  • Bandung Conference, the first meeting of the newly independent states of Africa and Asia was a clarion call for the independence of the subjugated people. Marking the germination of the ideas of South-South Cooperation, this Conference was a collective effort by the Afro-Asian nations to assert their presence on the world stage.
  • The Conference was a path-breaking meeting, convened upon the invitation of the Prime Ministers of Burma (now Myanmar), Ceylon (now Sri Lanka), India, Indonesia and Pakistan, and was attended by 24 other countries of Africa and Asia. Held in Bandung, Central Java, Indonesia in April 18-24, 1955, this Conference brought together some of the towering personalities of that time who envisaged a global order based on equality among nations, territorial integrity, sovereignty and development for all. The leaders were concerned not only with the great issues of the day – freedom, economic and political, fundamental human rights etc. but were gifted with a vision for the combined future of entire community. Emerging from the yoke of colonialism and the ravages of the Second World War into a world divided between conflicting ideologies, the leaders gathered at Bandung steadfastly refused to join any pre-existing and dominant alignments.
  • The neo independent countries participating in this meeting firmly believed that another world order was not only conceivable but also possible. Envisaging an independent frame of moral power as a counterweight to the bipolar world, the leaders wished to work together to see the new world order emerge.
  • Bandung initiated the process of the nations of the South coming together, to renew their ancient links – economic, cultural, political and social – that had been severed under colonialism, and to cooperate through exchange of experts & know-how, through establishment of national and regional technical institutions, promotion of joint-ventures, collective actions to safe-guard the interests etc. The Conference was the harbinger of many economic ideas such as diversification of export baskets, value addition to exports, intra-regional economic and commercial links and exchange of commercial information.

  • The Hindustan Times, one of the premier newspaper of the country, was started as an evening daily in Delhi in 1924. The first issue inaugurated by Mahatma Gandhi and carrying articles by Motilal Nehru, Muhammed Ali Jinnah and Jawaharlal Nehru was launched on September 24, 1924. In 1925, ownership of the newspaper passed on to Pandit Madan Mohan Malviya.
  • Because of its patriotic leaning, the newspaper, many times came close to incurring the imperialist wrath of the British. In 1930, publication was closed in protest against the draconian anti-press law in the wake of the Salt Satyagraha. The following year, when the authorities ordered the press to blackout some of the fiery speeches of Jawaharlal Nehru, the Hindustan Times set up a make shift press and got a collection of those speeches printed and arranged the despatch of thousands of copies to all parts of the country. A confrontation with the British establishment ensued and the newspaper was forced to furnish huge securities to rein in its nationalist zeal.
  • Just when bankruptcy appeared imminent, G.D. Birla, pioneer and visionary stepped in. He went on to nurture the newspaper into a great institution attracting the finest editorial and managerial talent. In an era when long editorials and text-of-speech reporting were in vogue, The Hindustan Times ventured into short editorials, reporting a wide range of events and carried news on the front page with bold headlines.
  • The efforts of a succession of brilliant editors made it impossible for the British rulers and the educated elite to ignore it. The paper also became a nursery of varied journalistic talent.
  • After independence, the newspaper extended full-fledged support for nation building and the government’s efforts for growth and development. Standing for democracy, free enterprise and liberal values, The Hindustan Times acquired a reputation for fairness among the readers. In the early seventies The Hindustan Times introduced a unique social experiment titled “our village Chhatera”. The project took over development activities of a village, such as the setting up of school, health clinic and income-generating activities. This display of social commitment earned kudos for the newspaper from both national and international institutions.
  • Over the years, The Hindustan Times has adapted itself to the technological changes in the mass media. It has acquired modern printing equipment and achieved total computerisation of the process of printing and news gathering. With attractive colour pull-outs and informative feature pages embellishing the main paper, The Hindustan Times has succeeded in catering to the changing tastes of its readers.

  • Arati Gupta (Saha) was born in Calcutta, West Bengal on 24th September, 1940. Arati was initiated in swimming at the early age of four, and her inherent talent was noticed by Sachin Nag, a swimming ace of yore. Becoming a member of the Hatkhola Swimming Club, her passionate involvement with the sport, led to outstanding achievements in the field. Between 1945 and 1951 she won 22 State Competitions with an all-India record in 1949. A landmark in her prodigious swimming career was her participation in Helsinki Olympics in 1952 along with Dolly Nazir.
  • The crowning glory came in 1959 when she swam across the English Channel on 29th September, from Cape Gris Nez in France to Sandgate in England. She had to swim 42 miles and it took 16 hours 20 minutes. The ice-cold water could not make a dent in her courage and determination. She was the first woman in Asia to perform that outstanding and courageous feat. She brought glory not only to herself but also to the country when she hoisted the flag of India at Sandgate. The achievement was a culmination of long years of hard work, perseverance, devotion and determination. She was awarded ‘Padmashri’ in the year 1960, and in 1962, she married Dr. Arun Gupta. She succumbed to incurable Jaundice and passed away on 23rd August, 1994.

  • The Indian Police Service (IPS) was conceived by Sardar Vallabhbhai Patel as a cadre of professional and committed officers to lead the police, security and intelligence organisations in Independent India.   • 14th November the birth anniversary of India‘s first Prime Minister, Pt. Jawahar Lal Nehru is celebrated every year as the universal children’s day. Panditji love children and his birth anniversary is rightly declared to the children of the country to remind us of what he said : The process of building men and women depends very considerable on what is done to its children. It is therefore of high importance that we pay attention to the well being and growth of children.
  • Panditji was not only our first Prime Minister but also the builder of modern India. His dream was “to build the house of India‘s future, strong and secure and beautiful …………” (Discovery of India) “…………we have to build the noble mansion of free India where all her children may dwell” (excerpt from speech delivered in the Constituent Assembly on 14th August, 1947). His vision of India was a country with scientific temper, a strong and vibrant economy with an advanced industrial infrastructure. To achieve this grand vision he introduced planning as an instrument of national, economic and social development. A planned approach to child welfare began with formulation of first Five Year Plan and developed into the national policy for children in 1974 laying down the guiding principles for child welfare. The National Policy for Children (1974) described children as “primarily important asset” re-affirming our constitutional obligation to the children, assigning priorities to different needs of children and for responding to those needs in an holistic manner.
  • India is a signatory to the world declaration of the survival, protection and development of children. In order to implement the world summit goals, a national plan of action has been prepared by the Department of Women and Child Development, to address health and formal welfare related activities, removal of gender discrimination and special protection for economically, socially and physically disadvantaged groups. In the 50 years since India achieved independence, much has been done to redeem the pledge made to the future generations of India.
  • The observance of Children’s Day helps us to renew our commitment to our social and moral responsibilities towards the need and right of the children.

  • Swatantra Bharat, the Hindi daily newspaper published from Lucknow has a unique history, its publication having begun on 15th August 1947, simultaneously with India’s attaining independence. The first edition of the newspaper, ‘Swatantra Bharat’, appropriately named, signifying its birth in an independent India, carried on its front page a photograph of Pt. Jawaharlal Nehru with the National Flag. This has been reproduced in the stamp being issued to commemorate the occasion. The publication of this newspaper in Hindi itself bore evidence of what the first Prime Minister of the country so eloquently described in the Constituent Assembly on 14th August 1947, as a moment which comes but rarely in history when we step out from the old to the new, when an age ends, and when the soul of a nation, long suppressed, finds utterance….
  • One of the founders of ‘Swatantra Bharat’ was Surendra Nath Ghosh, who bestowed all his affection on the paper and the people working on it. ‘Swatantra Bharat’ gave expression to the aspirations of a newly created nation. It was not easy to produce a Hindi Daily fifty years ago, when there were few daily newspapers in Hindi, but there was no organised set-up for news-gathering. ‘Swatantra Bharat’, started as a small-sized newspaper with six pages and from its first month of publication, the circulation rose from five to eight thousand. It covered important events from far-flung areas of the state from its inception and one of its popular columns was titled Rajya ke konekone se (from all corners of the state). It published the established writers in the field of short story, poetry, history, politics, economics, archaeology, and encouraged newcomers. The paper ran a series on painters of Uttar Pradesh and published such detailed descriptions of the history and architecture of Avadh that its pages could serve as reference material for many. Many writers who started their career with this newspaper, are front runners in their fields today and among such stalwarts are writers and thinkers like Pt. Ambika Prasad Bajpai, Dr. A. S. Altkar, Rai Kishan Das, Amritlal Nagar.

  • These lines by Netaji Subhas Chandra Bose contain the essence of his life’s philosophy, a philosophy which permeated his actions and ensured a place of pre-eminence for him in the history of India’s struggle for freedom.
  • Born on January 23, 1897, Subhas Chandra Bose was deeply influenced by the philosophy of Swami Vivekananda. He appeared for the Indian Civil Service competitive examination in 1920, and came out fourth in order of merit. He however resigned, responding to Mahatma Gandhi’s call to the nation, for sacrifice, in the wake of Jalianwala Bagh massacre.
  • In June 1940 at the Nagpur Session of the All-India Forward Block, he called for immediate establishment of a provisional National Government. Soon after he was arrested and sent to jail. While in prison, he resorted to hunger strike whereupon he was released and kept under house arrest. His dramatic escape thereafter is recorded in history.
  • Thereafter, Subhas Chandra Bose took over from Rash Bihari Bose the leadership of the Indian Independence Movement in East Asia, and organised the ‘Azad Hind Fauz’Indian National Army and became its supreme Commander. He proclaimed the Provisional Government of Azad Hind on October 21, 1943. A rare personality in contemporary history, Subhas Chandra Bose was at once deeply involved in the spiritual history of India and actively concerned with the modern, social and technological advances around the world. He was driven by an overpowering sense of mission and sought to inspire his compatriots with the same dedication to the cause. In this he succeeded in a large measure and was hailed as Netaji, the leader.

    His was a life full of perilous adventure and romance. His daring was unequalled.

    He has rendered a signal service to India by giving the Indian soldier a new vision and a new ideal.

    The lesson that Netaji and his army bring to us his one of self-sacrifice, unity irrespective of class and community, and discipline. If our adoration will be wise and discriminating, we will rightly copy this trinity of virtues……. Then we will be able to stand erect before the world.

About : 

  • The Central Reserve Police Force was created on July 27, 1939, as Crown Representative’s Police at Neemuch (M.P.) with one Battalion mainly to assist the Princely states to maintain law and order. After independence, Sardar Vallabhbhai Patel, the then Home Minister, visualised a multi-dimensional role for the Force and rechristened it as Central Reserve Police Force.
  • Since inception the Force has been assisting the states in the maintenance of law and order with great success. In the pre-independence era the Force was deployed in Sind (1942-44) to deal with the Hur menace. The Force was presented colours by the president in 1950 in recognition of its glorious record of service. From 1950-59, the Force was widely used to defend the borders against Pakistani intruders, and in the agitation in Kashmir valley. It faced the first brunt of the Chinese attack in 1959, when ten of its personnel laid down their lives fighting the Chinese on 21.10.59 at Hot Springs. In their memory October 21 is observed as Police Commemoration Day all over the country. In 1965, the Force repulsed the Pakistani attack at Sardar Post in Rann-of-Kutch. It fought shoulder to shoulder with the Army in the 1971 war against Pakistan for the liberation of Bangla Desh. Besides, the Force has been of very effective assistance in fighting divisive, disruptive and communal forces threatening the unity and integrity of the country, particularly the insurgency in the NorthEast, Naxalism in West Bengal, Bihar, Kerala and Andhra Pradesh and terrorism in Punjab. It is also assisting the IPKF in Sri Lanka. It has captured over 4263 weapons since 1983. The Force has the reputation of impartiality in assisting in the conduct of General Elections and providing relief and rescue during natural calamities and disasters.
  • For the various achievements, gallantry and sacrifices the Force personnel have been awarded 107 President’s Police Medals, 216 Police Medals, One Padma Shri, One Vir Chakra, 3 Sena Medals and 54 Life Saving Medals. It has also won laurels in the field of sports and has Olympians in its ranks.
  • The Force, having drawn men of all castes, creeds and regions of the country, not only contributes to national integration, but is also known for its secular, unbiased, impartial, dedicated and disciplined discharge of duties. Its strength now exceeds one lakh twenty thousand, comprising 98 battalions apart from 19 group centres, training institutions, work shops, hospitals etc. It has also the distinction of raising the first ever Mahila Battalion.

Description of Designs : One of the stamps carries the famous portrait of Jawaharlal Nehru which was made by Svetoslav Roerich which adorns the Central Hall of Parliament. Roerich’s portrait of a great man who loved the natural endowments of his land as much as he loved its people is indeed befitting in the context of the Centenary.

The other carries the logo adopted by the Implementation Committee for the Commemoration of the Nehru Centenary — it is a famous portrait of Nehru in a thoughtful mood indicating perhaps his dreams, his aspirations, his apprehensions and his hopes. The portrait has the suggestion of the tricolour in the background and also carries the famous initials of Jawaharlal Nehru.

M. F. Husain’s profiles of Jawaharlal Nehru are used to design the first day cover. The cancellation is designed by Smt. Alka Sharma.
