About the Stamp Design : The stamp design is the result of a collaborative effort by illustrator Hélène Racicot and graphic designer Michèle Cayer, both of Montreal, and engraver Yves Baril of the Canadian Bank Note Company in Ottawa. The three artists combined their talents to depict the activity that went on near the ironworks’ blast furnace. Printed in a combination of steel engraving and two-colour lithography, the design manages to convey a sense of time and place.

• Les Forges du Saint-Maurice – the Saint-Maurice ironworks – were built near Trois–Rivières, Quebec, at a time when France‘s protectionist policy ceased to be a hindrance to the industrial development of the colony of New France. Their construction was primarily the result of efforts by Gilles Hocquart, who served as Intendant of New France from 1729 to 1748.
  
• The abundant natural resources found on the territory of the Forges ensured the profitability of the iron–smelting company. The Forges formed an industrial complex which, at its height, had a population of 425.
  
• It is rare for a single site to have all the elements needed to develop an industry of this scale. The energy required to operate the Forges came from the Lavoir Creek, which fed down through a series of terraces. Through a system of dams which formed natural basins, the water was used to drive the overshot wheels, which, in turn, powered the bellows and hammers. Local iron ore was melted down with the charcoal made of wood taken from the territory of the Forges.
  
• The products’ fine reputation depended upon the quality of the work performed by the ironsmiths, who were direct descendants of craftsmen from Burgundy and Franche–Comté. However, the ironworks was forced to finally succumb to the new coke based iron and steel industry, and in 1883, after 150 years of production, closed its doors for good. The site became a National Historic Park in 1973.

  • The Second Summit of Heads of State and Heads of Government of Countries Using French as a Common Language will take place in Québec 2-4 September 1987. The first such summit was held in Paris in 1986.
• A Francophone Community :
  • The Summit evolved out of the wish, first expressed in the 1960s by President Senghor of Senegal, for a Francophone community along the lines of the Commonwealth. Enthusiasm for this suggestion resulted in the creation of an agency for cultural and technical co-operation in 1970. At the first Summit in 1986, the leaders discussed the issues of the day, including the role of French as a fundamental expression of culture and civilization.

About the Stamp Design : The stamp, by Montreal graphic designer Clermont Malenfant, illustrates Louis Hébert surrounded by objects relating to his life and work in the Quebec colony. The spring of balsam fir in his hand and the silverweed, both useful as herbal medicines, together with the mortar and pestle, symbolize his craft as an apothecary. With wheat and scythe, Hébert was able to provide the small colony with a store of food for the long winter months.

• Apothecary and Colonist :
  • Louis Hébert was a prominent figure in the European settlement of Canada. He was the first French apothecary in the New World, the first magistrate of Quebec, and one of the first colonists of New France.
  • Hébert is commemorated on a stamp issued to mark the 45^th International Congress of Pharmaceutical Sciences of the International Pharmaceutical Federation, to be held from 2 to 6 September 1985 in Montreal. Canadian pharmacists consider Louis Hébert the father of their profession.
• False Start at Port Royal :
  • The son of a court apothecary, Louis Hébert was born in a prosperous neighbourhood of Paris in 1575. Little is known of his early years. However, records show that he practised as an apothecary at Port Royal (Annapolis Royal, N.S.) from 1604 to 1607 and from 1610 to 1613. During the years in Port Royal, Hébert studied local flora, cared for the ill, and did some farming. In 1613, the colony was captured by the British and Hébert had to return to France.
• Success at Quebec :
  • Hébert retained fond memories of North America. When Champlain, hoping to promote French settlement in the New World, suggested in 1617 that he settle in Quebec, Hébert eagerly accepted the opportunity and brought his family with him. The trading post was run at that time by the Compagnie des marchands, which, viewing agricultural colonization as a danger to the fur trade, accepted Hébert‘s arrival on condition that he devote only his free time to agriculture.
  • Nevertheless, in the summer of 1618, Louis Hébert began to clear land and plant grain and vegetables. When winter came, he helped the sick and starving employees of the Compagnie to survive the winter through his talents as an apothecary and with food that he had harvested and stored. Champlain, who valued the skills of the courageous colonist, appointed him magistrate of the colony.
  • Louis Hébert divided the last years of his life between legal and medical duties, but still found time to continue his agricultural work. He died in 1627, after an accidental fall.

• This year marks the 75^th anniversary of the incorporation of The Canadian Red Cross Society. It was in 1909 that Parliament passed an act establishing the Society as a corporate body.
  
• The International Red Cross, an organization that strives to alleviate human suffering, was created after a Swiss, Jean Henri Dunant, wrote “Un souvenir de Solferino”, describing the suffering of soldiers wounded in the battle of Solferino in 1859 and urging that societies be formed for the relief of war victims. A committee formed in Geneva in 1863 set down the basic Red Cross principles of impartiality, neutrality, independence, voluntary service, unity, and universality.
  
• In Canada, the symbol of the red cross was used for the first time during the North-West Rebellion, when George Sterling Ryerson, who was then a Surgeon Major, designated a horse-drawn ambulance with a homemade Red Cross flag. In 1896 Ryerson founded the Canadian branch of the British National Society for Aid to the Sick and Wounded, subtitled the Red Cross. The Canadian branch played an increasing role in providing relief during the Spanish American War in 1898, the South African War, and the First World War, at the end of which the Society decided to continue its work of mercy in peacetime.
  
• The Canadian Red Cross Society, recognized as an independent national society in 1927, has, among other things, organized the well-known blood-donor service, the water and small craft safety program, various forms of international assistance, a sickroom equipment loan service, and a school program. The Canadian Red Cross has grown to over 600 branches in ten provinces and two territories, with a national headquarters coordinating the work of the divisions.

Design : To highlight the musicality of this fiftieth anniversary, the stamp design is built on the idea of a musical score. Created by Pierre Kohler of Montreal, with an illustration by Montreal artist Jacques Delisle, it shows typical orchestra members in concert, interspersed like notes among the five-line staff used for musical notation.

The First Day Cover features a photograph of Wilfrid Pelletier with the full orchestra at Plateau Hall in 1934. On the first day of issue, the stamp on this First Day Cover will be cancelled with a special die bearing a musical motif.

• The Montreal Symphony Orchestra, one of the largest principal orchestras in Canada, was founded in 1934 as the “Société des concerts symphoniques de Montréal” and is now officially known as the “Orchestre symphonique de Montréal”. The orchestra was born in the middle of the Depression, thanks to the dynamism of Quebec players, soloists, conductors, and composers who had not been receiving the recognition that they merited. Wilfrid Pelletier, a prominent Quebec conductor who was then working at the Metropolitan Opera in New York, enthusiastically supported the new organization. His determination, his powers of persuasion, and his faith in young musicians and in the future of music in Quebec made him a dominant figure in the world of music in that province. He became the orchestra’s first artistic director, from 1935 to 1940. His place was occupied in turn by Désiré Defauw, Otto Klemperer, Igor Markevitch, Zubin Mehta, Franz–Paul Decker, Rafael Frübeck de Burgos, and Charles Dutoit.
• Over the years, the orchestra has engaged illustrious guest soloists and conductors, reserving a special place for Canadian performers. The orchestra annually commissions works by Canadian composers. Initiatives encouraged by Wilfrid Pelletier, Igor Markevitch, and other artistic directors have rewarded young Canadian musicians for their talent. The Montreal Symphony Orchestra has thus encouraged the interest of Canadians in classical music.

Design : The illustration for the stamp by Tom McNeely of Toronto depicts the dramatic finish of a race of fours (four-man racing shells, one sweep oar per man) before the judge’s tower on the present Henley course near St. Catharines, Ontario. The stamp was designed by Ottawa graphic artist Bernard Reilander.

• The one hundredth Royal Canadian Henley Regatta will take place at St. Catharines, Ontario, from 4 to 8 August 1982. Named after its British counterpart, the Henley is the largest regatta in Canada. The International Rowing Federation recognizes the Henley as a world status regatta, the only one in North America to boast this distinction. In 1981, 1,300 rowers from 96 clubs in six countries participated. For the centennial, officials estimate that 2,500 male and female athletes from 200 clubs in 15 countries will compete.
  
• Spurred on by the exploits of Ned Hanlan and others, rowing attained great popularity in Canada during the last quarter of the nineteenth century. As a result of betting and other shenanigans, however, professional rowing gained a certain notoriety in the eyes of those who idealized amateurism. In 1880 a group of such individuals founded the Canadian Association of Amateur Oarsmen (CAAO), now known as the Canadian Amateur Rowing Association. The same year, on Toronto Bay, the Association sponsored an amateur championship regatta, the forerunner of today’s Royal Canadian Henley Regatta. Subsequently, Hamilton, Lachine, Ottawa, Brockville, and Barrie as well as Toronto hosted the event.
  
• Tired of this nomadic existence, the CAAO sought a permanent regatta location and in 1903 found it in the old Welland Canal. It met the specifications for a one-and-a-half-mile straight stretch of water, protected from the wind and easily accessible to Canadian and American oarsmen and spectators.
  
• In 1903 Ned Hanlan himself said this course was one of the finest he had ever seen. It has greatly improved since then. The federal government has dredged it twice. In all aspects, it has attained the qualities of a first-class international rowing course, a fitting locale for an event such as the Henley.

Design : The painting of the stately legislature building, a familiar and significant Regina landmark, was provided by resident artist David Thauberger. Robert Russell and Kim Martin of Toronto used red and gold in their stamp design to signify that Regina‘s centennial is cause for celebration as well as commemoration.

• As if by magic, Regina sprang from the prairie in 1882, a creation of the federal government and the CPR. In the hundred years since then, few cities have so skillfully capitalized on their natural assets.
  
• In 1882 Edgar Dewdney, Lieutenant Governor of the Northwest Territories, and William Van Horne, General Manager of the CPR, scoured the railway’s main line for a site to build the capital of the North-west Territories. They picked the spot where the railway crossed Pile of Bones Creek, later called Wascana Creek. Princess Louise named the town Regina to honour her mother, Queen Victoria.
  
• The new townsite was bitterly criticized as being too dry. Regina quickly tackled the problem by creating a man-made lake. Some less charitable journalists also hinted that Dewdney fancied the site because he owned land nearby. Dewdney defended his selection, arguing that Regina lay in the centre of a district unsurpassed for its wheat-growing potential.
  
• Although the federal government transferred the Mounted Police headquarters to Regina, the city grew slowly. The CPR initially refused to build branch lines from there, and established its divisional point farther west at Moose Jaw. Agricultural settlement stagnated. Nevertheless, in those years the town assumed a tone it never entirely lost. One early visitor observed that the citizens were “of a good class from the best sections of Ontario.” Another visitor complained that “Regina is the most cussedly respectable place a fellow was ever in – the only excitement is a lecture on two confounded poets.”
  
• The wheat boom of the early twentieth century stimulated Regina greatly. For part of 1912 the city’s population increased by 1000 persons a month. Saskatchewan boosted Regina in 1906 by choosing it as the provincial capital. One historian notes that the legislative building shown on this stamp reflects the optimism of that period.
  
• Since then, Regina has survived war and depression and expanded remarkably. Along with its dynamism and innovation, it is a pleasant place to live and retains a lively community spirit.
