazards to Man and Nature, causes economic damage and creates aesthetic nuisances.
    • For Israel, the problem of air pollution is comparatively new, but it has recently reached such dimensions as to demand immediate preventive action. This has been brought about by a number of factors:
      • In several areas of the country, the degree of air pollution has risen until it now approaches permitted limits.
      • The pace of industrial development and pollution-causing activities is rapid, particularly in the coastal area where the greater part of the country’s population and industry are concentrated and where meteorological conditions are such as to interfere with the efficient dispersion of the pollutants into the atmosphere.
  • Noise pollution
    • The principal sources of noise are motor vehicles, industrial plants and places of entertainment.
    • Noise pollution is the direct result of technological progress – the more progress, the greater the volume of noise pollution. The best definition of “noise” is probably “sounds heard by a listener against his will”. This definition emphasises the fact that noise is a subjective feeling. Noise inflicts damage on Man by affecting his hearing and causing various other physiological disturbances. The Israeli who enjoys a mixed climate, spends a great part of his time out of doors. The buildings are constructed of light materials and the windows of public buildings and private homes are left open most of the year. As a consequence, in residential and office areas, environmental noise becomes a nuisance to the population at large.
  • Government action to deal with the problem of the quality of the environment
    • After protracted discussions, the government finally formulated a policy of action based on three main principles:
      • The responsibility for preventing damage to the environment falls on the various government departments as defined by existing laws and regulations. Each department must give due consideration to environmental factors when taking decisions.
      • Where decisions affecting the environment are taken by more than one department, all decisions must be approved by an inter-ministerial committee.
      • The majority of the problems of the quality of the environment can be avoided through proper preventive planning and every effort should be made to prevent the creation of problems rather than on solving them once they have arisen.
  • Conclusions
    • Most of the efforts devoted to problems of the quality of the environment are concentrated today on developing technological and other means of dealing with the existing problems and on preparing suitable and efficient laws, regulations and procedures together with operating and supervisory staff. These are the first steps that are required to be taken when dealing with the problem. In the long-run, however, we must bear in mind that many of the current problems of the environment are the result of the actions of individuals and they can be successfully solved only as a result of a change in human behaviour.

Design : For many years, the Indian P & T Department has been issuing special postage stamps on Children’s Day on 14th November. In 1971, 1973 and 1974, stamps were brought out depicting children’s paintings as their motifs. This year again, the Department has selected the stamp design depicting ‘a cow‘ done by Sanjay Nathubhai Patel from Bombay. He was seven year old when he did this painting.

About : 

  • One fact which strikes every student of Iqbal is his great versatility. First and foremost he was a poet, one of the greatest the world has known. In addition, he was an eminent philosopher, an educationist and a political thinker who played a notable role in the renaissance of the Musalmans of the sub-continent and was aptly described as the Spiritual Father of Pakistan. Although he did not join active politics till late in life, yet on his death he was referred to by the QuaidiAzam as “friend, philosopher and guide“.
  • Iqbal was born at Sialkot, a small town in the Punjab on 9th November, 1977. His ancestors who were Kashmiri Brahmans were converted to Islam nearly 300 years ago. Iqbal refers to his ancestry repeatedly in his verses :
    Look at me for in India you will not see again
    A man of Brahaman extraction versed in knowledge associate with Rum and Tabrez.
  • Iqbal finished his early education in Sialkot and migrated to Lahore in 1895 for higher studies. In Sialkot he was lucky to have as his teacher Shamsul Ulama Mir Hasan, a great Oriental scholar. Iqbal started writing verses while still at school. At that time Dagh was considered a great master of Urdu verse, and Iqbal started sending his verses to him for correction. After a short time Dagh wrote back that his verses needed no corrections.
  • Iqbal passed his M.A. in Philosophy in 1899 and was appointed Lecturer in the Oriental College, Lahore. After some time he went over to the Government College, Lahore. In 1905 he went to Europe on three years study leave, and studied at the Trinity College Cambridge, Lincoln’s Inn, London, and also at Munich University. He returned home in 1908 and soon after started law practice. He also worked at the Government College, Lahore, as a teacher for some time.
  • During his stay in England he did write verses but the output of his poetry was not considerable. On his return from England he write some epoch-making poems like Shikwah, JawabiShikwah and Shamaaur-Shair which displayed superb handling of theme and command over the language. With the publication of these poems his place among the great Urdu Poets was assured.
  • AsrariKhudi was published in 1915 and described his philosophy of the ego with great artistic efforts.
  • RumuziBekhudi appeared in 1918 and described what Iqbal considered ideal society.
  • In 1921 appeared KhizriRah and in 1922 Tulu-i-Islam. The poem Khizr-i-Rah still shows signs of quest and search, but the poem TuluiIslam shows faith and hope. Both the poems are in Urdu and rank amongst Iqbal‘s finest poems. After the publication of these poems appeared the book PayamiMashriq. This book is a collection of miscellaneous poems in Persian, and was written in response to Goethe‘s West Ostlicher DivanPayam-i-Mashriq was followed by BangiDara which is actually a collection of Iqbal‘s Urdu verses which were published prior to 1922, and two years later came the ZaburiAjam. The book contains mystic vitalising and ennobling verses. Zabur-i-Ajam was followed by Javid Nama what can be truly regarded as Iqbal‘s magnum opus. Iqbal has said about this book :
    What I have said is from another world.
    This book has come from another Heaven.
  • After finishing Javid Nama Iqbal turned to Urdu again, and published a collection of Urdu poems BaliJibril in 1935 and another collection ZarbiKalim in 1936. In 1934 he had published a Persian poem Musafir. Another Persian Poem Pas Che Bayad Kard was published in 1936. The final collection of his poems appeared posthumously. It was known as ArmaghaniHijaz.
  • This is the story of Iqbal‘s poetry told briefly.
  • In 1923 he was persuaded by friends and admirers to stand for the Punjab Legislative Council, but as his old friend, Mian Abdul Aziz, wanted to stand from the same constituency he decided not to stand. But he stood for election from the same constituency in 1926. He continued as a member of the Punjab Legislative Council for 3 years and made valuable contributions to the deliberations of that august body.
  • In 1930 Iqbal was elected President of the Muslim League Session held at Allahabad in India. In the course of his epoch-making presidential address he said, The unity of an Indian nation, therefore, must be sought, not in the negation but in the mutual harmony and co-operation of the many. The statesmanship cannot ignore facts, however, unpleasant they may be. The only practical course is not to assume the existence of a state of things which does not exist, but to recognize facts as they are, and to exploit them to our greatest advantage. And it is on the discovery of Indian unity in this direction that the fate of India as well as of Asia really depends. India is Asia in miniature.
  • In 1931 he attended the Round Table Conference which met in London to frame a constitution for the Indo-Pakistan sub-continent. He took an active part in the various committees appointed by the Conference and contributed much.
  • In 1932, Iqbal presided at the annual session of the Muslim Conference and delivered a thought-provoking address.
  • Iqbal developed kidney trouble in 1927. He wanted to visit Vienna for its treatment but some friends advised him to visit Hakim Abdul Wahab (Hakim Nabina) for treatment. Hakim Abdul Wahab‘s treatment cured him of the complaint and he kept good health till 1934, when he developed heart trouble accompanied by loss of voice. Treatment was tried for this in Bhopal and Delhi without any success. This illness took a serious turn on 25th March, 1938, and in spite of the best medical aid and careful nursing he breathed his last in the early hours of 21st April, 1938.
  • Half an hour before he breathed his last Iqbal recited the following verses which he had composed earlier :
    The departed melody may recur or not
    The zephyr may blow again from Hejaz or not
    The days of this Faqir have come to an end
    Another seer may come or not.
  • After the Pakistan Resolution was passed by the Muslim League in its Lahore Session, on 24th March, 1940, the Quaid-i-Azam said to Matluh Saiyyid, Iqbal is no more amongst us. But had he been alive he would have been happy to know that we did exactly what he wanted us to do. No greater compliment could have been paid to Iqbal for his political services to the Muslims.
