  • Nestled in the Palani Hills of Tamil Nadu, the Kodaikanal Solar Observatory (KSO), established on 1 April 1899, has been a leading centre for solar research in India for over a century. Operated by the Indian Institute of Astrophysics, this longest-running astronomical observatory in the country boasts one of the world’s longest continuous daily records of the Sun. Originally an extension of the Madras Observatory (est. 1792), KSO’s focus shifted exclusively to solar observation in Kodaikanal due to its strategic high-altitude location (2,343 metres), which offered optimal atmospheric conditions.
  • The KSO has been a place of groundbreaking discoveries since its inception. One of its most significant achievements was the discovery of the “Evershed effect” by John Evershed in 1909.   • Central Water and Power Research Station (CWPRS), Pune is an apex Research and Development institution in the field of hydraulics and allied research in the water and power sector. CWPRS was set up initially as a “Special Irrigation District” in 1916 by the then Bombay Presidency in recognition of the need for laboratory studies / investigations on hydraulic issues associated with irrigation, such as water logging and salt efflorescence, as well as with rivers and canals. It has continued to serve, for 100 years now, by catering to the research and development needs for evolving safe and economical planning and design of water resources structures, river engineering, hydropower generation, and coastal engineering projects fulfilling the mandate of ‘Service to the Nation through Research‘. Owing to its receptivity towards incorporating new technology with the changing times, the CWPRS’s journey has continued ceaselessly over a century, earning it the stature of a world-class water and power research institution.
  • Research provides basic input for initiating a new dimension to the development. In fact, civilizations have grown with the pace of how well water resources were harnessed to meet the demands of water and power, which depends on the innovations and validations backed by the research. In this context, CWPRS is synonymous with the developments in the field of water and power in the country. Almost all important irrigation, hydropower, water supply, navigation and ports projects have imprints of this institution. For last hundred years CWPRS has been providing necessary back end support to various project authorities, viz., Central/State Government Organizations, Public/Private Sector Agencies / Organizations / Undertakings, Port Trusts, Municipal Corporations, etc. Success of all these projects can largely be attributed to sincere and dedicated research carried out in CWPRS.
  • CWPRS provides specialized services through physical/mathematical model studies and field/laboratory investigations in river training and flood control, hydraulic structures, ports and harbours, coastal protection, foundation engineering, construction materials, pumps and turbines, ship hydrodynamics, hydraulic design of bridges, environmental studies, earth sciences, thermal and nuclear power cooling water intakes, etc. Technical reports based on the results of the studies are submitted to the Project Authorities. A number of research papers are also published every year in various journals as also proceedings of conferences / seminars / symposia. Based on the experience gained from basic research and large number of studies, Technical Memoranda containing useful guidelines and material for designers and practicing engineers are published in the thrust areas such as ‘River Training’, ‘Sediment Disposal’, ‘Geophysical Investigations’, ‘Seismic Surveillance of River Valley Projects’, ‘Strengthening of Hydraulic Structures’ from time-to-time. Besides, CWPRS makes important contributions in reviewing/updating and preparation of Indian Standards in specific areas of water resources development. CWPRS is associated with International Standards Organizations (ISO), particularly in the field of Sediment Transport. CWPRS is also represented on several technical committees related to river morphology, inland navigation, coastal erosion and protection, flood protection, earthquake resistant design, etc. Further, training is also imparted to the students, academicians, apprentices engineers and scientists from Central and State Government Organizations.
  • CWPRS has completed more than 5500 studies so far. At any given time, about 250 site-specific studies are in progress in various disciplines. The studies conducted by CWPRS are able to prove hydraulically sound and economically viable solutions to various problems associated with projects on water resources, power and water-borne transport including coastal and harbour engineering. Considering its highly competent scientific manpower and excellent infrastructure, CWPRS has been recognized as the Regional Laboratory of United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP or ESCAP) since 1971. CWPRS has offered its services to a number of projects in the neighborhood countries viz., Bangladesh, Bhutan, Afghanistan, Myanmar, Nepal, Singapore, etc., as well as countries in Middle East and Africa.

  • GAIL (India) Limited, formerly known as Gas Authority of India Limited in August, 1984 heralded a new era of natural gas in the country.
  • GAIL has made significant contributions to the nation’s economy by supplying natural gas through its pipeline network.
  • GAIL enabled the use of natural gas as a new energy resource in the country, which was earlier being flared in the offshore field of Bombay High. It provides ready market access to domestic gas producers, making gas available to the customers including those who are remotely located, facilitating monetization and development of gas field which are otherwise scattered and devoid of market access. The pipeline network has created choice for customers by providing cheaper, environment-friendly alternative fuel and has reduced import-dependency as natural gas has substituted liquid fuels such as Naphtha, fuel oil, etc. GAIL has also spearheaded the spread of City Gas and Piped Gas network in the country which has helped in bringing down pollution levels in metros such as Delhi and Mumbai. GAIL’s pipeline network caters to the gas consumers in the states of Gujarat, Maharashtra, Rajasthan, Madhya Pradesh, Delhi, Haryana, Uttar Pradesh, Andhra Pradesh, Tamil Nadu, Assam and Tripura.
  • In the area of corporate social responsibility, one of the major projects of GAIL has been setting up of Air Pollution Related Disease Diagnostic Centres (APRDCs) in over 20 cities in various parts of the country, at a cost of about Rs. 4 crore. Under this programme, the diagnostic centres equipped with modern diagnostic amenities related to respiratory and cardio-vascular diseases and well trained medical personnel have been set up in partnership with reputed Government/trust managed hospitals/institutions to provide diagnostic facilities and treatments to the people who are not able to afford baseline investigations for diagnosis.

  • Energy is a basic requirement for economic development. Every sector of economy – agriculture, industry, transport, commercial and domestic – needs inputs of energy. The economic development plans implemented since independence in India have necessarily required increasing amounts of energy. As a result, consumption of energy in all forms has been steadily rising all over the country.
  • This growing consumption of energy has also resulted in the country becoming increasingly dependent on fossil fuels such as coal, oil and gas. Rising prices of oil and gas and potential shortages in future lead to concerns about the security of energy supply needed to sustain our economic growth. Increased use of fossil fuel also causes environmental problems both locally and globally.
  • Against this background, the country urgently needs to develop a sustainable path of energy development. Promotion of energy conservation and increased use of renewable energy sources are the twin planks of sustainable energy supply.
  • Fortunately, India is blessed with variety of renewable energy sources, the main ones being biomass, biogas, the sun, wind and small hydropower.
  • Advantages of renewable energy are that it is:
    • Perennial.
    • Available locally and does not need elaborate arrangements for transport.
    • Usually modular in nature, i.e. small-scale units and systems can be almost as economical as large-scale ones.
    • Environment-friendly.
    • Well suited for decentralised applications and use in remote areas.
  • The Government has been implementing comprehensive programmes for the development and utilisation of various renewable energy sources in the country. As a result of efforts made during the past 25 years, a number of technologies and devices have been developed and have become commercially available. These include biogas plants, improved wood stoves, solar water heaters, solar cookers, solar lanterns, street lights, pumps, wind electric generators, water-pumping wind mills, biomass gasifiers and small hydro-electric generators. Energy technologies for the future such as hydrogen, fuel cells and bio-fuel are being actively developed.
  • India is implementing one of the world’s largest programmes in renewable energy. The country ranks second in the world in biogas utilization and fourth in wind power. Renewable sources already contribute about 16,500 MW, which is about 7.5% of the total installed power capacity in the country.

  • Oil and Natural Gas Corporation Limited (ONGC) is a leading national oil company of India engaged mainly in exploration, development and production of crude oil, natural gas and some value added products such as Liquefied Petroleum Gas (LPG), Naphtha etc.
  • During the pre-independence period, the Assam Oil Company in the north-eastern and Attock Oil Company in north western part of the undivided India were the only oil companies producing oil in the country, with minimal exploration input. The major part of Indian sedimentary basins was deemed to be unfit for development of oil and gas resources. After independence, the Government realised the importance of oil and gas for rapid industrial development and its strategic role in defence. Consequently, during framing of the industrial policy statement of 1948, the development of petroleum industry in the country was considered to be of utmost necessity. In 1955 Oil and Natural Gas Directorate was set up to develop the oil and natural gas resources in the various region of the country as part of the public sector development. In August 1956, the Directorate was raised to the status of a Commission with enhanced powers. In October 1959, the Commission was converted into a statutory body. ONGC was subsequently converted into a public limited company in June 1993 following the new liberalised economic policy. ONGC was recognised as a limited company under the Companies Act 1956 in February 1994.
  • The corporation is managed by the Board of Directors, which formulates goals, strategies and policies and also reviews the performance on regular basis. The Board has 16 members, comprising of 7 Executive Directors, including the Chairman and Managing Director.
  • ONGC, since its inception, has been instrumental in transforming the country’s limited upstream sector into a large viable playing field, with its activities spread throughout India and significantly in overseas territories.   • The current millennium is witnessing a rapid depletion of primary resources of energy which are largely based on fossil fuels. The management and use of conventional sources of energy has become as important as the quest for alternate sources. Conservation of energy is the cheapest method of augmenting the scarce energy resources of the country. Energy Conservation and efficiency, envisages the various ways of sensitising all citizens of its need, in addition to specific programmes in targeted areas.
  • Energy Conservation has received attention in India since the mid 70’s. The impact of Energy Conservation efforts are felt at a very low pace as the commercial energy consumption per capita is low in the country and efficient end use devices are costly. The growing energy demand, mainly in the industrial and the service sectors has created a renewed awareness about the need for conserving energy.
  • There is a huge potential of conserving energy. Conservative estimates indicate an energy saving potential at the consumption end equivalent to 25000 MW of fresh capacity, or about Rs. 1,00,000 crores of fresh investment.
  • The Energy Conservation Act, 2001 provides the necessary legal and institutional arrangement for a focused Energy Conservation campaign throughout the country. The Act identifies stakeholders as target groups for promoting energy efficiency, such as Energy generating companies, T&D companies, Manufacturers, Consumers and R&D Laboratory/Establishment.
  • The Bureau of Energy Efficiency (BEE) has been set up as a nodal agency to implement the policies of the Government on Energy Efficiency. It has accordingly drawn up an action plan through various programmes keeping the target groups in mind. These are, Indian Industry Programmes for Energy Conservation, Standard & Labelling programme, Demand Side Management, Energy Efficiency in Buildings and Establishments, Energy Conservation Building Code, Professional Certification and Accreditation, Manuals and codes and Energy Conservation Awareness Campaign.
  • The Ministry of Power has been observing 14th December as the Energy Conservation Day since 1990 to promote the cause of Energy Efficiency and the need to conserve the finite resources of energy in the country.
  • To promote public awareness and to encourage the achievers, National Energy Conservation Awards are presented every year as recognition of the need for Energy Conservation as much as to acknowledge the implementation of programmes to demonstrate the commitment. These awards given on Energy Conservation Day are amongst the various measures taken by the Government to enthuse the public to promote Energy Efficiency throughout the country.

  • Rajiv Gandhi (1944-1991) – India‘s Prime Minister from 1984 to 1989, is remembered by teeming millions whose eyes tears of sorrow were replaced with the rainbow of hope by the sheer power of his visionary personality. To remember Rajiv Gandhi is like remembering those millions of youth of India and beyond who were simply charmed and inspired by the sheer honesty, integrity and beauty of his personality.
  • Rajiv Gandhi envisioned a modern India and initiated several policy initiatives for modernization of the Indian economy, applications of science and technology for serving the poor and devolution of authority and responsibility to institutions of local government – Panchayati Raj and Nagarpalikas. An important step was to electrify all villages within the shortest possible time. It was his desire that no house should remain unelectrified and for which he laid emphasis on providing alternate sources of energy.
  • To fulfill Rajiv Gandhi‘s dream to illuminate all the houses in the country, the Ministry of Non-Conventional Energy Sources (MNES), Government of India has set out ambitious targets to meet the energy demand for the people particularly those living in about 18,000 remote villages.
  • The MNES has declared that the 20th of August, 2004, the 60th birth anniversary of Rajiv Gandhi, be observed as the ‘Rajiv Gandhi Akshay Urja Diwas‘ and has launched a massive awareness campaign throughout the country. The campaign is focussed on educating school children about achieving energy security through various applications of renewable energy. District level competitions, such as essay writing, painting, debates, rallies, human chains, dramas and street plays, using local folk-art forms and idioms, etc., are being organized.
  • Renewable energy is derived from natural resources that are replenished constantly and are eco-friendly. India is endowed with a vast potential of renewable energy resources. It could solve problems pertaining to power shortages and lack of availability of clean fuels in rural areas. Examples of renewable energy include : biomass, hydro, solar, wind and ocean.
  • The Sun is the primary source of energy for all life on our planet. Biomass energy comes from energy crops, agricultural residues, trees, cow dung, city garbage, etc. and can be used in three ways : burnt to produce heat and electricity, changed into biogas or converted into liquid fuel, such as alcohol and biodiesel. Hydropower is derived from the flow of water to generate electricity and wherever feasible, small and micro-hydro systems can fully meet the electricity demand of the villages. Solar energy is utilized through thermal and photovoltaic (direct conversion into electricity) technologies. Wind energy is used primarily to produce electricity and for water lifting. Ocean energy is derived from thermal energy conversion, tidal and waves. Already about 5,000 MW capacity renewable power projects have been installed.

  • History was made more than a century back in a remote corner of Assam in the midst of dense jungles when a group of Italian Engineers, commissioned by the Assam Railways and Trading Company to build a railway line from Dibrugarh to Margherita accidentally discovered oil. It was here in Digboi that the first commercially viable oil well in India, known locally as well no. 1, was successfully drilled in September 1889 and the first modern refinery in India was built and commissioned in December 1901.
  • Digboi Refinery is India’s first refinery and one of the oldest operating refineries in the world. In fact, it was the only refinery in India till mid 1950s. The capacity of the refinery was expanded over the years in order to process the increasing crude oil production from the Digboi Oil Field and subsequent discovery of Nahorkatiya fields in 1953. Earlier owned and operated by the Assam Oil Company Limited, a subsidiary of the Burmah Oil Company Limited, Digboi Refinery was vested with the IOCL by an Act of Parliament on 14th October 1981. Digboi, is now the headquarters of the Assam Oil Division of the Indian Oil Corporation Limited (IOCL) also.
  • Digboi Refinery was rebuilt in 1923 and most of the units were of 1930 vintage till it came into the fold of IOCL in 1981. Since then, large scale investments have been made by IOCL in the refinery. A modern Crude Oil Distillation Unit along with associated utilities and offsite facilities was commissioned in 1996. Subsequently, a Catalytic Reformer Unit, a New Delayed Coking Unit and a Wax Hydro-finishing Unit were commissioned between 1997 and 2001 and the refinery capacity was also enhanced. A state-of-the-art Vacuum Residue Short Path Distillation Unit for producing improved quality Bitumen and feedstock for high melting Point Microcrystalline Wax was commissioned in April 2001. With two more major ongoing projects viz. Solvent Dewaxing Unit and Kerosene/Diesel Hydrotreater, Digboi Refinery will soon complete its transition to a state-of-the-art refinery. With assimilation of technology and development of infrastructure, Digboi Refinery is striving to achieve higher standards of excellence in all fields of operation including safety and environment protection. The refinery is already certified for ISO-9002, ISO-14001, BS-8800 and has an ISRS rating at level 5 in the baseline audit. The refinery produces a wide range of petroleum products including wax, bitumen and also a number of speciality products. The paraffin wax produced in the refinery is one of the finest in the world.
  • Petroleum has revolutionised our life, as a source of energy for domestic, industrial and transport sector and as a feedstock for agricultural, chemical and other industries. Over the past 100 years, petroleum industry of India with Digboi Refinery as its nucleus has been an integral part of our country’s march towards self-reliance.
