Design : The format of the stamp is horizontal. The emblem of the Pakistan Hockey Federation forms the main subject of the design, printed in Red colour against a Yellow background. The caption “World Hockey Champions” (Barcelona-1971) appears at the bottom of the emblem in black. The world Hockey Cup appear on the top right side of the stamp in Black and Red against Blue background, while the word “Postage” in English appears in Black, below the denomination against blue background. The denomination and word “Paisa” appear below the cup in reverse against the blue background, whereas the word Pakistan in Urdu, English and Bengali appears at the bottom of the stamp in reverse against Blue Background.

• Pakistan Hockey Team has won the following events in succession :–
  • World Olympics Mexico – 1968;
  • Asian Games, Bangkok, 1970;
  • First World Cup Tournament at Barcelona (Spain), 1971.
• Pakistan Hockey Team have thus reached the pinnacles of glory and are now the World Hockey Champions. The performance of the Pakistan Hockey Team has throughout been of the highest order; the individual players having been endowed with excellent basic skills. By virtue of their magnificent victory over Spain in the Barcelona Tournament, the Pakistan Hockey Team has brought back the beautiful cup donated by their own Federation.
• Ever since Independence, Pakistan Hockey team has had a chequered history. They lost in the London Olympics (1948) and the Helsinki Olympics (1952) but reached the finals in the Melbourne Olympics (1956); they won the Gold Medal in the Asian Games at Tokyo and became Hockey Champions in Rome Olympics (1960). In 1962, Pakistan successfully defended the Asian title by defeating India but suffered setback in Tokyo Olympics (1964) and, again, lost the Asian title in 1966. In the International Hockey Festival held in Lahore in 1968, however, Pakistan finished on top and won the World Olympics in Mexico City (1968), also winning the Asian Games at Bangkok (1970) and the First World Cup Tournament at Barcelona in 1971. • In the annals of Indian Cricketing, 1971 will long be remembered. It was in this year the Indian Cricket Team won two rubbers in a row, one against the powerful West Indies team and the other against England, on English soil.
  
• During their tour of the West Indies from Feb. 1971 to April, 1971, the Indian team led by Ajit Wadekar gave a very good account of themselves, winning the second test at Trinidad, the other four tests having ended in a draw. This tour was remarkable in many ways. India discovered a new batting hero in the young Sunil Gavaskar. The second test won by the Indian team at Trinidad (this test marked the silver anniversary of games between India and the West Indies) was also the first test ever won against the powerful West Indies team. The Indian success was mainly built around the three spinners, Prasanna, Bedi and Venkatraghavan and the batting support of Gavaskar and Sardesai, under the inspiring captainship of Wadekar.
  
• Close on heels after the remarkable test win against the West Indies, India gained a few months later (on 24^th August 1971 to be exact), her first Test Victory on English soil against England (and with it the rubber) at Kennington Oval, the scene of many memorable Test struggles since 1880. Again the honour of captaining the winning team went to Ajit Wadekar, who was ably assisted by the spinners Venkatraghavan and Chandrasekhar. Out of the 3 Tests played two (played at Lord’s and Trent Bridge) ended in a draw and India won the third test at the Oval by four wickets.

• Jordan, an Arab country, lies south of Syria, west of Iraq, north of Saudi Arabia and east of the occupied part of Palestine. The port of Aqaba in the far south gives Jordan a narrow outlet to the Red Sea. Since the beginning of time, Jordan served as a stage for the rise and fall of successive civilizations, both indigenous and foreign, which have greatly influenced the course of human progress. The total area of the country including the West Bank is 37,500 sq. miles.
• Pakistan which has very cordial relations with Jordan provides that country with training assistance in a number of fields including irrigation, telecommunications and banking. A number of cultural scholarships are also provided every year to the Jordanian students for studies in Arabic language. The trade relations between the two countries have been successively strengthened. Exports from Pakistan have been gradually increasing. Phosphate is Pakistan‘s main import from Jordan.
• Jordan has been extending valuable support to Pakistan on various occasions such as the Islamic Summit at Rabat in 1969.
• Jordan is a constitutional monarchy. The King is head of the state and appoints the Prime Minister. There is a bi-cameral legislature. The Senate is appointed by the King. The House of Deputies is elected.

• Visva-Bharati, the internationally famous seat of learning founded by Rabindranath Tagore, grew out of the Santiniketan Asrama founded in 1863 by Maharshi Devendranath Tagore, father of Rabindranath Tagore. In December 1901, an experimental school was started here by Rabindranath Tagore with only 5 students on the roll, mainly, as a result of his reaction against the joyless, mechanical system of education then prevailing in the country. The Government of the time was positively hostile to the institution and the school was never in a very flourishing condition financially. Nevertheless, the school was kept going mainly by efforts put in by a band of devoted workers who had gathered around Rabindranath. It was about the year 1912 Rabindranath was fortunate in securing the services of C. F. Andrews and W. W. Pearson who came to Santiniketan to share his work. For a short time even Mahatma Gandhi had made Santiniketan his home along with the students of his Phoenix School. However, in later years his other pre-occupations did not permit his being actively associated with Santiniketan even though Santiniketan always remained dear to his heart.
• After his tour of Japan and America, in December 1918, Rabindranath Tagore began to actively pursue the idea of creating an institution at Santiniketan which would be a true centre for all the different cultures of the East. He received the most warm and sincere cooperation from his colleagues in this endeavour. The name ‘Visva-Bharati’ came into existence at about this time and its motto – Yatra Visvam Bhavatyekanidam “Where the world makes its home in a single nest” was chosen. From 1919 arrangements were made at Visva-Bharati for providing courses of higher studies in Buddhist Literature, Vedic and Classical Sanskrit, Pali, Prakrit etc. Art and Music occupied an important place in Rabindranath‘s system of education. The art section was fortunate to have the guidance of the renowned Nandalal Bose.
• The formal inauguration of Visva-Bharati took place in December 1921. As Rabindranath has put it; “Visva-Bharati represents India where she has her wealth of mind which is for all. Visva-Bharati acknowledges India‘s obligations to offer to others the hospitality of her best culture and India‘s right to accept from others their best.” Visva-Bharati soon became alive with various activities. A number of distinguished educationists and scholars flocked to this place from various countries abroad and from various parts of India. The practical idealism of Rabindranath also found shape here in the Institute of Rural Reconstruction which he established at Sriniketan about a mile from Santiniketan.
• After the death of its founder in 1941, Visva-Bharati had a difficult period for sometime. Abanindranath Tagore, the renowned artist, held the reins of the institution for some years, in spite of his failing health. After Abanindranath Tagore, Srimati Sarojini Naidu, the eminent poetess of India held the office of Acharya of the Visva-Bharati till her death. Shri Jawaharlal Nehru was then elected the Acharya of Visva-Bharati.
• Considering the importance of the institution, the Indian Parliament declared Visva-Bharati in May 1951 to be an institution of national importance and it was incorporated as a residential university by an Act of the Parliament and Shri Jawaharlal Nehru became the first Chancellor of the University.

• UNICEF came into being on December 11, 1946 in pursuance of the unanimous vote of the United Nations General Assembly. In the beginning, it had limited and temporary functions, having been designed as an emergency measure to ameliorate the plight of children in countries which had been torn apart by war, mostly in Europe. After this immediate post-war emergency was met, however, the emphasis of UNICEF’s work shifted and since then its efforts have been turned towards the chronic needs of the children struggling for life in the developing nations.
• The primary concern of the United Nations Children’s Fund (UNICEF) is to help mobilize the world’s resources to meet the needs of the children in low income countries. Three-fourths of the world’s children live in such countries. About 30,000 of them die every day from lack of proper food or because of insufficient medical care. A majority of them lack the educational and social opportunities they need to grow up as useful citizens of the world. UNICEF tries to encourage and stimulate the efforts of people and governments in every country to do more for children. It helps them by providing the kind of effective international aid that can serve as a lever for mobilizing and co-ordinating local resources and thus create lasting improvements for children.
• UNICEF strives to give today’s children the kind of help which will make them able, tomorrow, to work to abolish the causes of distress. Children who live short and unhappy lives – in poverty, hunger and sickness – are a heavy burden to the world but if they can live long, productive and happy lives, enjoying the advantages of health and education, they are the world’s greatest assets.
• UNICEF aids children in three basic ways :–
  • (1) It helps governments to formulate specific projects to meet the most important needs of children.
  • (2) It purchases supplies and equipment and ships these around the world for use in connection with specific projects in permanent health services, disease control campaigns, nutrition programmes, family and child welfare services, education and vocational training and emergency aid.
  • (3) It provides stipends and grants to help train social service personnel, nutritionists, technicians, teachers, midwives, nurses and other health workers who will work directly with children.
• UNICEF assists developing countries to meet specific problems in six major spheres permanent health services, disease control nutrition, family and child welfare, education and vocational training, and emergency aid.
• In over 100 countries, governments are making sustained efforts to establish and expand maternal and child health services – often including immunization environmental sanitation and health education – as part of broad national health systems UNICEF provides basic technical equipment, vehicles and supplies (in many cases including drugs, milk powder vitamins and soap) to networks of maternal and child health centres and pediatric wards in district hospitals. In all UNICEF has so far helped to equip 33,000 health centres and sub-centres, which provide continuing services for more than 100 million persons, mostly children and mothers.
• Malaria, tuberculosis, yaws, leprosy and trachoma are serious communicable diseases which afflict many millions of children. The prevention and cure of these diseases is now technically feasible in a number of developing countries. UNICEF assists campaigns against such major communicable diseases by providing insecticides and sprayers, drugs and antibiotics, laboratory and clinical supplies, vaccines and health education materials. In one recent year alone, for example, UNICEF provided insecticides that protected 35 million persons in 27 countries from Malaria.

About : 

• Shri Chandrasekhara Venkata Raman was born at Tiruchirapalli, in South India, on 7^th November, 1888. When he was 4 years old, his father accepted an appointment as a lecturer in Physics in a college at Visakhapatnam where Raman completed his High School education. In 1903, Raman joined the Presidency College, Madras, where he took his B.A. and M.A. degrees, winning the highest distinctions. Even as a student at the Presidency College, young Raman took considerable interest in scientific research which was then almost unknown in India and had also published the results of his work in well-known international journals. It was very obvious even at that time, that he was cut out for a distinguished scientific career. In 1907, Shri Raman was appointed as Assistant Accountant General at Calcutta, having secured the first place in the competitive examination held by the Indian Finance Department. For a time, Shri Raman was associated with the P & T Department when he was the Deputy Accountant-General for P & T at Calcutta. For nearly a decade, Shri Raman, while serving in the Indian Finance Department, also found time to keep alive his interest in science and for contributing papers in different branches of Physics. When the Palit Chair of Physics was endowed at Calcutta University, Shri Raman accepted the appointment in 1917, even though he was financially a loser in resigning from a lucrative appointment under the Government of India.
• The period from 1917 to 1932 was one of intense scientific activity for Shri Raman. Many youngmen gathered around Shri Raman and many of his notable achievements in the realms of acoustics and optics pertained to this era. As a natural sequel to his studies on the scattering of light, Shri Raman discovered in early 1928 a new phenomenon, now named after him as “Raman Effect.” In 1930, Shri Raman was awarded the Nobel Prize for Physics for this discovery which found innumerable uses in unravelling the molecular structure of very many complicated compounds.
• Honours came to Shri Raman from far and wide. He was elected a Fellow of the Royal Society of London in 1924 and was knighted in 1929. Shri Raman established the Indian Academy of Sciences with Headquarters at Bangalore in the year 1934 and continued his association with this Academy till his death. In 1933, Shri Raman was appointed as Director of the Indian Institute of Science at Bangalore. Since 1948 till his death he had been Director of the newly founded Raman Research Institute, Bangalore, to which he himself made substantial gifts of money securities and real estate. The Institute boasts of an impressive collection of minerals, diamonds, etc., which Shri Raman assiduously collected from all over the world. The later day research of Shri Raman on the structure of diamonds and other gem stones was carried out at this Institute.
• Besides being an outstanding genius in science, Shri Raman was also a good public speaker and his lectures always attracted popular attention. His very simple and unassuming manners, his delicate sense of humour and his love of music gathered around him a number of friends from different walks of life.
• Shri Raman died after a brief illness in the early hours of the morning of Saturday, the 21^st November, 1970. His mortal remains were cremated in the premises of the Institute which he founded and nursed assiduously in his later life.

Issued for : The P&T Department has been actively associated with the celebrations of the Children’s Day since 1957. It is once again the privilege of the P&T Department to bring out a special commemorative stamp to focus the attention of the public on this very important national resource – the budding youngsters. The stamp which is being brought out this year shows a Nehru Gold Medal winning entry by Miss Geeta Gupta in a recent “on the spot” painting competition for children, sponsored by Shankar‘s Weekly. The design adopted on the First Day Cover, which is being issued on the occasion, is based on a prize winning entry submitted by Miss Vidooshi Sharma in the Shankar‘s International Children’s Competition held in 1969.

• As has been the practice in the past, India is celebrating Children’s Day this year on the 14^th of November, which is also the birthday of the late Pandit Jawaharlal Nehru who was known to the children all over the country as ‘Chacha Nehru‘ – the benevolent uncle who took such an immense interest in their welfare. The theme selected for this year’s celebrations is “Young Human resources – the key to national development.” The wealth of the country may be measured in terms of its industrial output, export earnings etc., but there can be no truer index of a nation’s wealth than our future human resources, the coming generation, the children of that country. It is these youngsters of the country who have to be at the helm of affairs tomorrow guiding the destinies of the nation. There can be no greater national task than the work of developing and shaping the children for their future responsibilities in their formative years.

Issued for : To commemorate the 25^th Anniversary of UNESCO, the Pakistan Post Office is issuing a postage stamp of 20-Paisa denomination on 4^th November, 1971.

Design : The format of the stamp is horizontal. A red border encloses the site of the Great Bath at Moenjodaro, in sepia colour. The caption ‘UNESCO’ ’25^th Anniversary’, the words ‘Save Moenjodaro‘ and “25^th Anniversary” lie in the top panel where, again, on the right hand side, appears a reproduction of the UNICORN, symbolic of Moenjodaro Civilisation. ‘UNESCO’ is in black while the words ‘Save Moenjodaro‘ are in dark sepia and the words ’25^th Anniversary’ appear in reverse. The words Pakistan in Bengali, English and Urdu appear at bottom in reverse. The denomination, postage and Paisa appear in dark sepia on left bottom corner. The words ‘Great Bath’ in dark brown appear in right bottom corner of the vignette.

• UNESCO – the United Nations Educational, Scientific and Cultural Organization – is one of the Specialised Agencies of the United Nations Organization.
• It is now 25 years old, its official establishment in Paris dating from 4 November, 1946, following the acceptance by twenty States of its Constitution drawn up the year before in London at a Conference attended by representatives of forty four countries, invited by the Governments of France and the United Kingdom.
