About :

  • India’s relations with South Africa date back several centuries. India was the first country to sever trade relations with the apartheid Government in 1946. Diplomatic and consular relations with South Africa were restored in November 1993.
  • IndiaSouth Africa relations have been growing from strength to strength. 2017 marked 20 years of Strategic Partnership between the two countries (the Red Fort Declaration for Strategic Partnership was signed by the Prime Minister of India Shri Deva Gowda and President of South Africa Nelson Mandela at New Delhi in March, 1997). 2018 marks 25 years of the establishment of relations between India and South Africa and also marks the 125th year of the Pietermaritzburg railway station ‘incident’ involving Mahatma Gandhi.
  • Our bilateral relations have been strengthened and nourished by a regular exchange of visits at the Head of the Government, Head of the State, Ministerial, Parliamentary and official levels. A number of bilateral agreements have been concluded between the two countries since 1993 in areas ranging from economic and commercial cooperation, defence, culture, health, human settlements, public administration, science and technology to education.
  • Under the IBSA & BRICS Initiatives, both countries interact regularly at all levels. On the Commercial & Economic front, our bilateral trade was US$ 9379.71 million in 2016-17 and from 01 April, 2017 to 31 January, 2018 it is US$ 8812.22 million. India is the fourth largest trade partner of South Africa. About 150 Indian companies have their presence in South Africa, with an estimated investment of about US$ 10 billion.
  • Regular cooperation has been witnessed in the areas of sports. Approximately 1000 South African nationals have been trained under the Indian Technical and Economic Cooperation (ITEC) programme since 1993-94. The South African Indian origin community numbers around 1.5 million which constitutes about 3% of South Africa’s total population. South Africans of Indian origin are well-represented in government, business, media, legal and other professions. The year 2010 marked the 150th anniversary of the first arrival of Indians in South Africa. 2014 marked 100 years of Gandhiji’s final departure to India from South Africa which date is commemorated annually as Pravasi Bhartiya Divas.
  • The theme for IndiaSouth Africa: Joint Issue is “20 years of Strategic Partnership between India and South Africa” depicting images of Deendayal Upadhyaya from India and Oliver Reginald Tambo from South Africa on stamps.
  • Deendayal Upadhyaya:
    • Deendayal Upadhyaya was born on 25 September, 1916, in the village of Dhankia in Rajasthan. He lost his parents at an early age and was brought up and educated at his maternal grandfather’s place under difficult conditions. Deendayal drew strength from the hardships and sufferings around him and rose above his circumstances through sheer grit and determination. He received primary education at Kota and Rajgarh. He matriculated from Sikar. Deendayal went to Pilani to study for his intermediate. He topped the board examination in 1937 with distinction in all subjects. Subsequently, he became the General Secretary of the Bharatiya Jan Sangh and later its President.
    • Deendayal was a deep and original thinker. In the field of politics and economics, he was pragmatic and down to earth. He visualized for India a decentralized polity and self-reliant economy with the village as its base. He was open to the use of modern technology but wanted it to be adapted to suit Indian requirements. He placed the nation’s interests above everything else. He died on 11 February, 1968.

While teaching, he became a very active member of the African National Congress (ANC), forming its Youth League (ANCYL) and became its first National Secretary in 1944. He was promoted as president of the Transvaal ANCYL in 1948 and national vice-president in 1949. In 1951, he formed the first black law partnership with Nelson Mandela. In 1953, he became Secretary General of the ANC and in 1958, its Deputy President. In 1960, after the Sharpeville Massacre, the ANC feared increased attacks on their members, Tambo was asked by the ANC to travel abroad and set up the ANC’s international mission. Thereafter, Tambo headed the ANC diplomatic mission to campaign globally and gain support for the anti-Apartheid cause. He also addressed the UN General Assembly of the Special Political Committee, appearing for the freedom of South Africa. In 1963, he gave a passionate plea to the UN for the release of political prisoners in South Africa prisons.
    • In 1967, after the death of ANC President – General Chief Albert Luthuli, Tambo became Acting President until his appointment was approved at the Morogoro conference in 1969. He served as President of the ANC till 1990, when Nelson Mandela was elected President. In 1990, Oliver Tambo and his family returned home after 30 years in exile. He passed the leadership baton to Nelson Mandela. He was elected as a National Chairperson of the ANC. He died on 24 April, 1993 at the age of 75 years.

About :

  • Mehr Chand Mahajan was the third Chief Justice of India. His contributions for both on and off the Bench, will always remain a philosophical stimulus for the legal fraternity. Law Reports are a testimony of his work as a judge. He authored many famous decisions and landmark cases. Justice Mahajan made his name as an accomplished lawyer, a respected judge, and an influential politician.
  • Justice Mehr Chand Mahajan was born in a small village called Tika Nagrota in the Kangra district of Himachal Pradesh in 1889. His father, Lala Brij Lal, was an advocate, who later established a reputed legal practice at Dharamsala. After completing middle school, he went to study in the Government College, Lahore, graduating in 1910. He enrolled in M.Sc. Chemistry, but switched to law following persuasion from his father. He earned an L.L.B. degree in 1912 from the Punjab University, Lahore and started his legal practice at Dharamsala. Soon, he shifted to Gurdaspur. It was at Gurdaspur, that he attained recognition as a lawyer. He thereafter, moved to the Lahore High Court. Within a few years, he became a leading advocate at Lahore, where he argued many important cases and was President, High Court Bar Association, Lahore from 1938-43. Mehr Chand Mahajan was appointed judge of Punjab High Court in September 1943. As a permanent judge, he superseded two sitting judges, one of whom was an Englishman, on the recommendation of the then Chief Justice, Sir Trevor Harries.
  • Maharaja Hari Singh, the ruler of Jammu and Kashmir (in May 1947), sent Maharani Tara Devi and his son, Dr. Karan Singh, to meet Justice Mahajan, to offer him the post of Prime Minister. Justice Mahajan’s name was proposed by Sardar Patel – the then Home Minister of India. Before the offer could fructify, Justice Mahajan was made a member of the Radcliffe Commission as an Indian National Congress nominee. As a member of the Commission, he made a momentous contribution, by persuading Lord Mountbatten, to award Gurdaspur (initially awarded to Pakistan), to India. Justice Mahajan’s suggestion, that River Ravi should be made the boundary, dividing India and Pakistan was also accepted. Only, because Gurdaspur is a part of India, it became possible for India to make a road and rail link, connecting Jammu & Kashmir, with the rest of the country.
  • After the Radcliffe award, Justice Mahajan who was Judge of the High Court of East Punjab joined the post of Prime Minister of Jammu & Kashmir, in September 1947. Justice Mahajan’s role in persuading Maharaja Hari Singh, to take the decision regarding the accession of Jammu & Kashmir with India, cannot be forgotten.
  • On 1st October 1948 Sh. Mahajan took the oath of office as a Judge of the Federal Court later known as the Supreme Court when the Constitution of India came into force on 26th January 1950. Justice Mehr Chand Mahajan took over as the third Chief Justice of India on January 4, 1954.
  • His three famous writings were titled “Preserving Unity of India”, “How to Increase Food Production”, and “Kashmir’s Accession to India”.
  • A nationalist to the core, he was a person with strong convictions. He propagated his belief with determination. Though a pre-eminent Judge and Jurist, he was also an administrator of exceptional merit.

Name : Bhimrao Ramji Ambedkar

Born on Apr 14, 1891 at Mhow, Central Provinces, British India [now in Madhya Pradesh, India]

Died on Dec 6, 1956 at Delhi, India

About :

  • The life of Dr. Bhimrao Ambedkar, born on 14th April, 1891 in a Mahar family, was marked by struggles but he proved that every hurdle in life can be surmounted with talent and firm determination. The biggest barrier in his life was the caste system adopted by the Hindu society according to which the family he was born in was considered ‘untouchable’. After graduating from Elphinstone College Bombay in 1912, he did his higher studies at Columbia University, USA where he was awarded Ph.D. Later, he joined the London School of Economics and Political Science and obtained the degree of D.Sc. (Eco) and was eventually called to the Bar from Gray’s Inn.
  • In 1927, Dr. Ambedkar led the Mahad March at the Chowdar Tank at Colaba, near Bombay, to give the untouchables the right to draw water from a public tank. This marked the beginning of his crusade against the practice of discrimination in the society. The temple entry movement launched by Dr. Ambedkar in 1930 at Kalaram temple Nasik is another landmark in his struggle for human rights and social justice.
  • On 24th September 1932, Dr. Ambedkar and Gandhiji reached an understanding, which came to be known as the Poona Pact. The Pact carved out a clear and definite position for the downtrodden on the political scene of the country. It opened up opportunities of education and government service for them and also gave them a right to vote.
  • Dr. Ambedkar attended all the three Round Table Conferences in London and each time, forcefully projected his views in the interest of the ‘untouchables’.
  • Dr. Ambedkar, organized the Independent Labour Party, participated in the provincial elections, and was elected to the Bombay Legislative Assembly.
  • In 1947, when India became Independent, the first Prime Minister Pt. Jawaharlal Nehru, invited Dr. Ambedkar, who had been elected as a Member of Constituent Assembly from Bengal, to join his Cabinet as a Law Minister. However, Dr. Ambedkar had differences of opinion with the Government over the Hindu Code Bill, which led to his resignation as Law Minister.
  • On August 29th 1947 Dr. Ambedkar was appointed the Chairman of the Drafting Committee that was constituted by Constituent Assemble to draft a Constitution for Independent India. Dr. Ambedkar played a seminal role in the framing of the Indian Constitution. He used his vast experience and knowledge in drafting the Constitution. In his capacity as the Chairman of the Drafting Committee, he hammered out a comprehensive workable Constitution. He gave free India its legal framework, and the people, the basis of their freedom.
  • Ambedkar was a champion of fundamental rights, and Part III of the Indian Constitution guarantees the fundamental rights to the citizens. Some of the fundamental rights contained in Articles 15(2), 17, 23 and 24 are also enforceable against individuals as they are very significant rights relating to the prohibition of discrimination on grounds of religion, race, caste, sex or place of birth etc. The text prepared by Ambedkar provided constitutional guarantees and protections for a wide range of civil liberties for individual citizens, including freedom of religion, the abolition of untouchability and outlawing all forms of discrimination. Dr. Ambedkar argued for extensive economic and social rights for women. Dr. Ambedkar‘s social democracy comprised politicians, political parties with high standards of political morality, honesty and integrity and strong and highly responsible Opposition party or parties committed to the cause of the downtrodden and depressed classes. The Preamble of the Indian Constitution echoes the principles of parliamentary democracy.
  • In 1948, Dr. Ambedkar completed the draft of the Constitution and presented in the Constituent Assembly. In November 1949, this draft was adopted with very few amendments and came into force on January 26, 1950 marking the beginning of a new era in the history of India. Speaking after the completion of his work, Ambedkar said:I feel the Constitution is workable; it is flexible and it is strong enough to hold the country together both in peace time and in war time“.
  • On October 14, 1956 Baba Saheb Ambedkar embraced Buddhism along with many of his followers. The same year he completed his last writing ‘Buddha and His Dharma‘. On 6th December, 1956, Baba Saheb Dr. B.R. Ambedkar attained ‘Mahaparinirvan’.
  • In 1990, Dr. B.R. Ambedkar, the chief architect of our Constitution, was bestowed with Bharat Ratna.

  • Though he hailed from an aristocratic family, Motilal had to go through testing times early in life. He lost his father three months before his birth, and was raised by his elder brothers. Student days at the Muir Central College, Allahabad exerted a formative influence on young Motilal. Subsequently he took up Law as his career. Motilal Nehru emerged successful in the legal practice, and in course of time, he came to be counted among the leading lawyers in the country.
  • Motilal’s incursions into politics started with attendance at the Allahabad session of the Congress in 1910. The following year, he became a member of the Allahabad Municipal Board and of the All India Congress Committee. In 1919 he launched the daily paper ‘Independent’, which advocated nationalist ideas forcefully. Motilal’s commitment to the freedom movement and his leadership qualities were widely recognized, and he was elected to preside over the Amritsar Congress in 1919. He was the first among the front rank leaders to accept Mahatma Gandhi’s concept of non-cooperation and cast his lot with the Mahatma. In 1920 he abandoned his practice at the Bar, accepted a frugal style of living and adopted khadi.
  • The cancellation of mass civil disobedience by Mahatma Gandhi in 1922 immediately after arousing patriotic fervour was seen by many as an anti-climax. Motilal advocated entry into Legislative Councils to actively pursue non-cooperation, to enable the people to recover from the mood of despondency. A man who lived by his own conviction, he confronted even Mahatma Gandhi, who disagreed with him on the issue. Motilal Nehru and C.R. Das founded the Swarajya Party in January 1923 and contested the elections. The Party emerged the largest in the Central Legislative Assembly. In the six years that followed, Motilal was the leader of the Opposition in the Legislative Assembly.
  • The appointment of Simon Commission in 1927, which excluded Indians from the Commission, saw a revival of political activity in the country. Different streams of nationalism converged and it was decided to counter the Commission with an effort to determine the principles of a Constitution for a free India. Motilal Nehru was the considered choice to head the committee for drafting this report. The work of the committee culminated in the Nehru Report which can be described as modern India’s first collective attempt to develop a constitution for itself.
  • As Mahatma Gandhi’s Salt Satyagraha unfolded and evolved into a mass movement of an unprecedented scale, an ageing Motilal Nehru, against the advice of his doctors, was once again in the political arena. He was arrested and imprisoned, but his health gave way and he was released. Motilal had the satisfaction of having his son and Gandhiji beside him in his last days. He passed away on February 6, 1931.

Born on Dec 4, 1910 at Rajamadam, Pattukkottai taluk, Thanjavur district, Tamil Nadu, India

Died on Jan 27, 2009 at Delhi, India

About :

  • R. Venkataraman (1910-2009) occupied the august office of the President of India during 1987-1992, a period considered to have been a testing phase for the Indian democracy. He provided the country astute constitutional leadership during those years of uneven political tidings.
  • Born on 4th December, 1910 in Thanjavur district in Tamil Nadu, the young R. Venkataraman (popularly known as RV) grew up in a traditional environment rooted in moral values. He was inspired by Mahatma Gandhi’s leadership of the freedom struggle.
  • R. Venkataraman’s parliamentary career began in 1950, in an era of idealism and patriotic fervour. A persuasive debater, the spark in him was recognized by Prime Minister Nehru. Even the Opposition held him in high regard for his deep understanding of issues and his constructive approach to problems. He made his ministerial debut in his home state in 1957 under the charismatic K. Kamaraj. In Tamil Nadu he came to be known as the ‘Father of Industrialization’ for taking that agrarian state to a position of prominence in India’s industrial map.
  • A man of vision, RV could sight the ascent of economics in international politics much before it came to be recognized as a global phenomenon. With his pragmatic economic insights, he steered the nation through difficult times as its Finance Minister from 1980-82. His unstinted support for cutting-edge technology as Defence Minister (1982-84) won him appreciation from the Armed Forces as well as the scientist’s community.
  • His contributions in the international arena were also significant. Making debut in the United Nations in the 1950s as Pandit Nehru’s chosen representative, his work over the next three decades added to India’s reputation and influence. His tenure as President of the U.N. Administrative Tribunal was noteworthy.
  • After serving as Vice President of India from 1984 to 1987, he was elected the Eighth President of India in 1987. That he had the opportunity to work with four Prime Ministers marks the uniqueness and highlights the challenges of his Presidency. A copybook President, he was true to the Constitution of India at all times. He displayed rare acumen and statecraft to steer the country along the path of political stability, even as situations never seen earlier by the Indian democracy arose one after the other. Drawing upon his vast reservoir of experience in politics and administration, he displayed fine judgement and sagacity in handling sensitive issues. He once said “The office of the President is like an emergency light. It comes on automatically when there is a crisis and goes off automatically when the crisis passes”.
  • RV was a patron of arts, a nature-lover, and a humanist supporting worthy causes. An unassuming simplicity, uncompromising work ethics, a sharp intellect and an intense love for his country were among the defining aspects of his personality.

Born on Aug 29, 1880 at Wani, Yavatmal (Yeotmal), Maharashtra, India

Died on Jan 26, 1968

About :

  • Yavatmal in Maharashtra in the plains of Central India dates back historically to when it was part of Berar province. Days here are searingly hot and nights stifling except during the winter months. In rural Wani, in this windswept cotton, jowar and wheat fields, Dr. Madhav Srihari Aney was born on 29th August 1880.
  • As a young man, he met Lokmanya Tilak in 1902 at Morris College, Nagpur and was greatly influenced by his nationalist thought which proved decisive in Aney’s evolution. By 1910, he started his practice as a lawyer in the court at Yavatmal, but the transition into Loknayak Bapuji Aney had begun. His fierce anti British writings in ‘Harikishor’ resulted in prosecution by the Crown and consequent suspension of his Sanad to practice law for one year. That year was well spent accompanying Lokmanya Tilak on his Vidarbha campaigns.
  • In 1918 Bapuji Aney joined Home Rule League. In 1921, he was elected President of the Vidarbha Pradesh Congress Committee. As on active leader of the mass baaed Civil Disobedience movement, he was punished yet again with cancellation of his Sanad to practice law. He was elected to the Legislative Assembly in 1923. In 1924, he became Member of the Congress Committee.
  • An erudite scholar and a man of letters, he established the Vidarbha Sahitya Sangh Sammelan at Gwalior in 1928. In 1938, he was appointed Vice ChancellorTilak Maharashtra Vidyapeeth, Pune.
  • From 1928 to 1929 he served as the Secretary of the Nehru Committee. Inspired by the Salt Satyagraha, he became part of the freedom struggle by resigning his membership of the Legislative Assembly. His role in the non co-operation movement is best exemplified by the wide spread Jungle Satyagraha, started at Pusad in July 1930. He courted arrest and underwent six months imprisonment. Thereafter he was known as ‘Loknayak’.
  • In 1930 Loknayak Aney joined Mahatma Gandhi in the Quit India movement. In 1931 he became Member of the Congress Working Committee and in 1933 was elected President of the Indian National Congress. In 1941, he became Member of the Viceroy’s Council, but resigned in 1942 in protest when the Viceroy did not respond to the Mahatma’s fast unto death.
  • From 1943 to 1947, Loknayak Aney was India‘s High Commissioner to Ceylon, present day Sri Lanka. In 1948 he became a Member of the Constituent Assembly, representing the Princess of Central India and worked on the framing of the Constitution. In 1948 he was appointed Governor of Bihar.
  • While bedridden from 1954 to 1960 due to a serious ailment, he appeared before the First States Reorganization Commission, popularly called the Justice Fazal Ali Commission, and pleaded the case for separate statehood for Vidarbha, despite which, the area was merged in the then State of Bombay.
  • Loknayak Aney was elected to the Parliament from Nagpur in the year 1959. He was a Member of the Lok sabha from 1959 to 1966.
  • On 26.1.1968, the day he died, he was awarded the “Padma Vibhushan“.
  • Bapuji Aney was posthumously awarded the Sahitya Academy Award for ‘Tilak Yashmov‘ his epic poem in Sanskrit on the life of his beloved Lokmanya Tilak. In his lifetime he also founded the Marathi Language Newspaper ‘Lokmat’, which is today one of the leading newspapers of Maharashtra.
