• With the rise of fraudulent and illegal migration, Ministry of External Affairs has been making constant efforts to educate migrants about the perils of illegal channels. Illegal migrants may be forced to live a wretched existence in the target country through illegal channels because they will be unable to legitimately enroll in any assistance or protection systems introduced by GOI. Instead, they will be subjected to harsh, insecure, and unpleasant living situations, as well as a significant danger of being exploited by unlawful employers who may force them to accept flexible work schedules at low rates and in hazardous working conditions. As a result, international migration has become centered on the necessity for both safe and trained migration.
• Given our robust demographic dividend and rapidly changing global economic world order, Ministry of External Affairs has also been working on various activities such as aligning e-Migrate portals with other Ministries in India as well as Governments of host countries for skilling and mapping overseas opportunities and promoting legal migration to boost the Indian workforce’s sustainable employment ecosystem and entrepreneurship opportunities. The Ministry has also been coordinating with a number of State governments and stakeholders to disseminate information on the Indian Diaspora and overseas employment opportunities.
• With an aim of promoting safe and legal migration as well as overseas career prospects, the Ministry of External Affairs (MEA) has launched the ‘Surakshit Jayen Prashikshit Jayen – Go Safe, Go Trained’ campaign to raise awareness and facilitate safe and legal migration. The goal of this campaign is to raise public awareness about the importance of using safe and legal channels while travelling for job so that well-informed migrants will be able to seamlessly integrate and have a safe and productive stay abroad. This motto has earlier been widely publicized through awareness generation workshops and Pre-Departure Orientation & Training (PDOT) imparted to the prospective migrants.
• To give a further impetus on visibility of Ministry’s unique campaign, a Postal Stamp with a tagline on Surakshit Jayen Prashikshit Jayen is being released on the occasion of the 17^th PBD Convention at Indore, Madhya Pradesh on 8-10 January 2023 to maximize the visibility among the prospective migrants. It is anticipated that the Stamp release will generate much needed awareness for promoting safe and legal migration and overseas employment opportunities.

• The Indian Air Force’s C-130J Super Hercules is an Advanced Mobility Special Operations Platform with maximum payload capacity of 20 Tonnes. It is a highly sophisticated platform primarily designed to support India’s Special Operations requirements. The IAF inducted this aircraft in January 2011 and it is ideally suited to India’s mission environment which often involves operations from Advanced Landing Grounds (ALGs) located at high elevations under adverse weather conditions.
  
• The Super Hercules is a versatile platform and is equipped with state of the art avionics, navigation and advanced defensive suite. This aircraft is utilised to undertake diverse roles across varied terrain in extreme weather conditions. Modern electro-optical infra-red pod, glass cockpit, head-up displays, in-flight refueling probe, enhanced cargo handling system and external fuel tanks are an integral part of this aircraft. It has a unique feature of automated formation flight wherein 36 aircraft can be flown in formation with Station Keeping Equipment. The aircraft can also be used for mass troop deployment, Special Operations, Air to Air refueling and Humanitarian Assistance & Disaster Relief (HA/DR). Its superior onboard navigation technology enables it to perform precision low level tactical flying, supply & personnel airdrop and assault landing in adverse conditions. The platform is capable of undertaking ultra-low level missions to augment ground forces with airdrop of troops and material. The aircraft offers fully automated independent precision approach under dark night conditions with support of Night Vision Devices.
  
• The aircraft created history on 20 August 2013 when it was landed at Daulat Beg Oldie, a strategically placed Advanced Landing Ground. This landing with high all-up weight at an elevation of 16614 ft above mean sea level made an entry into ‘Limca Book of World Records’ as ‘Heaviest Aircraft to Land at the Highest Airfield’. This boosted the morale of not only the pilots but also the ground forces.
  
• Since induction, C-130J has been employed as one of the main aircraft for the IAF transport operations within and outside the confines of the Indian subcontinent. In 2013, as floods wrecked havoc in Uttarakhand, the aircraft was extensively utilised in disaster relief operations termed Operation Rahat. In addition to evacuating distressed personnel, the aircraft was also used as an innovative Fuel Bridge at a semi-prepared airfield named Dharasu. This proved vital in sustaining prolonged helicopter operations in Uttarakhand valley towards HA/DR.
  
• The other HA/DR missions, in which Super Hercules was used, include relief operations in Philippines post Cyclone ‘Haiyan’, Vishakhapatnam post Cyclone ‘Hud Hud’ and flood relief operations in Myanmar and Chennai. In September 2014, Srinagar valley was hit by torrential rains and flooding of Jhelum River. The C-130J was brought into action at short notice thereby becoming a part of the largest humanitarian aid operation termed Operation Megh Rahat. In 2015, the IAF used the Super Hercules to airlift necessary recovery equipment to Kathmandu. This was in the wake of the crash landing of a Turkish Airlines aircraft which left the busy Kathmandu runway unusable by any other aircraft. Barely a month later, when a devastating earthquake struck Nepal, India was the first country to send its C-130J for rescue operations. More than 600 passengers were evacuated and relief material was flown in.
  
• The capabilities of the C-130J Super Hercules allow it to be used towards projection of IAF’s potential in any part of the globe to protect our National interests. This versatile and potent platform is operated by thorough professionals and is located at Air Force Station Hindan. Upholding the true spirit of the professionalism of the IAF, the aircraft indeed does proudly ‘Touch the Sky with Glory’.

• Owing to rapid industrialization and modernization of the country, the security of life and property in such a community is to be developed so that there is neither loss of life nor damage of property without adequate fire protection measures being adopted.
  
• The regular Fire Services in India first came up in Bombay (Mumbai) & Calcutta (Kolkata) during the British period. The great fire of Bombay occurred in 1803 and the first nucleus of fire service in India took shape. Prior to this, the Police force was entrusted with fire fighting jobs. In 1822, the service in Calcutta was organized under the Calcutta Police. In 1855, the Bombay fire brigade was officially formed and formally placed under the police as a part-time function of the Police under Government and a regular fire service with horse drawn fire engines came into being in Bombay under the control of Police. Bombay Fire Brigade was placed jointly with the Government and Municipal Corporation in 1865. Five fire engines, three horse-drawn and two manually operated, were in included in the Calcutta Fire Brigade and in 1872, the Calcutta fire brigade came to be financed by the Calcutta Corporation and the suburban municipalities. By the Municipal Act 1872 and 1878, insurance companies were made to contribute towards the maintenance of the fire brigades. In 1888, through the Bombay Municipal Corporation Act, protection of life and properties against fire became the obligatory duty of the Bombay Municipal Corporation. Delhi is believed to have got a fire brigade in 1867, but organized form of fire stations is believed to have started in 1896 under the Municipal Corporation.
  
• In 1907, the first petrol driven motor fire engine was imported and commissioned in Bombay Fire Brigade. W.J. Scully of Bombay Fire Brigade joined the Bombay Salvage Corps, which was formed on 1^st May 1907 by 37 Insurance Companies. One of the prime objectives of the Corps, apart from salvage operation, was to minimize chances of fire.
  
• The Madras city fire brigade was established in 1908 by the Municipal Corporation of Madras after a devastating fire in the city.
  
• In the year 1910, the provincial Government of Bengal appointed a committee to recognize the Fire Brigade. The Calcutta Fire Brigade laid foundation of modern and well equipped services in the East. Street Fire Alarm System was first introduced in 1913. Motorization of the Brigade was completed by replacing horse drawn steam Engine in 1920.
  
• After Independence, the Fire Services in India were incorporated under the 12^th schedule of the Constitution, provisions of Article 243 W within the domain of municipalities. Today, the Fire Services are organized by the concerned States and Union Territories.
  
• Over a period, the role of the Fire Services has undergone a considerable change and now it includes attending to fire incidents and emergency situations like building collapse, drowning and road accidents, carrying out search rescue operations, providing first aid on site and implementing fire safety codes.
  
• 14^th April is observed throughout the country as the Fire Services Day to pay homage to all the gallant firemen. 14^th to 20^th April is observed as Fire Service Week where activities highlighting fire safety and prevention through demonstrations, mock drills are held along with exhibitions and conferences.
  
• A National Fire Emblem was conceived by the Standing Fire Advisory Council, the apex body on the subject, and was adopted in 1968. The emblem indicates a hand of the firefighter holding the flame at the centre surrounded by blue circles symbolizing water controlling the fire. At the outer periphery, the silver grey fumes of smoke are visible. The motto of Fire Services “Tranayasevamahe” (in Sanskrit) or “We Serve to Save” has also been incorporated in the emblem.

• Food safety is a growing concern across the world. There is an increasing need to provide greater assurance about the safety and quality of food to consumers. Accordingly, Food standards are expected to acquire greater importance given the increasing concern on food safety. The concept of food safety and quality is important for all stakeholders starting from the farmers to the processors, to the retailers and to the consumers.
• The issue of food safety and quality is to be tackled with a multi prolonged, coordinated strategy with various stakeholders. Improving food safety and quality is a constant and continuous effort. It is, therefore, necessary that personnel involved in managing, handling, storing, production and distribution of food for mass consumption are appraised/reoriented of the issues pertaining to food safety and quality.
• Keeping in view the urgency and spreading awareness amongst masses, the Ministry of Food Processing Industries (MoFPI), Government of India is observing the year 2008-09 as “Food Safety & Quality Year” with the approval of the Union Council of Ministers.
• Personal hygiene of staff and protective clothing, safe drinking water, safe serving, hand wash before and after handling food, purchasing certified products like BIS, AGMARK Certification etc. microbiological safety of served foods, food testing and analysis, hygienic maintenance of kitchen, pest control in kitchen, use of dustbins etc. aspects need a specific attention. Food safety begins from the farm and remains important through the entire food supply chain till the plate of the consumer. A critical link in the chain in Food Safety Practices is Kitchens.
• In domestic and global markets, quality and safety have become critical requirements for enterprises producing food and providing food related services. One of the functions of the Ministry of Food Processing Industries is to encourage the food processing industries in adoption/implementation of food safety and quality assurance mechanisms and build their capacity to conform to national/international food standards. The concept of food safety and quality is important for all stakeholders stating from the farmers to the processors, to the retailers and to the consumers.
• The food processing industry provides us with nutritious products, generates employment, investment and exports, links processing with farming, food retailing, food service and export trade. It is of enormous significance for India’s development because of the vital linkages and synergies that it promotes between two pillars of economy, namely industry and agriculture. Safe food is equally important for export in this competitive world.
• The Governments all over the world are intensifying their efforts to improve safety and quality of food, working on research and development, in response to increasing number of food safety problems and rising consumer concerns. Recent trends in global food production, processing, distribution and preparation are creating an increasing demand for food safety research in order to ensure a safer global food supply.
• To heighten public awareness about the world food problem and strengthen solidarity in the struggle against hunger, malnutrition and poverty, 16^th October is celebrated as ‘World Food Day‘ every year the Ministry is observing 16^th October 2008 as “Food Safety & Quality Day” and release Commemorative Postal Stamp and First Day Cover in “2^nd International Food Regulatory Summit, 2008” being held at hotel The Radisson, NOIDA.

• The Directorate General of Mines Safety (DGMS), Dhanbad, a subordinate office of the Union Ministry of Labour is entrusted with the responsibility of ensuring safety, welfare and health of workers employed in mines.
• Mining has provided vital inputs for the tremendous technological and economic development achieved by humanity in modern times. The procedures involved in the actual extraction of minerals from the depth of the earth, however, continue to be tedious and hazardous, despite the concerned technologies having been refined many times over with the passage of time. Innumerable dangers loom large at every corner of the process and mining has rightly been deemed to be a war with the unpredictable forces of nature.
• The DGMS, originally called Bureau of Mines Inspection, was set up in 1902 with its headquarters at Calcutta. The headquarters was shifted to Dhanbad in 1908 and the organisation re-designated with its present name in 1967.
• At the headquarters of the DGMS, the Director General is assisted by staff officers who have specialisation in different disciplines like mining, electrical engineering, mechanical engineering, occupational health, law, survey statistics, administration and accounts. The field formations of the organisation have been grouped into six geographical zones and each zone, further divided into three or four regions/sub-regions. The country has about 600 coal mines, 6000 non-coal mines and 32 oil mines. Together they employ hundreds of thousands of workers. The total staff who deal with safety and health aspects in the different mines or the country number about 1100. In its hundred years of existence, the organisation has been closely associated with the policies and planning, research & development, education and other allied activities connected with the mining industry of the country. Keeping pace with the latest developments in mining technology and taking the circumstances of a developing nation into consideration, DGMS has developed skills and resources to achieve targets against many odds.
• The DGMS has been striving to reduce the risk of occupational diseases and casualties to mine workers by drafting appropriate legislation and laying down standards. In order to ensure compliance of these laws and standards, it has initiated a variety of awareness programmes. The vision of the DGMS is to ensure nationally acceptable and internationally comparable standards of health, safety and welfare for employees of Indian mines.

• The last two decades have been periods of very high growth rates for motor vehicle populations and road accidents in India. However, practical experience suggests that it may not be desirable to introduce all the safety procedures developed in high income countries (HICs) into India.
• There are some major differences in HICs and India: (i) A vast majority of the traffic fatalities in India are pedestrians, cyclists and motorcyclists but automobile occupants constitute a small proportion of the total. (ii) Trucks and buses are involved in a very large proportion of the crashes in India whereas in the HICs a major proportion of crashes involves automobiles. (iii) Compared to HICs, India has a large variety of vehicles on the road and the variation in road speeds of these vehicles is also very high. (iv) In HICs a great deal of road traffic is routed onto limited access expressways. This will not be possible in India for the next few decades or ever.
• Motorcyclists, pedestrians and cyclists constitute over 70% of road crash fatalities and car occupants less than 5%. Trucks and buses are involved in more than 60% and cars in less than 10% of the fatal crashes. None of the cities in HICs have ever had such vehicle use or fatality patterns.
• The above clearly indicates that road safety priorities in India will have to be very different from those in HICs. Obviously, in India much more attention has to be given to the safety of the unprotected road users rather than car occupants.
• In order to think of more effective and efficient ways of reducing injuries and fatalities in a cost effective manner, an International Conference on Traffic Society is being held in New Delhi from 27 to 30 January 1991. The Conference will bring together all professionals working in the area of traffic safety to discuss the various aspects of traffic safety with particular reference to problems of pedestrians, two-wheeler riders and bus-commuters. The Conference will also discuss concrete methods of preventing crashes, improved emergency care of the injured, ways of influencing decision makers and changing road user’s behaviour.
